Transport for London (TfL) is required to consult relevant London highway, police and certain other authorities on proposals by licensed PSV operators to operate London Service Permit services i.e. bus services that do not form part of the London bus network and are not secured by or operate under agreement with London Buses. The information shown in Sections 2 and 3 of this Bulletin should be regarded as the formal consultation by Transport for London to relevant authorities as required under s186(3)(c) of the Greater London Authority Act 1999 in relation to LSP proposals. 2. Unless stated elsewhere in this Bulletin, any observations or objections in response to LSP proposals contained in Sections 2 and 3 must be made in writing and submitted to TfL at the address shown on Page 1 by the stated closing dates for comments (generally 28 days from the issue of this bulletin). 3. In deciding whether to grant an LSP application, TfL is required to have regard to the Mayor of London’s Guidance Document containing the criteria by which applications are to be considered. The Mayor’s Guidance Document and an explanatory note on the LSP process may be accessed from the TfL website at https://tfl.gov.uk/info-for/suppliers-and- contractors/london-service-permits?intcmp=3396 4. Applications for a new LSP or to vary an existing LSP may be made electronically from the TfL London Service Permits website at https://tfl.gov.uk/info-for/suppliers-and- contractors/london-service-permits?intcmp=3396 5. In cases of LSP services which cross the Greater London boundary, the operator must ensure that the service has been registered with the appropriate Traffic Area. 6. The LSP Bulletin is normally published every fortnight and is issued to the following authorities: all London Boroughs, the City of London and the City of Westminster; County Councils adjacent to Greater London; Unitary Authorities adjacent to Greater London; the Metropolitan Police and the City of London Police; the London TravelWatch; DVSA, Leeds. #TfL CONFIDENTIAL SPECIAL NOTICES Coronavirus Impact on LSP services Attached to this bulletin is a spreadsheet summarising the status of LSP services as is currently known. We will continue to liaise with LSP operators and will circulate updated information for as long as it is relevant to do so. We are not suspending LSP applications at the present time, but may have to prioritise what we are able to process based on urgency. In the meantime, we would remind that LSP operators continue to follow government advice here www.gov.uk/coronavirus LSP0845, London General Transport Services Ltd, Route 575 (Epping - Romford/Southend) The above service will be withdrawn from 27 August 2021 and LSP0845 will be cancelled. LEZ and ULEZ Tougher Low Emission Zone (LEZ) standards will come into force from 1 March 2021. Please find more information here https://tfl.gov.uk/modes/driving/ultra- low-emission-zone/ulez-expansion?cid=ulez-2021 Accessibility standards for PSVs The Public Service Vehicle Accessibility Regulations (PSVAR) 2000 apply to all vehicles with a passenger capacity in excess of 22 used on local and other scheduled services (subject to a very limited exemption for heritage vehicles). PSVAR applies to all services under operated under London Service Permits. Disability Awareness Training EU Regulation No. 181/2011 (Passenger Rights) requires that all drivers of scheduled services receive disability awareness training and that non-driving staff who assist passengers must also receive this training and additionally disability training. Great Tower Street Access to Great Tower Street from Byward Street is not permitted at any time unless directed by City of London Police. This junction forms part of the City of London security cordon and as such access is strictly confined to limited and pre-agreed TfL bus network services and rail replacement services operated on behalf of TfL.     UNECE Tram and Metro Statistics Metadata Introduction This file gives detailed country notes on the UNECE tram and metro statistics dataset. These metadata describe how countries have compiled tram and metro statistics, what the data cover, and where possible how passenger numbers and passenger-km have been determined. Whether data are based on ticket sales, on-board sensors or another method may well affect the comparability of passenger numbers across systems and countries, hence it being documented here. Most of the data are at the system level, allowing comparisons across cities and systems. However, not every country could provide this, sometimes due to confidentiality reasons. In these cases, sometimes either a regional figure (e.g. the Provinces of Canada, which mix tram and metro figures with bus and ferry numbers) or a national figure (e.g. Czechia trams, which excludes the Prague tram system) have been given to maximise the utility of the dataset. File Structure The disseminated file is structured into seven different columns, as follows: Countrycode: These are United Nations standard country codes for statistical use, based on M49. The codes together with the country names, region and other information are given here https://unstats.un.org/unsd/methodology/m49/overview/ (and can be downloaded as a CSV directly here https://unstats.un.org/unsd/methodology/m49/overview/#). City: This column gives the name of the city or region where the metro or tram system operates. In many cases, this is sufficient to identify the system.
