2. Drowning Incident in Southern

• On or about 8:00 PM, 12 September 2012, a fisherman named Arsenio P. Boncales, 75 years old, a resident of Brgy. Bugo, Tomas Oppus, went fishing and never went back home. • At around 12:00 noon, 14 September 2012, the dead body of the victim was found off the shore of Brgy. Kawayan, Libangon, Southern Leyte.

3. Flashflood in Malaybalay City, Bukidnon

• At about 3:00 PM 10 September 2012, a flashflood occurred in Purok 4A Brgy Aglayan and Purok 5 Brgy Cabangahan, Malaybalay City due to heavy rains brought about by the Active Low Pressure Area (ALPA) East of Mindanao. • Fifty three (53) families were evacuated of which forty-six (46) were from Aglayan Purok 4A and seven (7) from Cabangahan Purok. • The evacuees returned to their homes after an hour when the flashflood subsided. • No casualties and damages reported.

III. EMERGENCY RESPONSE MANAGEMENT

A. NATIONAL

• NDRRMC–OPCEN was activated under "Red Alert" stratus effective 11 September 2012 in view of Typhoon "KAREN". ° Continuously disseminated NDRRMC Advisories on Weather Bulletins and Gale Warnings to all regions affected through SMS and facsimile uploaded the same at the NDRRMC Website, Facebook, and Twitter accounts for further dissemination to their respective Local Disaster Risk Reduction and Management Councils (LDRRMCs) from the provincial down to the municipal levels. ° Directed RDRRMCs concerned through the OCD Regional Centers to undertake precautionary measures in their respective areas of responsibility (AOR) and subsequently advised LDRRMCs to initiate pre-emptive evacuation of families in low-lying and mountainous areas if situation warrants. • As of 7:30 PM 15 September 2012, PAGASA issued Hydrological Dam Situationer for Ipo Dam. Advised the residents along the Angat River from Norzagaray to Hagonoy to be alert for possible increase in the water level downstream due to rising water level in Ipo Dam. • DPWH IV-B prepositioned their heavy equipment in strategic areas and coordinated with DPWH field offices for possible clearing operations. • PCG Stations and continuously alerting and advising the fishermen and other small seacrafts not to venture out into the sea due to TY "KAREN". • AFP o TOG8-PAF on standby for possible deployment.

B. RDRRMCs and Local DRRMCs Preparedness and Response Efforts

RDRRMCs/OCDRCs III, IV-B, V, VIII, X, XIII and NCR continuously disseminated severe weather bulletins issued by PAGASA to the local DRRMCs (Provincial, City and Municipal levels) through SMS and facsimile; advised local DRRMCs to undertake precautionary measures and initiate pre-emptive evacuation of their constituents in low-lying areas if necessary; activated their respective OPCENs at the regional and provincial levels for timely and continuous dissemination of NDRRMC advisories to all concerned local DRRMCs, RDRRMC member-agencies, and tri- media thru facsimile and SMS; alerted concerned response agencies; prepositioned their respective assets in strategic areas; continuously monitored the situations in their respective areas of responsibility; and alerted their respective emergency responders for possible conduct of evacuation and relief operations.

1. Region IV-B • RDRRMC IV-B placed Operations Center on standby alert for possible effects of Typhoon "KAREN" • Continuously coordinated and monitored weather situation in their AOR.

2. Region V • RDRRMC V was on alert status and maintains duty personnel to monitor LDRRMCs and concerned agencies.

3. Region VIII • RDRRMC VIII advised LDRRMCs to facilitate further dissemination and take appropriate actions. 3 • PDRRMOs Leyte, Southern Leyte, , , , , City and Tacloban City were on standby with local rescue teams ready for any eventualities. • CDRRMO Malaybalay personnel headed by Alan J. Comiso proceeded to the area and conducted flood assessment. • CDRRMCs Operation Center continuously monitoring the water level of the rivers in their respective AOR. • PIA VIII facilitated the dissemination of Weather advisories/bulletins to the Media and the general public. • DILG-VIII disseminated weather advisories/bulletins thru SMS to their Provincial Offices and CLGOOs; warned the vulnerable (flood-prone) and ordered to monitor the water level in their respective Barangays and be on alert for immediate evacuation if necessary; the City's Search and Rescue Team have been directed to be on standby. • PNP Hinabangan together with the members of the local MDRRMC responded to landslide incident. • OCD OPCEN coordinated with DILG VIII and Tomas Oppus MDRRMC re the drowning incident. • Tomas Oppus local rescue team and PNP-Tomas Oppus facilitated the retrieval of the missing fisherman's body. • Tomas Oppus LGU provided assistance to the victim's family.

4. Region XIII • RDRRMC XIII coordinated and advised the LDRRMOs in CARAGA to closely monitor the situation in their respective AOR and provide updates on actions taken.

5. NCR • MMDRRMC NCR coordinated with MMDA-FCIC, QC DPOS and Manila CDRRMC re road condition and effects of heavy rains. • CDRRMC San Juan advised BDRRMCs to continue undertaking precautionary measures, alerted their respective emergency response teams and advised pre-emptive evacuation if situation warrants, considering the vulnerable population as priority. ° Dispatched rescue vehicles for flood monitoring and assisting constituents in Area of Responsibility (AOR) and is continuously monitoring the weather forecast and other related incidents. • CDRRMC Manila conducted "Libreng Sakay" Operation for stranded commuters. • CDRRMC Quezon City provided food and medical assistance to the evacuees on 15 September 2012, rescued 6 persons in Bernardo St., Brgy. Mariblo, dispatched two (2) teams at Gumamela St., Doña Imelda and Calamba St., Brgy. Sto. Domingo. • CDRRMCs Valenzuela and San Juan provided food and medical assistance to the evacuees in AOR. • CDRRMCs Pasay City Rescue Team continuously monitored critical areas in their AOR. • San Juan City and Valenzuela City LGUs provided food and medical assistance for the evacuees in their respective AOR. • Muntinlupa City LGU provided tents for the evacuees in their AOR. • San Juan City utilized the assistance of Local PNP, BFP, Task Force Disiplina, San Juan Falcon Volunteer Fire Brigade, City Public Order and Safety Office and BDRRMCs in the evacuation of constituents asking for assistance in their AOR. ______
