Air Senegal hands A330neo component support to AFI KLM E&M The Senegal national airline has extended cooperation with AFI KLM E&M via a new, long-term contract. Paris, Amstelveen, June 13, 2019 – AFI KLM E&M and Air Senegal recently signed an agreement covering component support for the Senegalese carrier’s fleet of two A330neo aircraft. The terms of the contract include flight hour repairs, access to the spares pool, and local provision of a Main Base Kit (MBK). Supporting operational growth Air Senegal had already previously chosen AFI KLM E&M to support its ATR 72-600 fleet in July 2018, as well as, last fall, for the support of its A319 components including pool access, repairs and provision of a MBK. This new long-term contract marks a renewal of its confidence in AFI KLM E&M's components offer. The recently formed (2016) African airline, which obtained its air operator certificate on 30 April 2018, is thus assured of high-level support to guarantee the performance of its long-haul operations. Ibrahim Aly, Air Senegal Technical Manager, said: “With this contract, we are pleased to step up our relationship with AFI KLM E&M, whose expertise we were already been able to appreciate when we began operations last year, as well as its high quality of service.” Fabrice Defrance, Senior Vice President Commercial AFI KLM E&M, added: “We are delighted with this new agreement, which shows real synergy between Air Senegal and AFI KLM E&M, and we will be doing our utmost to help this young airline grow its operations over the long term.” About Air Senegal As Senegal’s new national flag carrier, Air Senegal is central to the Plan for an Emerging Senegal (PES) and aims to build up to a full-blown regional airline hub centered on Blaise Diagne International Airport (BDIA). Airports and Air Navigation Services Providers
Case Study: Senegal Background There are 20 aerodromes in Senegal. Among them, one receives scheduled international traffic, and four are major regional airports. The international airport is Dakar-Léopold Sédar Senghor International Airport, which is also Senegal’s busiest airport. The four most important regional airports are Saint-Louis Airport in the Northeast, Cap Skirring Airport in the Southeast, Ziguinchor airport in the Casamance region, and Tambacounda Airport in the East. Since the suspension of Air Sénégal International in 2009, traffic at these regional airports has decreased substantially. The Directorate of Civil Aviation (DAC, Direction de l’Aviation Civile) used to be a structure of the Ministry of Transport. Its main role was to implement Senegal’s air transport policy and to supervise the provision of airport and air navigation services. These services were delivered by the Agency for Air Navigation Safety in Africa & Madagascar (ASECNA, Agence pour la sécurité de la navigation aérienne en Afrique et à Madagascar). ASECNA was created in 1959 as a multinational public corporation. It comprises 18 Member States from francophone Africa. ASECNA used to operate the Dakar-Léopold Sédar Senghor International Airport and other regional airports in Senegal (under the article 10 of the Convention of Dakar of 25 October 1974). More specifically, airports used to be managed by the Senegal National Aeronautic Activities Agency (AAANS, Administration des activités aéronautiques nationales du Sénégal), whose Chief Executive was appointed by ASECNA’s General Director on the advice of the Senegal’s Minister of Civil Aviation. ASECNA still provides air navigation services through six flight information regions (Antananarivo, Brazzaville, Dakar Oceanic and Terrestrial, Niamey, and N’Djamena).

The Consultation Paper sets out preliminary DG Competition views regarding the scope for a revised block exemption regulation defining the application of Article 81 EC Treaty to cooperation between airlines in the context of the IATA multilateral interline system. The Consultation Paper proposes that tariff consultation among airlines for routes between points in the EU, currently permitted under Regulation 1617/93, should be prohibited. The Consultation proposes that consultation between airlines on cargo rates for carriage from the EU to points outside the EU should likewise be prohibited. IATA recognizes the need for a revised regulation in light of changes in the Commission’s jurisdiction over air transport.
