In April, Estonia wel- comes the delegates of UEFA’s member associations for the XXIX UEFA Congress. Furthermore, several East European national associations have declared their intention to bid to host EURO 2012. And as the UEFA Cup moves into its final stages, Romanian, Russian and Ukrainian clubs are still in the running in the round of 16. On the field and behind the scenes, football-related activities are booming in Eastern Europe, and at the same time, huge efforts are being made to improve football infrastructure, including in terms of stadium renovation and construction. This vigour is unquestionably a happy phenomenon for European football as a whole. The fact that these associations are keen to and in a position to successfully organise UEFA events, be they tournaments or congresses, shows the soundness and effectiveness of the policy introduced by UEFA in the early 1990s, following the political upheaval in Eastern Europe, when UEFA decided to initiate assistance programmes to help the new football associations born out of that upheaval to fit into and achieve Western standards. Above all, however, this dynamism contributes, like the performance of East European clubs on the field, to the continuous development of football all over Europe, because it spurs the other associations and their clubs to greater effort in order to stay on top. Next it will be the turn of the youth players in both the men’s (Under-17 and Under-19) and women’s categories (Under-19) to compete for European honours from May to July, when the final rounds of their European champion- ships will be taking place. At senior level, however, the players only have European club competition medals to contend for this year. The national teams are not dormant though. At the end of March, the UEFA EURO 2004 qualifiers move into their criti- cal phase and, come autumn, the 15 teams who will join hosts Portugal in the final round next year will be known. There could be a lot of drama to come. I am happy to report that with UEFA EURO 2004 only 15 months away, preparations are well advanced, and EURO 2004, SA, the joint operation set up by UEFA and the Portuguese Football Federation, is running at full speed.

With football getting ever faster and the players ever fitter, it sometimes seems the men in black face a mission impossible. For some players it has become almost second nature to use hands and arms to pull their opponent’s shirt, push them or hold them back, to the point where the culprits seem genuinely surprised when they are penalised and simulation has become an everyday part of the game. But while there is consensus on the need to assist the referees, opinions differ on how: for many video evidence is the solution, as it is considered perfectly suited to our modern world and used successfully in other sports. For others – and it is no secret that I am one of them – video refereeing would only spoil football, as it means the game would have to be stopped, however briefly (or not), to review the scene, ideally in slow-motion and if necessary comparing the footage with that of another camera because, as everyone knows, a different angle can invite a different interpretation. Of course, the human eye is not foolproof either. To get that far, he first has to learn his trade with a club and develop his skills along the way – with his club and the national teams – with the help of coaches who are often volunteers, and playing with team-mates who might probably never get as far as the professional ranks. The top flight cannot exist without the grassroots base, which needs to be as extensive as possible. It is therefore quite fitting that professional football should give back part of its substantial revenue to grassroots football, as happens in the UEFA Champions League and the European Championships, for exam- ple, where the centralised sale of rights allows the solidarity principle to be applied. Nor is there any top player who has failed to benefit from society’s investments in sport, whether in terms of the installation of facilities, the provision of equipment, support for the training of coaches, or educational programmes and sometimes even financial support.

He now works as an adviser to Evgeny Lebedev, owner of The Independent titles and the London Evening Standard. His week includes writing on cricket, politics and restaurants. He is a trustee of Prospex, a charity for young people in Islington. He is probably best known in the cricket world as the author of Twirleymen – The Unlikely History of Cricket’s Greatest Spin Bowlers. Wednesday 11 January 2012 – Report The good-sized audience who attended the January meeting enjoyed an informative and enlightening discourse on the life of a Premier League referee and first-class umpire in the company of Martin Bodenham. He started with his football career at the top level, which extended over twenty years and 800 matches. He is still involved in the sport. A level 3 coach, he looks after a group of referees who officiate semi-professional matches. He is also a member of the Key Match Incident (KMI) panel (KMIs being 2nd yellow cards and penalties or not) for all matches from the Conference to the Premier League.
