Report JER1691 | Application Site Condition Report | V1 | Final | 9 September 2019 rpsgroup.com 1 INTRODUCTION 1.1.1 Under the Environmental Permitting Regulations 2016 (EPR), the Saltholme North gas fired generating facility (GFGF) will be regulated as a Part A1 installation and requires a permit to operate from the EA. In order to permit a Part A1 installation, operators are required to submit an Application Site Condition Report (ASCR) setting out both the qualitative and quantitative condition of the site at permit application to allow comparison of site conditions after cessation of operations at the site. The 'initial condition,' for the purposes of this report, refers to the condition of the site at the time of the environmental permit application. This report will be updated upon cessation of activities to compare the condition of the site to the initial report to establish if contamination of land has occurred during site occupancy and whether or not remediation will be required at permit surrender. 1.1.2 This ASCR establishes the condition at point of permitting for the new GFGF within the proposed site. 1.1.3 As a Part A1 installation, the facility must also comply with the requirements of the Industrial Emissions Directive (IED). Article 22 requires that the operator submit a baseline report before starting operation of an installation. 1.1.4 This report seeks to fulfil the requirements of the EPR and the IED and has been prepared in accordance with EA guidance on the preparation of an SCR1 and the European Commission’s guidance concerning baseline reports under the IED2. 1.1.5 The objectives of this ASCR are to: • describe and record the condition of the land and groundwater

    Tees Valley Joint Minerals and Waste Development Plan Documents In association with Policies & Sites DPD Adopted September 2011 27333-r22.indd 1 08/11/2010 14:55:36 i Foreword The Tees Valley Minerals and Waste Development Plan Documents (DPDs) - prepared jointly by the boroughs of Darlington, Hartlepool, Middlesbrough, Redcar and Cleveland and Stockton-on-Tees - bring together the planning issues which arise from these two subjects within the sub-region. Two DPDs have been prepared. The Minerals and Waste Core Strategy contains the long-term spatial vision and the strategic policies needed to achieve the key objectives for minerals and waste developments in the Tees Valley. This Policies and Sites DPD, which conforms with that Core Strategy, identifies specific sites for minerals and waste development and sets out policies which will be used to assess minerals and waste planning applications. The DPDs form part of the local development framework and development plan for each Borough. They cover all of the five Boroughs except for the part of Redcar and Cleveland that lies within the North York Moors National Park. (Minerals and waste policies for that area are included in the national park’s own local development framework.) The DPDs were prepared during a lengthy process of consultation. This allowed anyone with an interest in minerals and waste in the Tees Valley the opportunity to be involved. An Inspector appointed by the Secretary of State carried out an Examination into the DPDs in early 2011. He concluded that they had been prepared in accordance with the requirements of the Planning and Compulsory Purchase Act 2004 and were sound.

    New Waste Management Capacity permitted in the North East since the Urban Mines Baseline Background In accordance with the Duty to Cooperate, and as part of work on our joint evidence base, the Waste Planning Authorities (WPAs) in the North East of England1 commissioned a study ‘Model of Waste Arisings and Waste Management Capacity for the North East of England Waste Planning Authorities’ (Urban Mines, July 2012) to provide forecasts of waste arisings for commercial and industrial waste and hazardous waste to 2030 using the data from the North East of England Commercial and Industrial Waste Survey 2010 and the most up-to-date hazardous waste arisings information. The Urban Mines study contains: detailed forecast arisings; capacity data; analysis and conclusions on commercial and industrial waste; analysis and conclusions on hazardous waste; details on municipal waste as so many key facilities in the North East process waste from both municipal and commercial and industrial sources; commentary on arisings of agricultural, construction and demolition and Low Level Radioactive wastes. The study carried out a capacity gap analysis by comparing forecast arisings with data on available and future capacity. This was done on a regional and sub-regional (WPA) basis. By aggregating arisings estimates for all the WPAs in North East England, the report found that total arisings amount to some 3.6 million tonnes per year. These comprise 1.48 million tonnes from municipal sources (2011 estimates) and 2.15 million from commercial and industrial sources (2011 estimates). Applying the growth methodologies explained in the report, it was estimated that these total waste arisings for North East England are anticipated to remain fairly constant over the forecast period to 2030.
