SUG-Newsletter Ausgabe 1, April 2019 SUG-Newsletter Ausgabe 1, April 2019 Liebe Leserinnen und liebe Leser, Die Arbeit mit jungen Geflüchteten stellt für viele Fachkräfte eine besondere Herausforde- rung dar. Sprachbarrieren, traumatische Erfahrungen der Kinder und Jugendlichen, interkul- turelle Konflikte, Diskriminierung, Elternarbeit fokussieren nur einzelne Beispiele der Vielsei- tigkeit in der täglichen Arbeit. Um die Herausforderung zu meistern, ist ein entsprechendes Fachwissen, Methodenkennt- nis und ein starkes Netzwerk der Akteure untereinander unabdingbar. Um das im Bezirk Spandau zu stärken, leitet das SUG Team den Arbeitskreis "Geflüchtete- Schnittstelle Schule/ Jugendhilfe" und versendet zudem regelmäßig aktuelle und relevante Informationen über den Email-Verteiler des Arbeitskreises. Das bestehende Angebot soll mit dem SUG-Newsletter ausgeweitet werden. Der SUG-Newsletter soll insgesamt 4 mal pro Jahr erscheinen. Die Inhalte werden von den Mitgliedern des SUG-Teams erstellt. Sehr gern nehmen wir Termine und/ oder Gastbeiträge entgegen. Nutzen Sie dazu bitte die weiter unten stehen- den Kontaktdaten. 1. Das SUG-Team stellt sich vor: -Sozialpädagogische Unterstützungsteam für die schulische Integration von Geflüchteten in Span- dau- Unser Team besteht aus vier Schulsozialarbeiter*innen. Wir bedienen sowohl Grund- als auch Oberschulen. Umgesetzt wird das Angebot in Spandau in Kooperation mit dem Ju- gendamt, der Schulaufsicht und dem SIBUZ. (B.-Traven-Gemeinschaftsschule) 1 Unser Beratungsangebot: Das SUG-Team berät und unterstützt Fachkräfte an der Schnittstelle Schule / Jugendhilfe, die mit geflüchteten Kindern und Jugendlichen arbeiten, eine fall- bzw. schülerbezogene Be- ratung sowie die Vermittlung zu entsprechenden Fachstellen und Expert*innen mit u.a. fol- genden Schwerpunktpunktthemen: Umgang mit Krisen / Kinderschutz Schulvermeidung / Schuldistanz Anbindung an Sport- und Freizeitangebote Begleitung von Übergängen (von der Willkommensklasse in die Regelklasse / in be- rufsqualifizierende Programme) Kooperation mit Eltern und Erziehungsberechtigten Zusammenarbeit von Schulen und Flüchtlingsunterkünften Vernetzungsarbeit: Der vom SUG-Team initiierte Arbeitskreis „Geflüchtete - Schnittstelle Schule / Jugendhilfe“ ist ein regelmäßiges Austauschtreffen für alle Akteure in Spandau, die in ihrer täglichen Ar- beit mit schulpflichtigen jungen Geflüchteten bzw. Neuzugewanderten ohne Deutschkennt- nisse zu tun haben. Im Arbeitskreis werden relevante Informationen geteilt, über Kooperatio- nen und Projekte beraten sowie Vernetzung der Akteure untereinander vorangetrieben. Wer in den Verteiler des Arbeitskreises aufgenommen werden möchte, kann sich an die An- sprechpartner*innen wenden. Bei Fragen können Sie uns sehr gern kontaktieren. 2 2. Grußworte durch die Koordination von Will- kommensklassen in Spandau Sehr geehrte Damen und Herren, Kolleginnen und Kollegen, Fachkräfte im Jugendbereich und Interessierte an der Integration unserer Spandauer geflüchteten Kinder und Jugendli- chen, ich freue mich sehr, mich mit meiner Aufgabe der Koordinierung von Willkommensklassen in Spandau und als enge Kooperationspartnerin des SUG-Teams zu diesem schönen Anlass der Newsletter-Gründung hier ebenfalls mit einem Grußwort bei Ihnen vorstellen zu können! Aktuell hat Spandau 50 Willkommensklassen mit über 500 Kindern an den allgemeinbilden- den Schulen in Spandau. In diesen temporären Kleingruppen steht das Vermitteln der deut- schen Sprache im Mittelpunkt - ebenso wird aber der Schulalltag mit allen Schülerinnen und Schülern gelebt und der schrittweise Übergang in eine Regelklasse individuell vorbereitet. Um die Umsetzung dieser Aufgaben von Beginn an qualitativ bestmöglich zu gewährleisten und zu begleiten, hat die Senatsverwaltung für Bildung, Jugend und Familie bereits im Jahr 2015 für jeden Bezirk eine Koordinationsstelle innerhalb der Schulaufsichten ins Leben geru- fen. Seit Mai 2016 habe ich für Spandau diese Aufgabe übernommen. Um diese in fachlicher, pädagogischer und kultureller Hinsicht vielfältige und oft auch her- ausfordernde Aufgabe umzusetzen, arbeite ich in einem Netzwerk selbstverständlich mit den Schulen, aber auch eng mit weiteren bezirklichen Partnern aus den Bereichen Schule und Jugend, den SIBUZen, den Sozialarbeitern der Unterkünfte, Trägern der freien Jugendarbeit und Vielen mehr zusammen, die sich für die Integration von Kindern und Jugendlichen in Schule engagieren. Zum Beispiel bin ich fast täglich mit dem bezirklichen Schulamt in direktem Austausch: Nach Anmeldung der neu ankommenden Familien dort und zum Beispiel einer fachlich- pädagogischen Beratung der Familie in meiner Sprechstunde in der Schulaufsicht finden wir im Anschluss gemeinsam den geeigneten Schulplatz für das jeweilige Kind. In den Willkommensklassen steht das Erlernen der deutschen Sprache als Voraussetzung für den Zugang zu den Bildungsangeboten der Schulen weiterhin im Mittelpunkt, einen zwei- ten Schwerpunkt bildet mittlerweile aber auch die weitere Begleitung der Schülerinnen und Schüler bei und nach den Übergängen in die Regelklassen. Gerade bei diesen Übergängen ist eine intensive Unterstützung von verschiedenen Akteuren entscheidend für einen Erfolg. Und in Spandau haben schon viele geflüchtete Schülerinnen und Schüler ihren Abschluss bereits in der Tasche! 3 Lassen Sie mich an dieser Stelle noch auf zwei wichtige Dokumente hinweisen: Die Senatsverwaltung hat für alle Pädagoginnen und Pädagogen, einen verbindlichen Leit- faden herausgegeben, der über gesetzliche Grundlagen informiert, Verfahrensabläufe be- schreibt und Kontaktadressen bereit hält. Er wird kontinuierlich aktualisiert und überarbeitet. Sie können den Leitfaden zur Integration von neu zugewanderten Kindern und Jugend- lichen in die Kindertagesförderung und die Schule 2018 online herunterladen unter: https://www.google.com/search?q=Leitfaden+integration+gefl%C3%BCchtete+kinder+und+j ugendliche&ie=utf-8&oe=utf-8&client=firefox-b-ab Darüber hinaus freue ich mich, Ihnen ganz aktuell mitteilen zu können (dies ist ja ein News- letter!), dass in Kürze auch ein begleitendes Elternbooklet erscheint. In diesem finden neu ankommende Eltern alle wichtigen Informationen dafür, wie sie ihre Kinder bestmöglich bei einem erfolgreichen Weg in die und in der Schule unterstützen können. Das Elternbooklet wird auch in vielen Fremdsprachen erhältlich sein und an alle Eltern bereits bei der Schul- anmeldung ausgegeben werden. Für jegliche Fragen rund um das Thema der schulischen Integration von neu zugewanderten Schülerinnen und Schülern in Spandau stehe ich Ihnen gern zur Verfügung. Downloaded from ARTICLE Primary Medical Care in the United Kingdom Martin Roland, DM, Bruce Guthrie, MB, BChir, PhD, and David Colin Thome´, MB, BS Since 1948 health care in the United Kingdom (UK) has been centrally funded through the National Health Service (NHS). The NHS provides both primary and specialist health care which is largely free at the point of delivery. Family practitioners are responsible for registered populations of patients and typically work in groups of 4–6 self-employed physicians. They hire nurses and a range of other ancil- lary staff, and act as gatekeepers to specialist care. Recent reforms include a wide range of national quality improvement initiatives and a pay for performance scheme that accounts for around 25% of fam- ily practitioners’ income. These reforms have been associated with some major improvements in qual- ity, including improved chronic disease management and reduced waiting times for specialist care. The four countries of the UK differ in some important aspects of health care organization: proposed re- forms in England would move towards a more market-driven system, with family practitioners acting as payers for specialist care and controlling 70% of the NHS budget. While Hthe focus in the past has been on constraining the growth in cost of care, new emphasis is being given to improving the quality and outcomes of care. This is in large part due to advances in health services research, which has demonstrated wide variation in both process and out- comes of care even in the most technologically advanced countries such as the United States (Wennberg 1996; Chassin, Galvin, and National Roundtable 1998; Schuster, McGlynn, and Brook 1998; Kohn, Corri- gan, and Donaldson 1999) and the United Kingdom (National Health Service 1999). Another mobilizing factor has been the high-profile in- cidence of gross medical errors in both the United Kingdom (Bristol Royal Infirmary Inquiry Team 2000; see Dingwall and Fenn 2000) and the United States (Moore 1997). A recent survey of physicians in each country revealed that 45 percent of U.K. generalists and 49 percent of U.K. specialists believe that the quality of care provided has deteriorated over the past five years, and the figures for U.S. generalists and special- ists are 56 percent and 60 percent, respectively (Commonwealth Fund 2000).     The 1709 Palatine Migration and the Formation of German Immigrant Identity in London and New York Philip Otterness Warren Wilson College In recent years historians have begun to examine closely the emergence of distinct ethnic identities among the various peoples of British North America. Such identities, they note, are not inherent to groups of people but instead are constructed by them, or sometimes for them, usually in ways that define them in contrast to some other group of people. Immigrant identity in particular is usually defined in contrast to the more powerful host society the immigrant enters. It is not surprising then that historians who have sought to delineate the characteristics that defined German ethnic identity in colonial America have most often used British-American society as their foil.' But by focusing on elements common to all the German immigrants, the studies have often overlooked the differences that divided immigrants who came not from a cen- tral German state but from dozens of small principalities, each with different dialects, customs, religions, and political structures. Such differences ensured that the process by which German-speaking immigrants developed a sense of group identity did not just pit German-speak- ers against a British other. German immigrants were also defined against many German others. Although some historians argue that most German-speaking immigrants came from territories with histories of frequent, massive in-mi- grations that consequently left the inhabitants with very weak territorial af- finities, the history of the Balkans demonstrates that people of diverse back- grounds jumbled together for hundreds of years can still maintain a strong sense of difference and ding to identities that remain immune to changes in government, shifts in national boundaries, and the influx of strangers.

By presenting ex- clusive data on perceptions of risk that pervade the socie- ties of G7 and BRICS countries, our new Munich Security Index provides unique insights into the scope for inter- state cooperation on shared global threats as well as into the patters of cooperation and competition that are shaped by how societies perceive each other. In an era defined by geopolitical competition and mounting global threats that can only be addressed in cooperation, it is important to assess and com- pare how people in different parts of the world view some of the most critical global security risks. To this end, the MSC and Kekst CNC together have built a new dataset on global risk perceptions: the Munich Security Index. Based on a survey conducted among 12,000 people globally, it provides an in-depth view of how G7 and BRICS nations view risk in 2021. The Munich Security Index shows that global risk perceptions are highly diverse, suggesting that efforts to jointly tackle the most serious threats to humanity will not face an easy environment. The overall picture painted by the index is one of fragmentation in the West and of parochial risk percep- tions elsewhere in the world. If there is something akin to a global consensus on risk, it revolves around climate and the environment.
