Low abundance is sometimes a sign that the ecosystem has been harmed. Average richness The average number of taxa (types) of plants or animals belonging to a particular biological indicator group (e.g. diatoms, zooplankton) counted in the samples from a site. Average Tolerance Each taxon of a biological indicator group is assigned a score that relates to its Score per Taxon tolerance to pollution. ATSPT is a measure of the average tolerance score of the (ATSPT) taxa recorded in a sample. A high ATSPT may indicate harm to the ecosystem, as only tolerant taxa survive under these disturbed conditions. Benthic In this report, this term refers to animals that live in the deeper parts of the macroinvertebrates riverbed and its sediments, well away from the shoreline. Because many of these species are immobile, benthic macroinvertebrates respond to local conditions and, because some species are long living, they may be indicative of environmental conditions that are long standing. Biological indicator Groups of animals or plants that can be used to indicate changes to aquatic groups environments. Members of the group may or may not be related in an evolutionary sense. So, while diatoms are a taxon that is related through evolution, macroinvertebrates are a disparate group of unrelated taxa that share the characteristic of not having a vertebral column, or backbone. Different biological indicator groups are suitable for different environments. Diatoms, zooplankton, littoral and benthic macroinvertebrates and fish are the biological indicator groups most commonly used in aquatic freshwater environments. In addition, although not strictly a biological group, planktonic primary productivity can also be used as an indicator. However, for a number of logistical reasons, fish and planktonic primary production are not suitable for rapid ecosystem health assessment in the Mekong. Diatoms Single-celled microscopic algae (plants) with cell walls made of silica. They drift in river water (benthic/planktonic) or live on substrata such as submerged rocks and aquatic plants (benthic/benthonic). They are important primary producers in aquatic food webs and are consumed by many invertebrates and fish. Diatoms are a diverse group and respond in many ways to physical and chemical changes in the riverine environment. Diatom communities respond rapidly to environmental changes because of their short generation times. viii Report on the 2011 Biomonitoring Survey of the Lower Mekong River and selected tributaries Environmental Chemical and physical parameters that were recorded at each sampling site variables at the same time as samples for biological indicator groups were collected. The parameters include altitude, water transparency and turbidity, water temperature, concentration of dissolved oxygen (DO), electrical conductivity (EC), activity of hydrogen ions (pH), and concentrations of chlorophyll-a, as well as the physical dimensions of the river at the site. Littoral In this report, the use of this term refers to animals that live on, or close to, macroinvertebrates the shoreline of rivers and lakes. This group of animals is most widely used in biomonitoring exercises worldwide. They are often abundant and diverse, and are found in a variety of environmental conditions. For these reasons littoral macroinvertebrates are good biological indicators of environmental changes. Littoral organisms Organisms that live near the shores of rivers, lakes, and the sea. Since ancient times, people and goods have moved along this wide brown highway that preceded roads, railways and modern freight containers. As described in many historical accounts, it also provided access to the interior of the Mekong region to generations of conquerors, explorers and traders. The years of turmoil in the Mekong region account for much of the neglect of this major inland waterway in the latter part of the 20th century.

Program Preface The Challenge Program on Water and Food (CPWF) contributes to efforts of the international community to ensure global diversions of water to agriculture are maintained at the level of the year 2000. It is a multi-institutional research initiative that aims to increase water productivity for agriculture—that is, to change the way water is managed and used to meet international food security and poverty eradication goals—in order to leave more water for other users and the environment. The CPWF conducts action-oriented research in nine river basins in Africa, Asia and Latin America, focusing on crop water productivity, fisheries and aquatic ecosystems, community arrangements for sharing water, integrated river basin management, and institutions and policies for successful implementation of developments in the water-food- environment nexus. Project Preface The Mekong Basin Focal Project aims were to assess water use, water productivity and water poverty in the basin, and analyse the opportunities and risks of change in water management that influences water poverty. The main issue facing the Lower Mekong is not water availability (except for seasonally in certain areas such as northeast Thailand) but the impact of changed flows (which may result from dam or irrigation development or climate change) on ecology, fish production, access to water and food security.

The ASEC and the MRCS have agreed to increase their cooperation and enter into partnership in fields of common interest. The Association of Southeast Asian Nations (ASEAN) is an intergovernmental institution established on 8 August 1967 in Bangkok by the five original Member States, namely, Indonesia, Malaysia, Philippines, Singapore, and Thailand. Brunei Darussalam joined on 8 January 1984, Vietnam on 28 July 1995, Lao PDR and Myanmar on 23 July 1997, and Cambodia on 30 April 1999. The ASEAN Secretariat is located in Jakarta, Indonesia 2. The ASEAN Charter entered into force on 15 December 2008 and it is a legally binding agreement among the ten Member States. The Charter provides the legal and institutional framework for the realisation of the ASEAN Community by 2015. 3. At the 13th and 14th ASEAN Summits held in 2007 and 2008, respectively, the Leaders adopted the ASEAN Economic Community Blueprint, the ASEAN Socio-Cultural Community Blueprint and the ASEAN Political-Security Community Blueprint and the IAI Work Plan II which serves as the Roadmap for an ASEAN Community (2009-2015). 4.     2 An Overview of Water Quality Issues in Cambodia K.N. Irvine, T. Murphy, M. Sampson, V. Dany, S.J. Vermette, and T. Tang Cambodia is amongst the poorest countries in the world, ranking 130 of 175 countries in the 2002 Human Development Index, as reported by the United Nations (www.un.org.kh/rcsystem/). The GDP per capita in 2002 was US$275 (www.state.gov/r/pa/ei/bgn/2732pr.htm). Life expectancy for men is around 54 and for women is 59, which reflects various factors, including high infant mortality rate and low living standards. Mortality due to waterborne diseases in Cambodia is high and is a situation that could be improved through better sanitary conditions and education. Cambodia also faces challenges related to population demographics (43% of the population is aged 15 or less) and the decimation of the skilled/educated sector of society during the Khmer Rouge period of 1975-79 (Gottesman, 2003). Estimates of the genocide vary, but Kiernan (1999) suggested about 1.67 million people, or 21% of the population perished during this period. Not only did the Khmer Rouge period exact a heavy toll on the Cambodian population, there also were major impacts on institutions and infrastructure within the country. Universities were closed, as were many primary and secondary schools. Although the Communist Party of Kampuchea (Khmer Rouge) had a Ministry of Education, there was little in Irvine, K., T.P. Previous works have not in- vestigated the floodplain characteristics of the fluvial dominated area of the Mekong Delta. To grasp the morphology of the study area, we first constructed topographical profiles from hydro- logic maps and Space Shuttle Radar Topography Mission 3 data. Then, focusing on the morphol- ogy of the floodplain, we produced a land classification map based on aerial photo interpretation and field survey and identified the morphological structures of the study area. We classified the delta landforms as natural levee, back marsh, abandoned channel, alluvial terrace, swamp, point bar, and artificial landforms, including colmatages. We identified four floodplain zones. Zone A floodplains, along the upper part of the Mekong River, have cut-off point bar patterns. Those in zone B, along the lower part of the Mekong River, are linear, and develop back marsh widely. In zone C, along the Bassac River, the floodplains follow the river meanders, and are characterized by unevenly distributed artificial colmatages. Floodplains in zone D, along the Tonle Sap River, which has an extremely low gradient, display a unique geomorphology caused by seasonally re- versed river flows.
