The Code of Practice for Film Production in Northern Ireland
THE CODE OF PRACTICE FOR FILM PRODUCTION IN NORTHERN IRELAND Northern Ireland Screen promotes Northern Ireland nationally and internationally as an important location for the production of films for cinema and television. Northern Ireland Screen provides a fully comprehensive information service, free of charge, to film and television producers from all over the world. WHY A CODE OF PRACTICE? Northern Ireland Screen is here to help complete projects safely and efficiently. We bring together all bodies affected by film-making and work with them and the general public to ensure a more film friendly environment. The creation of a code of practice for production companies to follow when filming on location in Northern Ireland will ensure closer co-operation with the public and better management on the ground. The object of this code of practice is to maximise Northern Ireland’s potential as a location while safe guarding the rights of its residents. Northern Ireland Screen encourages all feature film producers to agree to abide by this code of practice. NB: This Code of Practice is not intended for news and documentary crews of five persons or less. Whenever this document refers to film and film production, the term includes all other visual media such as television, commercials, corporate and music videos, cable, satellite etc. This document contains a declaration that all producers are requested to sign. The first lesson in the module will explore the historical background to the Easter Rising by introducing students to the social, political and cultural factors that shaped Ireland before 1916. The lesson outlines the political tensions surrounding the introduction of Home Rule in 1912. We see how the Home Rule crisis was a pivotal event leading to the Easter Rising. “No Idle Sightseers”: The Ulster Women’s Unionist Council and Ulster Unionism (1911-1920s) Pamela Blythe McKane A DISSERTATION SUBMITTED TO THE FACULTY OF GRADUATE STUDIES IN PARTIAL FULFILLMENT OF THE REQUIREMENTS FOR THE DEGREE OF DOCTOR OF PHILOSOPHY GRADUATE PROGRAM IN POLITICAL SCIENCE YORK UNIVERSITY TORONTO, ONTARIO JANUARY 2015 ©Pamela Blythe McKane 2015 Abstract Title: “No Idle Sightseers”: The Ulster Women’s Unionist Council and Ulster Unionism (1911-1920s) This doctoral dissertation examines the Ulster Women’s Unionist Council (UWUC), an overlooked, but historically significant Ulster unionist institution, during the 1910s and 1920s—a time of great conflict. Ulster unionists opposed Home Rule for Ireland. World War 1 erupted in 1914 and was followed by the Anglo-Irish War (1919- 1922), the partition of Ireland in 1922, and the Civil War (1922-1923). Within a year of its establishment the UWUC was the largest women’s political organization in Ireland with an estimated membership of between 115,000 and 200,000. Yet neither the male- dominated Ulster unionist institutions of the time, nor the literature related to Ulster unionism and twentieth-century Irish politics and history have paid much attention to its existence and work. This dissertation seeks to redress this. The framework of analysis employed is original in terms of the concepts it combines with a gender focus. It draws on Rogers Brubaker’s (1996) concepts of “nation” as practical category, institutionalized form (“nationhood”), and contingent event (“nationness”), combining these concepts with William Walters’ (2004) concept of “domopolitics” and with a feminist understanding of the centrality of gender to nation. -

Support for statutory right to independent advice – Amendments 48 & 50 Statutory right to independent advice The Northern Ireland Advice Services Consortium1 and NICVA support Amendments 48 and 50 as proposed by Mr Roy Beggs and Mr Robin Swann and Mrs Dolores Kelly, Mr Alex Attwood, Mr Alban Maginness and Mr Pat Ramsey respectively.2 We explain the reasons for our support below. Right to independent advice A statutory right to independent advice for anyone affected by the Welfare Reform Bill. This concept was first proposed by Advice NI in evidence to the Social Development Committee during the scrutiny stage of the Welfare Reform Bill. The concept has been warmly welcomed by the Northern Ireland Advice Services Consortium (NIASC) and NICVA.3 Independent welfare advice is invaluable for people receiving social security benefits or who are considering making a claim. We can think of welfare advice as a safety net. It ensures that people receive the benefits they are entitled to or to resolve problems before they escalate. By playing a key role in promoting benefit uptake, welfare advice brings monetary and social benefits to claimants and their communities. What do advisers do? Advisers do not tell people what to do: they empower people by explaining their options and supporting decision making.4 Advisers: - Interview people in a supportive environment to obtain a full picture of any problems - Help the person prioritise the problems and identify solutions - Provide up to date advice about available benefits and assess a person’s eligibility - Help complete applications - Advocate at appeals if necessary - Help people liaise with government departments and negotiate with companies and creditors - Refer externally to other forms of appropriate crisis intervention (e.g. -
