    Tafter Journal scritto da Narcisa Paredes-Canilao il 30 Luglio 2014 The Panagbenga: Ethico-Political Issues, Contestations, and Recommendations on the Cultural Sustainability of a Festival Introduction The Panagbenga is a four-week cultural festival celebrated annually in February since 1995, in the popular tourist destination of Baguio City, Philippines. Through the years, the festival has been a working coordination between the City Government, private sectors, and the Baguio Flower Festival Foundation, Inc. (BFFFI). Based on its recent enactments, the festival’s mandated objective has become more coherent, which is “to promote the city’s culture, unity among its people, tourism and economic industries and [to showcase] Baguio as a City of Flowers” (AO No. 008-S. 2014). The integration of environmental concerns, are indicated in some specific environmental policies and the designation of an environment/technical committee as one of the support committees. Examined literature, and documents plus oral interviews for the study, commonly trace the origins of Panagbenga to a Baguio direly needing to reclaim a sense of place, to reaffirm solidarity among its people, and, to prove it has risen anew as a worthy tourist destination, all after its devastation by a 7.7 magnitude earthquake (on the Richter Scale), in 1990. Many of its tourist attractions, hotels, schools, government buildings, and art centers were either leveled to the ground or structurally damaged, and many lives perished, turning the city into a veritable ghost town. Baguio’s status as a Northern hub of government, commerce, culture, and tourism was adversely affected. Baguio’s history of development from a pre-colonial settlement of Ibaloi families (Bagamaspad and Hamada-Pawid, 1985), into a multi-ethnic and multi-cultural city, consists of several milestones (see also, Fry, 1983; Reed, 1999; Scott, 1974, 1981; Tolentino, 2007).

Meldoz1, Erlinda B. Alupias2 and Jaila S. Sagpa-ey3 ABSTRACT This study was done to assess the status and describe the textile industry in Baguio City and Benguet Province, and to identify research and development areas towards improving the industry in the light of bringing back the grandeur of the Cordillera region. Data was generated through: rapid market walks, library research, field visits, and informal interviews of the selected industry players. The textile industry in Benguet includes the components of sericulture, yarn trading, thread and textile factory trimmings, weaving, processing or manufacturing of made-up textile products, wholesaling and retailing of finished products, and the processing of maguey or sisal fibers. The sericulture industry is still in its infancy of development with 9.73 hectares of mulberry farms as of 2008 which is expected to increase to 26ha by 2010. Silkworm rearing resulted to a production of 657 kilograms of silk cocoons (2009) and 56kg of raw silk fibers in 2008, produced by members of the Kapangan Environmental Livelihood and Multipurpose Cooperative (KELMC). Growth in the tourism industry spurred the establishment, and currently influencing the status of the textile industry in Baguio and Benguet. It made possible for the expansion of trade in imported thread and raw materials among 31 entrepreneurs and manufacturers of textile goods providing job opportunities. There were 108 individuals and associations included in the Department of Trade and Industry (DTI) listing of registered firms but as many as 515 individuals are formally and informally engaged in manufacturing, which includes the weaving, knitting, crocheting and the creation of made-up textile goods or novelty items.

Abstract— This study was conducted to understand the circumstances that led to the Ilocanos migrating to Tabuk, Kalinga and the challenges they faced as they transferred residence. It also aimed to explain the different processes of integration that the Ilocanos have undergone to be in good relationship with the Kalingas. Participants of the study included 20 Ilocano migrants aged 50 and above and are permanent residents of Tabuk who know how to speak in Ilocano and Filipino. Interview was the primary method used in gathering data for the study. An interview guide was used as a basis for questioning while note-taking was done by the researcher to document the information supplied by the participants. All conversations were also recorded through a tape recorder. Secondary resources such as researches, books and articles were used to further explain the results of the study. Results of the study revealed that Ilocanos migrated to Tabuk because they are looking for a piece of land which they can convert into a farm, a venue for trade and a job or an employment.

    Conflict, Justice, Decolonization: Critical Studies of Inter-Asian Societies (2021) 2709-5479 Producing Spectacles, Appropriating Traditions: The Case of Baguio’s Panagbenga Festival Fernan Talamayan Institute of Social Research and Cultural Studies National Yang Ming Chiao Tung University Panagbenga is an annual festival held in Baguio City, Philippines every February, celebrating Cordillera’s flora and promoting the region’s culture and economy. Despite the festival being initiated fairly recently, it has found its way to many Filipinos’ calendars. Every year, it attracts millions of visitors and contributes to the city’s flower industry and tourism. It is curious, however, that even with the festival’s popularity, very few social scientists have been intrigued by the festival’s inception and traditionalization. To address this gap, this study offers a preliminary examination of Panagbenga using nuanced anthropological descriptions of tradition. Central to its analysis of traditionalization is the modification, institutionalization, and multiplication of festival practices that serve various purposes. In exploring the intersection of cultural expressions and economic practices during Panagbenga, the study validated the fluidity of tradition, refuting the prevailing Hobsbawmian distinction between “genuine” and “invented” traditions. Knowledge-keeping practices differ based on social and cultural context, and can take a variety of forms, including the oral, the embodied, and the written word. Archival studies is the discipline and profession that concerns itself with the management and care of knowledge in the form of records. However, archival theory originating in the European tradition, which is based on the custody of documents generated by bureaucratic states, has not traditionally considered records to include knowledge kept in forms other than the written word. Inspired by movements within the archival profession to expand the theoretical definitions that underpin archival work, this paper considers two examples of knowledge-keeping mechanisms – the bodong and Cordillera Day – in order to determine community-based approaches to the subjects of the record and the archives: the bodong system and Cordillera Day.
