Report of Transportation and Highways Services Manager (Continued) 15 Report of Transportation and Highways Services Manager (Continued) (B) HIGHWAY UNIT PROGRAMME Executive Summary The report (HWY/01/10/02) provides a further update on the Kent Highways programme for 2001/02. Extra strengthening funds of £132,000 were provided for repairs to flood damaged roads. Since then another allocation of £400,000 has been made for this work. FOR INFORMATION __________________________________________________________________________ Overview (1) Kent County Council has obtained approval to spend an extra £5.3m over two years on repairs to flood damaged roads. This translates into approximately £532,000 plus 8% fees for Tunbridge Wells Highway Unit. The funds have been distributed in proportion to the size of bids received from each highway unit, rather than on an objective needs basis. However, Tunbridge Wells has fared quite well in this process. (2) Although most of the previously allocated work has been ordered there is now a further requirement to carry out works to a value of approximately £263,000 in the current financial year, with £137,000 remaining for 2002/3; total £400,000. (3) Bids were also sought for drainage repairs and a list of schemes adding up to £830,000 has been submitted to the Area Manager for consideration. Surface Dressing (4) This programme has been completed. Drainage (5) A selection of the larger schemes is referred to in the appendix, but many smaller projects are also planned or complete. Carriageway Surfacing (6) The schemes listed in the appendix are those funded from the beginning of the year plus the additional sites identified to a value of £132,000. The most recent allocation of £400,000 corresponds to a larger bid which has yet to be prioritised. However it is intended to keep the Chairman fully informed in selecting the most urgent sites for attention from a list of over 50 potential sites. Reconditioning (7) The work at A229 Cranbrook Road is substantially complete. There are outstanding remedial works at A264 Pembury Road which are being pursued through Babtie. Footway Surfacing (8) The bulk of this work is complete. 16 Report of Transportation and Highways Services Manager (Continued) Anti Skid Surfacing (9) This work is all ordered and understood to be imminent. Street Lighting (10) Approximately half the programme is complete, but with Lower Green Road (Pembury) and a cluster of roads in St John’s outstanding at present. Improvements (11) The Pembury Road scheme is with Babtie for design. The Culverden Down work was reported in some detail to the September meeting. The Waterloo Road project has undergone a safety audit and needs some modification. At Ashurst, the road narrowing feature is to be removed, after consultation involving the Parish Council, and replaced with new road markings. The remaining schemes are at various stages of design. Quiet Lanes (Kent High Weald Transport Project) (12) Some adjustments are to be made to the detailed proposals following consultation which included the four Parish Councils affected, i.e. Cranbrook, Hawkhurst, Benenden and Sandhurst. It is intended to carry out most of the work during the autumn. Developer Funded (13) The Lamberts Road/Dowding Way junctions are substantially complete but with a lot of outstanding work on Dowding Way itself. The road was opened by the developer but falls well short of adoptable standard. Bridge Repairs (14) The Grosvenor Bridge work was completed during the school summer holidays. Dundale Road has been closed for major repairs by East Sussex County Council at the bridge over the River Teise on the County boundary. It is due to reopen in November. We will also educate (safer roads, safer lanes, separate). • However, the economy needs traffic, white van man, tourism. We will create broadband [for] business, a community business hub / sand drive support of local shops and more local shops (ie butcher).
