RE: LETTER OF COMMENT — ENBRIDGE NORTHERN GATEWAY PIPELINE PROJECT

We are pleased to provide this Letter of Support for the Enbridge Northern Gateway Pipeline Project. Our Council unanimously approved this Letter at our Regular Council Meeting of January 10, 2012; we welcome the opportunity to provide written evidence for the regulatory process now being conducted by a Joint Review Panel of the National Energy Board and the Canadian Environmental Agency.

If approved, we believe that the Enbridge Northern Gateway Pipeline Project will have a positive and far reaching impact, contributing to sustained economic growth in, not only in our region, but also in other parts of and the Country. The Town of Bonnyville Council recognizes how essential it is to develop other oil customers and earn a fair price for our oil.

The new capital investment and other spending will mean thousands of construction jobs, which will be followed by numerous operational jobs, helping sustain employment for years into the future. Enbridge’s projections of generating 62,700 person years of employment across ($4.3 billion in labour income), 1,150 long term jobs and $68 million in total labour income annually, is impressive. The Town of Bonnyville Council also recognizes how essential it is for these jobs in the Canadian economy; the total effect should be some $270 billion over the next 30 years. This is an enormous amount of critical economic activity in the Provinces of Alberta and British Columbia as well as other parts of Canada.

The Bonnyville area has been directly affected by the preparations to enable the increased transport oil from the to be accessible for transport via the Northern Gateway Pipeline. In the Bonnyville area, Enbridge Athabasca received ERCB approval for the Athabasca Pipeline on May 13, 2011. The 540 kilometre Athabasca Pipeline system carries crude from the Athabasca Terminal south to the Battle River Terminal near Hardisty, Alberta. En bridge has demonstrated in our area that they complete their projects with the highest standards for public and worker safety, as well as environmental protection and in accordance with their Environmental Protection Plan, to mitigate any associated environmental effects.

Bonnyville is the centre of the oil service industry in north east Alberta. Currently, some of the employees working in the oil sands in Fort McMurray reside in Bonnyville and oil is a critical economic driver in our area. The economic spin-off of this construction will involve work crews utilizing accommodation and amenities in our area and there will be increased employment. Enbridge conducted an Open House for the Athabasca Pipeline Twinning Project in Bonnyville in December, 2011. Their commitment to open, honest and transparent communication is admirable.

Town Council believes that Enbridge is a reputable oil company and has engaged communities in their consultation process to garner support for the Northern Gateway Project. They are impressed with Enbridge’s corporate social responsibility process and sustainability performance. Their direct contribution through their “Safe Communities” initiative to our Bonnyville’s new Regional Live Fire Training Facility is commendable and shows their commitment to communities where they are engaged, a commitment that communities will be able to take advantage of all along the Northern Gateways Pipeline route.

Town Council also believes strongly in the value of new markets for the oil generated in our area. Asia is a growing market and potentially the biggest market for Canadian oil in the future, the potential market for the oil produced in our area is exponential. The Northern Gateway Pipeline will become strategically vital in order that we can capture some of this market overseas.

It makes sense to the Council of the Town of Bonnyville that construction of a pipeline heading to the west coast proceeds at this time. We have met on several occasions with representatives of Enbridge as they have developed other pipeline projects in our area and we fully support their Northern Gateway Pipeline Project. We feel that this project is an excellent example of how to further responsibly develop the resources of this area that is critical to Alberta’s, Canada’s and North America’s strategic interests.
