National Insider Threat Task Force Mission Fact Sheet
NATIONAL INSIDER THREAT TASK FORCE MISSION FACT SHEET _________________________________ Why was the NITTF established? The National Insider Threat Task Force (NITTF) was established after the WikiLeaks release of thousands of classified documents through the global media and internet. Its mission is to deter, detect, and mitigate actions by employees who may represent a threat to national security by developing a national insider threat program with supporting policy, standards, guidance, and training. Who runs the task force, and which agencies are involved? Under Executive Order (E.O.) 13587, the NITTF is co-chaired by the U.S. Attorney General and the Director of National Intelligence. They, in turn, designated the Federal Bureau of Investigation (FBI) and the National Counterintelligence Executive to co-direct the daily activities of the NITTF. The NITTF comprises employees and contractors from a variety of federal departments and agencies (D/A), and its work impacts more than 99 federal D/As that handle classified material. Currently, the following D/As have representatives on the NITTF: FBI, National Counterintelligence and Security Center (NCSC), Defense Intelligence Agency (DIA), Central Intelligence Agency (CIA), and Transportation Security Administration. The NITTF responds directly to the Senior Information Sharing and Safeguarding Steering Committee, which was also established under E.O. 13587. The steering committee comprises representatives from largely Intelligence Community agencies with extensive access to classified networks and materials, including the Departments of State, Energy, Justice, Defense, and Homeland Security, CIA, FBI, Office of the Director of National Intelligence, NCSC, National Security Agency, DIA, the Program Manager—Information Sharing Environment, Office of Management and Budget, the National Security Council Staff, and the Information Security Oversight Office. -

Large- scale clinical studies found that COVID-19 vaccines prevented most people from getting COVID- 19 illness, but like most other vaccines, they are not 100 percent effective. This means some fully vaccinated people will still get infected with SARS-CoV-2. These individuals may or may not develop COVID-19 symptoms. Vaccine breakthrough occurs when someone gets infected with an organism they are fully vaccinated against. For the COVID-19 vaccine, this means someone tests positive for SARS-CoV- 2 two weeks or more after receiving the full series of an authorized COVID-19 vaccine. Since millions of people in the United States are getting vaccinated, we expect to see some breakthrough disease. Fortunately, there is evidence from research studies that the COVID-19 vaccine reduces the risk of people getting really sick and needing to go to the hospital or dying from COVID-19. -

Cyber Threats to Mobile Phones Paul Ruggiero and Jon Foote Mobile Threats Are Increasing Smartphones, or mobile phones with advanced capabilities like those of personal computers (PCs), are appearing in more people’s pockets, purses, and briefcases. Smartphones’ popularity and relatively lax security have made them attractive targets for attackers. According to a report published earlier this year, smartphones recently outsold PCs for the first time, and attackers have been exploiting this expanding market by using old techniques along with new ones.1 One example is this year’s Valentine’s Day attack, in which attackers distributed a mobile picture- sharing application that secretly sent premium-rate text messages from the user’s mobile phone. One study found that, from 2009 to 2010, the number of new vulnerabilities in mobile operating systems jumped 42 percent.2 The number and sophistication of attacks on mobile phones is increasing, and countermeasures are slow to catch up. Smartphones and personal digital assistants (PDAs) give users mobile access to email, the internet, GPS navigation, and many other applications. However, smartphone security has not kept pace with traditional computer security. Technical security measures, such as firewalls, antivirus, and encryption, are uncommon on mobile phones, and mobile phone operating systems are not updated as frequently as those on personal computers.3 Mobile social networking applications sometimes lack the detailed privacy controls of their PC counterparts. Unfortunately, many smartphone users do not recognize these security shortcomings. Many users fail to enable the security software that comes with their phones, and they believe that surfing the internet on their phones is as safe as or safer than surfing on their computers.4 Meanwhile, mobile phones are becoming more and more valuable as targets for attack. -

Preface This booklet provides the background for a better understanding of the Traffic Alert and Collision Avoidance System (TCAS II) by personnel involved in the implementation and operation of TCAS II. This booklet is an update of the TCAS II Version 7.0 manual published in 2000 by the Federal Aviation Administration (FAA). It describes changes to the CAS logic introduced by Version 7.1 and updates the information on requirements for use of TCAS II and operational experience. Version 7.1 logic changes will improve TCAS Resolution Advisory (RA) sense reversal logic in vertical chase situations. In addition all “Adjust Vertical Speed, Adjust” RAs are converted to “Level-Off, Level-Off” RAs to make it more clear that a reduction in vertical rate is required. The Minimum Operational Performance Standards (MOPS) for TCAS II Version 7.1 were approved in June 2008 and Version 7.1 units are expected to be operating by 2010-2011. Mass Surveillance
Thematic factsheet1 Update: July 2018 MASS SURVEILLANCE The highly complex forms of terrorism require States to take effective measures to defend themselves, including mass monitoring of communications. Unlike “targeted” surveillance (covert collection of conversations, telecommunications and metadata by technical means – “bugging”), “strategic” surveillance (or mass surveillance) does not necessarily start with a suspicion against a particular person or persons. It has a proactive element, aimed at identifying a danger rather than investigating a known threat. Herein lay both the value it can have for security operations, and the risks it can pose for individual rights. Nevertheless, Member States do not have unlimited powers in this area. Mass surveillance of citizens is tolerable under the Convention only if it is strictly necessary for safeguarding democratic institutions. Taking into account considerable potential to infringe fundamental rights to privacy and to freedom of expression enshrined by the Convention, Member States must ensure that the development of surveillance methods resulting in mass data collection is accompanied by the simultaneous development of legal safeguards securing respect for citizens’ human rights. According to the case-law of the European Court of Human Rights, it would be counter to governments’ efforts to keep terrorism at bay if the terrorist threat were substituted with a perceived threat of unfettered executive power intruding into citizens’ private lives. It is of the utmost importance that the domestic legislation authorizing far-reaching surveillance techniques and prerogatives provides for adequate and sufficient safeguards in order to minimize the risks for the freedom of expression and the right to privacy which the “indiscriminate capturing of vast amounts of communications” enables. -

GCHQ and UK Mass Surveillance Chapter 5 5 Beyond signals intelligence: Offensive capabilities 5.1 Introduction Documents released by German magazine Der Spiegel provide a much richer picture of the offensive activities of the NSA and its allies, including the UK’s GCHQ.i The global surveillance infrastructure and hacking tools described in the previous chapters are not only used for obtaining information to be fed into intelligence reports and tracking terrorists. The agencies are also developing cyber-warfare capabilities, with the NSA taking the lead within the US armed forces. This militarisation of the internet saw U.S. intelligence services carried out 231 offensive cyber-operations in 2011ii. The UK's National Strategic Defence and Security Review from 2010 made hostile attacks upon UK cyberspace a major priorityiii. It is fair to assume that many countries are following suit and building cyber-warfare capabilities. Der Spiegel terms the development of these aggressive hacking tools as Digital Weapons. In their view D weapons which should join the ABC (Atomic, Biological and Chemical) weapons of the 20th century because of their indiscriminate nature. Here lies a fundamental problem. The modern world with connected global communications networks means that non-state actors such as civilians and businesses are now affected by the agencies’ activities much more frequently than before. The internet is used by everyone – cyberspace is mainly a civilian space – and the opportunity for collateral damage is huge. The papers leaked to Der Spiegel appear to show that signal agencies have little regard for the security and wellbeing of anyone who gets caught in the path of their operations. -

NATIONAL SECURITY AGENCY/CENTRAL SECURITY SERVICE INSPECTOR GENERAL REPORT Unclassified Summary Special Study of NSA Controls to Comply with Signals Intelligence Retention Requirements 12 December 2019 OFFICE OF THE INSPECTOR GENERAL Pursuant to the Inspector General Act of 1978, as amended, and in accordance with NSA/CSS Policy 1-60, the NSA/CSS Office of the Inspector General (OIG) conducts independent oversight that promotes Agency respect for Constitutional rights, adherence to laws, rules, and regulations, and the wise use of public resources. Through investigations and reviews, we detect and deter waste, fraud, abuse, and misconduct and promote the economy, the efficiency, and the effectiveness of Agency operations. AUDIT The Audit Division comprises three sections: Cybersecurity and Technology, Financial Audits, and Mission and Mission Support. The Division’s audits and evaluations examine the economy, efficiency, and effectiveness of NSA programs and operations; assess Agency compliance with laws, policies, and regulations; review the operation of internal information technology and controls; and determine whether the Agency’s financial statements and other fiscal reporting are fairly and accurately presented. Audits are conducted in accordance with auditing standards established by the Comptroller General of the United States. INSPECTIONS The Inspections Division performs organizational inspections and functional evaluations to assess adherence to regulations and policies and to promote the effective, efficient, and economical management of an organization, site, or function. OIG inspection reports recommend improvements and identify best practices across a broad range of topics, to include mission operations, security, facilities, and information technology systems. The Inspections Division also partners with Inspectors General of the Service Cryptologic Elements and other Intelligence Community (IC) entities to jointly inspect consolidated cryptologic facilities. -

Encryption is often used to protect secret information from unauthorised access. Encryption, however, is not inconspicuous and the observable exchange of encrypted information between two parties can provide a potential attacker with information on the sender and receiver(s). The presence of encrypted information can also entice a potential attacker to launch an attack on the secure communication. This dissertation investigates and discusses the use of image steganography, a technology for hiding information in other information, to facilitate secure communication. Secure communication is divided into three categories: self-communication, one-to-one communication and one-to-many communication, depending on the number of receivers. In this dissertation, applications that make use of image steganography are implemented for each of the secure communication categories. For self-communication, image steganography is used to hide one-time passwords (OTPs) in images that are stored on a mobile device. For one-to-one communication, a decryptor program that forms part of an encryption protocol is embedded in an image using image steganography and for one-to-many communication, a secret message is divided into pieces and different pieces are embedded in different images. -
