Lindsey Dalgety 1 LUPPITT PARISH COUNCIL Clerk’s report of a Meeting of Luppitt Parish Council held in the Village Hall on Tuesday, 2 May 2017 at 8 pm Present: Cllrs John Thorne (Chairman), Gavin Brake (Vice-Chairman), Tom Nancarrow, Paul Prettejohn, Brian Pulman, Andrew Tucker, David Key (EDDC), Rosalind Buxton (clerk) and 2 members of the public Receive apologies for absence Cllrs David Barlow, Paul Diviani (DCC and EDDC), PCSO Anning 30012 Appointment of Chairman, Officers, Planning Committee, Parish Maintenance Committee, Tree Warden, Snow Warden and P3 Co- Ordinator Cllr Key took the chair and invited nominations for Chairman. Cllr Tucker proposed Cllr Thorne and this was seconded by Cllr Pulman with all in favour. Cllr Thorne then took the chair for the rest of the meeting and invited nominations for Vice-Chairman. Cllr Tucker proposed Cllr Brake and this was seconded by Cllr Prettejohn with all in favour. It was proposed by Cllr Pulman and seconded by Cllr Prettejohn that the whole council would be members of the planning committee (with a quorum of three) and that the whole council (excluding Cllr Tucker) would be members of the parish maintenance committee (with a quorum of two). It was agreed unanimously that Cllr Pulman would act as co-ordinator of the parish maintenance committee, that Cllr Tucker would continue as Tree Warden, Cllr Pulman would continue as Snow Warden and Cllr Nancarrow would continue as P3 Co-Ordinator. Cllr Thorne signed the Acceptance of Office form. Cllr Thorne thanked all the councillors for their hard work and for their confidence in re-electing him as Chairman. He was happy to continue in his role. Minutes of previous meeting The Minutes of the meeting held on Tuesday, 4 April 2017, were unanimously agreed and signed as a correct record of that meeting (proposed by Cllr Tucker and seconded by Cllr Prettejohn). If a springbox were fitted outside Sparrow’s Croft, this would solve the problem. No response has yet been received because the NHO has been on sick leave. Shelf Lane Cllr Tucker has not yet had a discussion with the NHO. Parish Maintenance Fund Cllr Pulman reported that there are too many stones on the road. Cllr Key undertook to speak to PCSO Anning about this matter. Parishes Together Fund The Parish Council’s application for a grant from the Parishes Together fund for 2016/17 has been successful. Luppitt will qualify for £421.30. Cllr Thorne signed the letter of acceptance. 5 Definitive Map Review It was proposed by Cllr Brake and seconded by Cllr Prettejohn that Luppitt Parish Council’s letter of objection against the Modification Order for footpaths numbered 60 and 61 should be sent. FOOTPATHS AND BRIDLEWAYS Cllr Nancarrow had nothing to report. ENVIRONMENT/COMMUNITY FACILITIES Community Policing Report 2 cases of rape - allegation of rape between people known to each other Excessive lorry traffic to Higher Wick Farm This item was left to be discussed until the end of the meeting under Questions from the Public. Defibrillators The clerk will order the second defibrillator. The location of this one will be decided shortly. The electricity to run the external cabinet will cost between £3 and £4 per year. The clerk will establish the insurance position. Discuss and decide on application for Luppitt Parish Council to become part of the Local Council Award scheme It was decided after a lengthy discussion not to become part of the Local Council Award scheme as it is of no direct benefit to the Parish Council (proposed by Cllr Brake, seconded by Cllr Tucker). Overhanging hedges It was agreed that the Parish Council will write to property owners whose hedges over- hang the highways and cause a traffic hazard (proposed by Cllr Tucker, seconded by Cllr Pulman). The clerk will draw up letters for Cllr Thorne to sign. The clerk will place another notice in the Luppitt Packet giving guidance on requirements. Play Area Inspection The clerk has heard from the Safety Consultant and will arrange an inspection of the equipment. Music and Movement for Children. Luppitt Village Hall. Wednesdays, term time only. Starts at 9.30 am with approximately 45 minutes of singing and dancing. Price is only £1.00 per child, to include a drink and a biscuit, also coffee or tea for the adults. Any enquires contact Maria 01404 891058. 6 TRIP and the Annual Parish Meeting The clerk advised that Neil Hurlock, the Manager of TRIP Community Transport in Honiton, had agreed to come to the Annual Parish Meeting to give a talk on the services they provide. Annual Audit Cllr Thorne signed the end of year bank reconciliation. This will also be signed by Cllr Barlow who has checked through the clerk’s end of year figures. Papers will be sent to the internal auditor shortly so that the accounts may be presented to the Parish Council at next month’s meeting. They will then be sent to the external auditor. VAT Reclaim The clerk confirmed that a VAT claim for £1,928.85 and the Employer Payment Summary have been submitted to HMRC. Noticeboard It was agreed that it would be a good idea for the Parish Council to have its own noticeboard. The clerk will explore funding opportunities. Standing Orders The Standing Orders will be revised slightly to cover the creation of the parish maintenance committee.

  • Devon Protestation Oaths
    Mortimers of Devon in the 1642 Protestation Oath Lists Research suggests that the Mortimers first settled in Devon in the 15th century or earlier. By 1523, the name had spread to 16 parishes and just 20 years later that number had grown to 19. By 1600, several branches of the Mortimer family had established themselves in Exeter, Devon’s capital. Over the following centuries Mortimers continued to move to Exeter. By the time of the first census in 1841, 87 Mortimers lived in Devon’s capital, out of 866 Mortimers who called Devon their home, more than any other county except Yorkshire. This document is intended to be a useful resource for genealogists but also Mortimer one name researchers. The history of the Devon Mortimer family is of interest due to their inheritance of a medieval name of great note during the middle ages, the Mortimer family of Wigmore being one of the great dynastic families of the age. Edmund Mortimer and Philippa Plantaganet, Countess of Ulster married in 1368 in Reading Abbey, with Edward IV, a great grandson of the above couple successfully claiming the throne for the house of York during the Wars of the Roses. The long line of Mortimer of Wigmore became extinct upon the death of young Earl Edmund Mortimer in 1425, but other branches survived, including Hugh Mortimer, who died fighting on the Lancastrian side in the Battle of Wakefield, 1460. One branch that survived past 1400 is of particular interest to Mortimer family researchers, the Mortimers of Attleborough, who were prosperous during the Late Middle Ages but then faded into obscurity after 1387, when most of the Mortimer estates were inherited by female co-heirs.

Doing What Matters was a different approach from a largely data-led process to a more stream-lined pragmatic system-thinking approach for highways maintenance. Members welcomed the approach with an emphasis on local Member and Neighbourhood Highways officer input. There followed discussion with Members and Officers around the responsibility for the provision of correct signage during road closures; the statutory undertaking of Utilities; and the desirability of co-ordinating works where possible.

    THE LUPPITT PARISH PLAN 2008 3 CONTENTS THE PARISH PLAN PROCESS In 2007 a committee was established at the suggestion of the Parish Council to look at producing a Parish Plan for Luppitt. Representatives from the key organisations in the Parish were asked to The Parish Plan process 3 join. A straw poll asking people to broadly identify the main issues in the Parish was circulated amongst these groups. We then held a community event to discuss further some of these issues during our Christmas Bazaar at the end of 2007. The issues raised were then used to formulate a The Action Plan and acknowledgements 4 questionnaire that was hand delivered to every occupied household during the summer of 2008. Of the 181 questionnaires sent 141 were returned, a return rate of 78%. A profile of Luppitt 5 The responses from the people of Luppitt form the basis for the Parish Plan.
