Democratic Audit: Northern Ireland and the Withdrawal Agreement Page 1 of 3 Northern Ireland and the Withdrawal Agreement Boris Johnson’s proposed withdrawal agreement with the EU, which Parliament is due to vote on today, establishes different customs arrangements for Northern Ireland than for Great Britain, to avoid a hard border with the Republic of Ireland. Sean Swan explains how having differential arrangements for Northern Ireland and Great Britain is not novel, and is a reflection of long-existing realities in Northern Ireland’s governance. Perhaps he was struck by divine revelation; perhaps he was convinced by the realities of the situation. Whatever the cause, Johnson has become reconciled to Northern Ireland having a different customs regime from Great Britain as the only way to avoid a ‘hard’ Irish border. And avoiding a hard border is the only way to get a Brexit deal. The DUP, despite their strong pro-Brexit stance, are not happy with the proposed ‘customs border in the Irish Sea’, but it appears that most Conservative Brexiteer members of the ERG will be able to live with it. Nobody should be surprised that when it came down to a hard choice, the ERG would prioritise Brexit over Belfast. Brexit is an English thing. But voices are now being raised asserting that this constitutes some sort of unforgivable and unprecedented infringement of the integrity of the UK. -

I know that all Members will be deeply concerned by the footage of apparently antisemitic behaviour that appeared online yesterday. I understand that a number of individuals have been arrested in relation to the incident, but that no charges have yet been made. Therefore, the House’s sub judice resolution is not yet formally engaged. However, I remind all Members to exercise caution and avoid referring to the details of specific cases in order to avoid saying anything that might compromise any ongoing investigation or subsequent prosecution. … Robert Halfon (Conservative): To ask the Secretary of State for the Home Department if she will make a statement on recent antisemitic attacks across the UK. The Secretary of State for Housing, Communities and Local Government (Robert Jenrick): No one could fail to be appalled by the disgraceful scenes of antisemitic abuse directed at members of the Jewish community in the past week. In Chigwell, Rabbi Rafi Goodwin was hospitalised after being attacked outside his synagogue. In London, activists drove through Golders Green and Finchley, both areas with large Jewish populations, apparently shouting antisemitic abuse through a megaphone. These are intimidatory, racist and extremely serious crimes. The police have since made four arrests for racially aggravated public order offences and have placed extra patrols in the St John’s Wood and Golders Green areas. -

Speakers Dr Nihan Akyelken, Associate Professor in Sustainable Urban Development, University of Oxford Dr Akyelken is an Associate Professor in Sustainable Urban Development at the University of Oxford. Nihan’s research focuses on mobility of people and goods, inequalities and access, infrastructure, labour and work. Her research has particularly addressed the nexus of work, women and mobility; inequality and labour implications of transport infrastructure and innovations. Panelist She obtained her doctorate in Economic Geography from the University of Oxford, and her undergraduate and master degrees from the London School of Economics and Political Science in the areas of Economics and Philosophy and European Political Economy. She is the winner of the 2015 OECD-ITF Young Researcher of the Year Award. Ms Doreen Malambo, Assistant Superintendent, UNPOL Gender Gender Dialogues Advisor for UNMISS Ms Malambo was awarded the 2020 United Nations Woman Police Officer of the Year award for her work in partnership with the UN Population Fund The Road to Equality (UNFPA), where she has helped establish the Stand Up for Rights of Women and Girls initiative that has helped to reduce and prevent sexual and gender- based crime in South Sudan. Ms Malambo also created a network of groups Panelist led by male local police officers to engage other men in the community to disseminate information and promote the protection and advancement of the rights of women and girls. Her previous UN experience includes a deployment with the UN Mission in Liberia (UNMIL) from 2008 to 2009, where she assisted the Liberia National Police to prevent and investigate sexual and gender-based Event Programme violence and domestic violence. -

Role of the Northern Ireland Executive How is the Northern Ireland Executive selected? Under the Good Friday Agreement after the Assembly elections ministers for the Executive are appointed by the Assembly using the using the d’Hondt System, which allocates seats on the Executive based on the number of seats parties win in the Assembly elections. The more MLA’s a party has, the more Ministers it can appoint, with the largest parties getting the first choices when it comes to ministerial roles on the Executive. The Justice Minister is not appointed using d'Hondt but is elected by the Assembly and must have cross- community support, ie, from both unionists and nationalists. What is the role Northern Ireland Executive in decision making? The Executive Committee meets in Stormont Castle. Its work is co-ordinated by the First and deputy First Minister. Ministers are responsible for day to day government decisions within their own areas of responsibility. They meet as the Executive Committee to draw up the draft Budget and the draft Programme for Government (PfG) which have to be approved by the Assembly. Ministers on the Executive are responsible for decision making in Departments which include: Executive Office - First Minister and deputy First Minister Department for Communities, Department for the Economy, Department of Health, Department of Education Department of Finance Department of Justice, Department for Infrastructure Department of Agriculture, Environment and Rural Affairs Who has sat on the Northern Ireland Executive?
