1. About the proposals

Buses play a vital role in our transport system, providing people with easy access to homes, workplaces, parks and town centres. We want to maintain a reliable bus network, which is why we regularly assess bus routes to see if there are opportunities to redesign the roads in a way that would make bus journeys more efficient. These changes help maintain and shorten journey times for passengers. The section of the A2 comprising Deptford Broadway and New Cross Road is an important bus corridor, with four daytime bus routes, one night service, and up to 30 buses per hour passing through. We proposed changes to parking and loading provision and restrictions, stop lines and centreline markings, and the footway near a bus stop.

The proposals address known causes of congestion along a stretch of road where journey time delays are currently experienced by buses and general traffic.

The proposed changes would result in a reduction in available locations for parking and loading due to changes to the existing loading bays and the conversion of single red lines to double red lines to ensure consistency with existing controls in the surrounding area.

A full explanation of proposed changes, including maps, is available at: https://consultations.tfl.gov.uk/roads/a2-new-cross-road.

2. About the consultation

We conducted surveys of the parking and loading bays in November 2015 to ascertain how often they were being used. We used this and other information about the area to inform our proposals, which also included measures to improve road safety. Once we were satisfied that we had a proposal, we consulted on the scheme to find out the view of local residents and – in particular – local businesses. We sent 4,648 letters notifying local residents and business owners of our consultation. We sent emails to relevant stakeholders in the Borough of Lewisham. We also visited premises along the section of New Cross Road and Lewisham Way that would be affected to talk to business owners and ensure they were aware of the consultation. The consultation details were explained in the notification letters and also posted on our website at: https://consultations.tfl.gov.uk/roads/a2-new-cross-road. The consultation was open for six weeks from 21 January to 3 March 2016.

3

Online respondents were directed to the consultation survey, which comprised two questions. First, a closed question asked respondents whether they strongly agreed, agreed, were neutral about, disagreed, or strongly disagreed with our proposals. The second question was an open text field where respondents could leave comments. Respondents could also respond by post or email. We show the overall level of support on p3, and summarise the issues raised in the comments on p4.

3. Summary of responses

We received 28 responses to this consultation: 8 strongly agreed with the proposal; 7 agreed; 1 was neutral; 5 disagreed; 5 strongly disagreed and 2 did not answer (see below).

Total responses 28 Strongly agreed 8 Agreed 7 Neutral 1 Disagreed 5 Strongly disagreed 5 Not answered 2

Two responses were received by email, so did not answer the closed question and were recorded as ‘Not answered’. Comments from these responses were analysed in the normal way.

5. Conclusion and next steps

Having considered all the responses to consultation, we have decided to go ahead with the scheme with one change. The design has been amended so that the advisory cycle lane will start after the inset loading bay. This will ensure cyclists are fully attentive to potential door opening in the inset loading bay, which they may not be if an advisory cycle lane is provided as it may give a false sense of safety. We aim to complete construction during Autumn/Winter 2016. We will work to minimise disruption during construction, and will write to all affected properties before starting works.

Appendix A: Our responses to issues raised

Issue raised Our response

Opposed increases in We are aware that this section of New Cross Road parking/loading becomes very busy during peak hours. Our scheme restrictions focuses on measures to improve bus and general traffic journey times, with changes to parking and loading expected to provide significant journey time benefits. We have consulted with residential and business properties along New Cross Road, including face-to-face meetings with many businesses, and are satisfied that the changes to double red lines will not have any significant impact on the operation of local businesses. We are allowing parking in Clifton Hill from 10am-7pm, which is an increase from the current restriction of 10am- 4pm. This is to provide more parking options to balance out the new parking restrictions on New Cross Road. We are introducing double red line parking restrictions on the corner of New Cross Road and Lewisham Way in order to improve traffic flow and safety. Parking on the corner of a busy main road can be dangerous, and vehicles in this location are likely to block traffic. The small reduction in the length of the loading bay on Amersham Road will allow for larger vehicles to turn the corner more safely.

Opposed removal of We are not planning to remove any loading bays from loading bays on Lewisham Way. Lewisham Way

Opposed double red Parking will no longer be permitted outside KarriTwist lines on New Cross when the single red lines are changed to double red. Road because it is However, the restrictions in the nearby parking/loading perceived that these bay (which starts outside Chesterman House) only would prevent operate between 7am and 7pm, so anyone can park customers driving to there after 7pm to visit the restaurant. The same bay can KarriTwist restaurant be used for deliveries outside peak hours.

7

Call for relocation of We have no plans to remove loading bays from the main loading/parking bays to road due to the need to provide stopping places for side roads vehicles servicing the large number of businesses on this section of the A2.

Opposed changing There is a bus stop on New Cross Road close to New single red lines near Cross station, which can be used by coaches for setting New Cross Gate down and picking up passengers. As such, having station to double red coaches stop on the sections of carriageway on New due to impact on Cross Road that are currently single red, and which are coaches that use this proposed to be double red, is not necessary and affects as a waiting area traffic flow along this busy road.

Opposed removal of We are not proposing the removal of parking bays on anytime parking on Amersham Road. We are extending the hours during Amersham Road which parking is not permitted in order to prevent parking during the evening peak hours, which can delay traffic.

Opposed reduction in Moving the loading bay on to the footway at this location footway on Deptford has the potential to reduce bus and general traffic journey Broadway to make times, with minimal impact on pedestrians. We are space for loading bay satisfied that when the loading bay is occupied, there will still be sufficient footway remaining for pedestrian movements. The footway is relatively wide in this location and will remain a minimum of 2.5 metres wide, meeting guidance for accessibility. When the footway-level loading bay is not occupied, the space will be useable by pedestrians.

Opposed bus boarder Currently, buses that stop at the location of the proposed and wider footway if it bus boarder are frequently overtaken by general traffic causes buses to block and prevented from re-entering the stream of moving general traffic traffic by traffic sitting alongside the bus, blocking it at the bus stop. This delays buses. Our proposal to extend the footway and narrow the carriageway will reduce the number of vehicles passing buses stopped at this location, which will help buses progress more quickly. Any vehicle that is forced to stop behind the bus will only be delayed for the short time it takes the bus to set down and pick up any passengers.

8

Opposed cycle lane on The design has been amended so that the advisory cycle Deptford Broadway, lane will start after the inset loading bay. This will ensure which might put cyclists are fully attentive to potential door opening in the cyclists in ‘door zone’ inset loading bay, which they may not be if an advisory cycle lane is provided as it may give a false sense of safety. The loading bay has also been widened to 2.5 metres to encourage drivers to park leaving enough space to open their vehicle doors without obstructing the carriageway.

Call for more to be This scheme introduces measures to improve bus and done to benefit general traffic journey times. It is not intended to benefit conditions for cycling cycling directly, although it is possible that some Call for one-way measures will do so. Any future scheme for the A2 in this system to be made area would look in more detail at how to find the best two-way balance in provision for motor traffic, cycling, walking and public transport. Call for more to be done to help pedestrians Call for changes to ASLs to improve cycle safety Call for a cycle lane on the footway to avoid Deptford Broadway eastbound Call for safe cycling link from New Cross station to Brockley

Call for more During 2014, we introduced a 20mph speed limit on New measures to reduce Cross Road between Goodwood Road and Amersham speeding motor traffic Vale, extending the existing 20mph area from Hart’s Lane Called for speed limit to Goodwood Road. to be reduced to We will discuss traffic speeds along this whole section of 20mph New Cross Road with the Police. However, installing cameras or other infrastructure measures are outside the scope of this scheme.

9

Call for measures to Where general traffic lanes change to bus lanes, motor address congestion at traffic will inevitably queue during busy times because the bus lane entrances number of lanes is reduced. As long as vehicles do not illegally enter the bus lanes, this is considered normal, and remedial action is not necessary.

Call for bus lane We have investigated extending the bus lanes on New extension between Cross Road at this location. However, we have found this Mornington Road and is not possible due to the narrow width of the carriageway Watson’s Street at certain points. Extending the bus lane might be possible given certain remedial measures, but these are outside the scope of these proposals. We will look at this as part of any longer term scheme in the area.

Call for removal of We have no plans to remove the traffic lights on the traffic light control at corner of New Cross Road and Lewisham Way as part of junction where traffic our current scheme. Any wider scheme would take a turns right from broader view of traffic management in this area. Lewisham Way into New Cross Road

Call for enforcement to Cycling is not permitted on the footway in Lewisham Way. prevent illegal footway We work closely with enforcement agencies to prevent cycling on Lewisham illegal activities by all road users, including cyclists. Way

Call for existing loading We recognise the importance of stopping for coach bays to be made transport, and share the CPTUK's desire to allow ‘mixed-use’ bays to passengers to access local centres such as Deptford allow coaches to wait High Street. However, according to current regulations, in them bus stops can be used by coaches and other multi-person Request for a coach vehicles such as mini-buses for picking up and setting stop near Deptford down passengers (although not for waiting). There is a High Street bus stop close to Deptford High Street, which can provide appropriate facilities for coaches serving this location.

Loading bays are designed for servicing businesses and organisations in the area, rather than picking up and setting down passengers. According to our surveys, the loading bays in this area are heavily used, and we have no plans to introduced mixed-used bays for coaches.

10

Call for non-local Bus lanes in New Cross Road are currently designated buses to retain existing for all buses, as opposed to 'Local buses only'. We have access to bus lanes no plans to change these restrictions.

Concern expressed The A2 New Cross Road is a busy arterial road, linking about congestion the city centre with destinations across South East London, South East , and the Continent (via the M2 and Dover). As such, it is likely to have relatively heavy flows of motor traffic, especially at peak times. However, we are also aware that many motor traffic journeys on the A2 are local trips. By improving bus journey times, upgrading public transport networks such as the Overground and DLR, and by improving facilities for cycling and walking, we aim to reduce the number of short motor traffic journeys across , freeing up space on our roads, reducing congestion.

Concern expressed The many factors that contribute towards airborne about pollution on New pollution make it very difficult to attribute changes in Cross Road pollution levels at a particular location to any single cause. We continue to monitor pollution levels and promote schemes that will provide a long-term reduction in pollution levels in accordance with the Mayor's Air Quality Strategy.

Concern expressed Changes at Deptford Bridge junction were introduced about increased primarily to improve pedestrian safety, while maintaining congestion at Deptford traffic flow as much as possible. We are satisfied the Bridge junction after scheme has achieved these aims, although we continue recent works to monitor its impacts, as we do for all schemes.

Call for consultation to We are satisfied that sufficient information has been provide more provided for members of the public and stakeholders to information such as provide informed comment on our proposals. It is very predicted bus journey difficult to provide exact bus journey time impacts where time improvements there are a large number of relatively minor interventions. and project costings
