The study was financed through a $600,000 regional technical assistance grant - RETA 5753: Developing Best Practices for Promoting Private Sector Investment in Infrastructure. This report focuses on the road sector; the other reports cover the power, water supply, airport and air traffic control, and port sectors. Transport is central to achieving prosperity and the quality of life, to which all countries aspire. Transport policy has pervasive impacts: on economic performance; on the shape and structure of human settlements through its impact upon physical development and economic structures; on the distribution of income; and on the environment. This report develops best practices for promoting private sector investment in the road sector. It defines the objectives of private sector participation, reviews experiences of private sector participation in Asia and elsewhere, examines the degree of success that has been achieved to date, and identifies the key issues that provide the basis for determining best practices. -

Punjab Development Statistics 2017 Preface Bureau of Statistics has been issuing this publication since 1972. The present edition is the 43rd in the series. It provides important statistics in respect of social, economic and financial sectors of the economy at aggregate as well as sectoral levels. This publication contains data on almost all sectors of the Provincial economy with their break-up by Tehsil, District & Division as far as possible. Eight tables on Monthly Electricity and Gas Consumption, Number of Zoo, Number of Bulldozers, Small and Mini Dams, Recognized Slaughter Houses and two provisional tables on population census 2017 are also added in this issue. It includes some national data on important subjects like Major Crops, Foreign Trade, Labour Force & Employment, National Accounts, Population, Price and Transport etc. It contains a 'Statistical Abstract' which gives a comparative picture of information on almost all Socio- Economic sectors of Pakistan and the Punjab. Key findings of Multiple Indicator Cluster Servey (MICS): 2014 of some of the Socio-Economic Indicators are also included in this edition viz-a-viz Education, Health, Housing and Socio-Economic Development by district. Every effort has been made to include the latest available data in this publication. It is hoped that this publication will be useful to the policy makers, planners, researchers, govt. departments and other users of Socio-Economic data in public as well as private sector. GOVERNMENT OF PAKISTAN PUBLIC SECTOR DEVELOPMENT PROGRAMME 2018-19 PLANNING COMMISSION MINISTRY OF PLANNING, DEVELOPMENT AND REFORM June, 2018 PEOPLE FIRST PREFACE Public Sector Development Programme (PSDP) is the most important fiscal policy tool to achieve socio economic targets as envisaged in the Vision 2025 by channelizing scarce public resources to projects having complementary and crowding in impact on economic activities. Ultimate goal of the spending under PSDP is to further strengthen physical and social infrastructure to put our country on sustainable and high growth trajectory. 2. The PSDP 2018-19 has been formulated on the basis of development priorities of the government through consultative and participatory approach with the agencies concerned. The Ministry of Planning, Development and Reform has aligned PSDP 2018-19 with Sustainable Development Goals (SDGs), Long Term Plan of CPEC and Vision 2025 goals of putting people first, sustained indigenous and inclusive growth, water, energy and food security, private sector led growth, developing competitive knowledge economy and modernization of transport infrastructure and greater regional connectivity. This multifold development package will help to achieve balanced development in the country. 3. The National Economic Council (NEC) in its meeting held on 24th April, 2018 approved National Development Programme for 2018-19 at Rs 2,043 billion, including Provincial ADPs at Rs 1,013 billion. The size of Federal PSDP for 2018-19 is set at Rs 1030 billion including foreign assistance of Rs 171 billion and Rs 100 billion financing on PPP mode. CPEC related projects have been assigned high priority for their timely completion. Water, energy and transport projects have also been given priority to address the issues of these sectors and to attract domestic and foreign investment in the country. -

Exchange Rate: USD 1.00 = PKR80.00 (2010 Prices) PREFACE In response to a request from the Government of the Punjab in the Islamic Republic of Pakistan, the Government of Japan decided to conduct “The Project for Lahore Urban Transport Master Plan in the Islamic Republic of Pakistan” and entrusted to the study to Japan International Cooperation Agency (JICA). JICA selected and dispatched a study team headed by Mr. Takashi Shoyama of ALMEC Co., LTD. and consists of ALMEC Co., LTD. and Oriental Consultants Co., LTD. between April, 2010 and March, 2012. The study team held discussions with the officials concerned of the Government of the Punjab, conducted field surveys in the study area, prepared a Lahore Urban Transport Master Plan (LUTMP) and its Action Plan, conducted a capacity development through On-the-Job-Training (OJT), and prepared this final report. The project was composed of two phases; i) Phase I to conduct a Home Interview Survey (Person Trip Survey) and other transport/ traffic surveys and develop a transport demand analysis model, and ii) Phase II to prepare a master plan and its action plan. This report is presents the study findings of both Phases. I hope that this report will contribute to the promotion of this project and to the enhancement of friendly relationship between our two countries. Finally, I wish to express my sincere appreciation to the officials concerned of the Government of the Punjab for their close cooperation extended to the study team. -

URBAN DEVELOPMENT Urban Development Sector covers development projects sponsored by WASAs and Development Authorities (DAs) of large cities (Lahore, Faisalabad, Rawalpindi, Gujranwala & Multan) and of Bahawalpur Development Authority (BDA) and Fort Monroe Development Authority (FDMA). VISION Provision of adequate and efficient urban services in cities, and harnessing their potential for making them engines of economic growth. POLICY Provincial allocation of resources to the WASAs/Development Authorities for the following works/projects keeping in view their population, level of service delivery and keysocio-economic indicators: • Laying of trunk sewers and construction of drains • Construction of new disposal stations • Construction of Sewage Treatment Plants (STP) • Construction of Flyovers, Ring roads, Bypasses and Interchanges OBJECTIVES • Supply of potable drinking water and its efficient use • Provision of effective and efficient sewerage and drainage system • Environment friendly disposal of sewage • Safe and efficient roads infrastructure • Provision of solid waste management services • Strategic planning for growth of cities on scientific lines STRATEGY • A central principle of Urban Strategy is that “density” and “agglomeration” are central to economic development, higher productivity, social equity and human development. To make Punjab competitive for investment and development, cities are going to play a vital role, because they can benefit from a large and skilled labor force, economies of urban scale, economies of agglomeration (i.e. efficiency resulting from clustering of firms in a given 437 industry or related industries), and the resulting demand for goods and services. • Further, rural-urban migration and urbanization can only lead to higher income if manufacturing and services grow fast enough to absorb the supply of labor.
