Sir/Madam, I am to convey the Govt. approval for placement of Rs.430.00 lakh under “Untied Fund” for 2008-09 at the rate of Rs. 20.00 lakh per Deputy Commissioner and Rs.10.00 lakh per Additional Deputy Commissioner (with independent charges) at the disposal of respective Deputy Commissioners / Additional Deputy Commissioners (as per list given below). 2. The expenditure should be booked under Major Head “3451”-Secretairat Economic Services-Sub Major Head-00-Minor Head-102-District Planning Machinery-Sub-Head – 04 – Untied Fund – Detailed Head-(01-DC, Aalo), (02-DC, Tezu), (03-DC, Ziro), (04-DC, Bomdila), (05-DC, Khonsa), (06-DC, Pasighat), (07-DC, Anini), (08-DC, Daporijo), (09-DC, Seppa), (10-DC, Tawang), (11-DC, Changlang), (12-DC, Yupia), (13-DC, Yingkiong), (14-DC, Koloriang), (15-DC, Roing), (16-DC, Anjaw), (18-ADC, Namsai), (19-ADC, Longding), (20- ADC, Miao), (21-ADC, Basar), (22-ADC, Rumgong), (23-ADC, Jairampur), (24-ADC, Mechuka), (25-ADC, Hayuliang) – Object Head-50 – Other charges – Code No.02 (Plan) Demand No.6. Schemes should be implemented by the concerned DCs / ADCs as per guidelines issued to this effect vide letter of even number dated 19.10.2008. Further, schemes including work schemes may preferably so selected that their administrative approval and expenditure sanction could be accorded by concerned DC/ADC within their delegation of financial power. Further, “Non-Duplicity Certificate” may be attached with Sanction Order of each scheme. The ADC, Singchung, ADC, Sagalee and ADC, Tuting may implement the schemes and submit bills to the concerned Deputy Commissioners for making payment. 4. Further, in view of increased work-load of the District Planning Officers for monitoring of projects under PM’s package, NEC, NLCPR and other CSS programmes besides their normal duties, the Government as a special case has decided to relax the guidelines of Untied Fund for the current financial year and allow the Deputy Commissioners to purchase one no. Gypsy or Bolero for District Planning Units for smooth and proper supervising and monitoring of schemes / projects implemented by the State Govt. out of the Untied Fund allotted to them. In case the Deputy Commissioners consider purchasing new vehicles for the DPOs from the Untied Fund, the old vehicles placed at the disposal of concerned DPOs should be condemned (as per the guidelines of condemnation) and auctioned by the Deputy Commissioners observing all codal formalities. The auctioned amount should be deposited in Treasury and a copy of the Treasury Challan may be forwarded to the Planning Department for record. The Planning Department will continue to provide necessary fund for upkeep/maintenance and POL items for one vehicle as usual. Concerned Deputy Commissioner may intimate the decision taken in this regard to Planning Department on or before 19th January’ 2009 for further necessary action. 5. In addition, while circulating the Annual Report 2018-19, it was requested that henceforth, the Annual Report shall be made an annual affair and to make it more befitting document for highlighting the achievements in each year, it was -re quested that the information may be submitted in time and as per the prescribed format, after the compilation of the financial and physical account of each preceding year.

    Histrical Background Changlang District covered with picturesque hills lies in the south-eastern corner of Arunachal Pradesh, northeast India. It has an area of 4,662 sqr. Km and a population of 1,48,226 persons as per 2011 Census. According to legend the name Changlang owes its origin to the local word CHANGLANGKAN which means a hilltop where people discovered the poisonous herb, which is used for poisoning fish in the river. Changlang District has reached the stage in its present set up through a gradual development of Administration. Prior to 14th November 1987, it was a part of Tirap District. Under the Arunachal Pradesh Reorganization of Districts Amendment Bill, 1987,the Government of Arunachal Pradesh, formally declared the area as a new District on 14th November 1987 and became 10th district of Arunachal Pradesh. The legacy of Second World War, the historic Stilwell Road (Ledo Road), which was constructed during the Second World War by the Allied Soldiers from Ledo in Assam, India to Kunming, China via hills and valleys of impenetrable forests of north Burma (Myanmar) which section of this road is also passed through Changlang district of Arunachal Pradesh and remnant of Second World War Cemetery one can see at Jairampur – Nampong road. Location and Boundary The District lies between the Latitudes 26°40’N and 27°40’N, and Longitudes 95°11’E and 97°11’E .It is bounded by Tinsukia District of Assam and Lohit District of Arunachal Pradesh in the north, by Tirap District in the west and by Myanmar in the south-east.

The objectives of the Centre include the creation of high-quality research infrastructure for students, researchers and faculty members, in addition to sponsoring and coordinating research on various developmental issues having policy implications at the regional and national level. Publishing working/policy papers on the research outcome of the Centre, monographs and edited volumes are the key activities of the Centre. The present working paper by Prof. Amitava Mitra, titled, ‘Challenges of Development in the Border Areas of Arunachal Pradesh: An Empirical Study’, is an output of a research project. It is sixth in the series of working paper published by the Centre for Development Studies. The working paper has explored the wide ranging inter-district disparities in the state of Arunachal Pradesh, in terms of availability of infrastructural facilities that are crucial for improving the economic condition of people in the state. The districts of the northern and eastern international border areas, with high mountains are less well serviced than the districts in the foothills of Arunachal Pradesh.
