Introduction: Mr. Siddhartha Narsingh Sharma facilitated the Housing Recovery and Reconstruction Platform meeting in Nuwakot and welcomed Chairperson Mr. Keshar Bahadur Pandit, Local development Officer of Nuwakot including representative from NRA, DUDBC and POs from other development agencies. All HRRP members working in reconstruction in Nuwakot updated and discussed on relevant issues regarding NRA grant enrollment process, grievances and reconstruction update and issues of aggregates / raw materials for housing and reconstruction.

Local development officer drew attention towards the requirement of raw materials and skills trainings for the reconstruction work and placement of engineers in the VDCs to support build back better successfully. Similarly, requested VDCs officials and development agencies to deliver require support to engineer’s team in the VDCs. He also expressed concern about the need for equitable distribution of grant among all the beneficiaries to avoid social conflict.

Update from POs: OXFAM: Mr. Deepak Bahadur Singh from OXFAM updated about the BBS messaging in community, they have already covered almost 1000 beneficiaries in their respective VDCs (Samari, Khadagbhanjyang, Budhasingh, Madanpur, Guankhark, Thaprek, , ), similarly, trained 234 masons who will also be used for social mobilization regarding reconstruction related issues and discussed about the role of DLIPU, GOs and POs about new guidelines orientation. HFH: updated about 7 days training in Salme VDC of Nuwakot and trained 60 masons, also providing technical support service in ward -7 of Salme through information centers and likewise providing printing, photo copies services as per the requirement of community. ACF: Updated about their model house construction through TADI. Nepal Red Cross Society: Nepal Redcroos updated about their mason training status, they already completed 378 masons’ trainings in 7 respective VDCs (Kaule, , , , Haldekalika, , and Mankamna). Similarly, updated about the cash grant distribution in Kaule (811 beneficiaries) & Bhalche (960 beneficiaries). NSET: reported the meeting about their 463 mason trainings and disseminating ‘Balyo Ghar’ related radio program in the district. DFID: DFID representative reported about the activities of the DFID’s funding projects in . NRA: NRA representative Engineer Ved Parsad Gaudel illustrated attention towards the limitations of the staffs in the district that is also affecting monitoring work of reconstruction, however, he visited Khanigau VDC to observe reconstructions activities and found several issues regarding the quality assurance while constructing of the new houses like tie beam, bands, windows etc. needs to discuss about the maintenance of quality of raw materials and engineering aspects and designs. He also requested few agencies to maintain their reconstruction activities properly. NRA also reported about the proportion of grievances increasing in district. DUDBC: DUDBC notified deployment of 225 technical team in 61 VDCs and one municipality, 1811 mason has been trained, 92 carpenters, 158 TOT have been conducted by the partners. He also highlighted the importance of good coordination among VDCs secretary and engineers that can be very supportive to achieve timely progress in reconstruction activities..

Key Message: LDO raised issues of requirement of more mason or skill trainings, aggregates, raw material suppliers, market price control etc. NRA requested POs to maintain standard quality in training activities, DUDBC notified about the need of the good coordination and team work between VDCs officials and engineers team. Very less people are aware about the second NRA grant and required criteria; they need more motivation and awareness. Almost 90% beneficiaries have received first trench of NRA grant and require more motivation for second phase. DUDBC requested POs to support the engineers in the VDC by providing space for office / residence from the I/NGOs who are assigned in their respective VDCs to support and to create conducive environment for engineering team. 2600 houses has been almost completed and 894 houses are under construction, he also notified the need for additional mason trainings in VDCs and most of constructed houses are not following earthquake resilient techniques while implementing reconstruction activities. Next Meeting: Upcoming meeting and dates will be circulated after discussing with POs in district.
