Democratic Audit: Northern Ireland and the Withdrawal Agreement Page 1 of 3 Northern Ireland and the Withdrawal Agreement Boris Johnson’s proposed withdrawal agreement with the EU, which Parliament is due to vote on today, establishes different customs arrangements for Northern Ireland than for Great Britain, to avoid a hard border with the Republic of Ireland. Sean Swan explains how having differential arrangements for Northern Ireland and Great Britain is not novel, and is a reflection of long-existing realities in Northern Ireland’s governance. Perhaps he was struck by divine revelation; perhaps he was convinced by the realities of the situation. Whatever the cause, Johnson has become reconciled to Northern Ireland having a different customs regime from Great Britain as the only way to avoid a ‘hard’ Irish border. And avoiding a hard border is the only way to get a Brexit deal. The DUP, despite their strong pro-Brexit stance, are not happy with the proposed ‘customs border in the Irish Sea’, but it appears that most Conservative Brexiteer members of the ERG will be able to live with it. Nobody should be surprised that when it came down to a hard choice, the ERG would prioritise Brexit over Belfast. Brexit is an English thing. But voices are now being raised asserting that this constitutes some sort of unforgivable and unprecedented infringement of the integrity of the UK. -

The shared vision of Government and the Voluntary and Community Sector is to work together as social partners to build a participative, peaceful, equitable and inclusive community in Northern Ireland. 2. In this partnership Government recognises the nature, diversity, and value of the contribution which the Voluntary and Community Sector makes to the social, economic, environmental, political and cultural life of Northern Ireland. It recognises, respects and supports the independence of the sector and its right to campaign within the law, to comment on and, where appropriate, to challenge government policy. It recognises and values highly the importance of volunteering and civic participation where individuals contribute actively to the development of their communities and to meeting the needs of others, in a way which is complementary and of equal importance to financial investment. 3. In this partnership the Voluntary and Community Sector acknowledges the discrete and strategic role played by Government in the development of public policy and delivery of Programme for Government objectives. It recognises and respects Government’s responsibility to provide the legislative framework for society and the parameters within which it acts in doing this. It also welcomes Government’s recognition of the significant role played by the Voluntary and Community Sector and its contribution to society. Sharing Excellence INTERREG IIIA in the Ireland / Northern Ireland East Border Region 2003–2008 Project part financed by the European Union This project is part financed by the European Union through the INTERREG IIIA Programme managed for the Special EU Programmes Body by the East Border Region INTERREG IIIA Partnership East Border Region INTERREG IIIA Programme The INTERREG IIIA Programme is an EU Community Initiative designed to support cross border co-operation, social cohesion and economic development between regions of the EU. The Ireland/Northern Ireland Programme covers all of Northern Ireland and the six Border Counties of Ireland: Cavan, Donegal, Leitrim, Louth, Monaghan and Sligo. The Programme aims to address the economic and social disadvantage that can result from the existence of a border. Throughout the lifetime of the INTERREG IIIA Programme (2000–2008) over 182 million has been invested in genuine cross border projects € throughout the entire eligible area. This funding has been distributed through a number of different organisations such as Government departments working alongside locally developed Partnerships (Implementing Agents) on both sides of the border. The East Border Region INTERREG IIIA Partnership was appointed as an Implementing Agent and as a result has funded 38 genuine cross border projects across the East Border Region to the value of approximately 25 million. We felt it was important to document a brief explanation € of each of our funded projects, hence the creation of this publication. Contents Welcome -
