1.0 INTRODUCTION

1.1 This statement outlines the pre-application public consultations for the outline planning application for a mixed use residential development and supporting infrastructure at the Kuehne and Nagel Depot off Stubby Lane, Draycott-in- the-Clay (Draycott) were undertaken.

1.2 Public consultations were held in November and December 2014 for local residents and other relevant stakeholders to provide feedback and opinions on the proposed Masterplan for the site.

1.3 This Statement will set out the main themes that arose from the views that were put forward as a result of the public consultation.

1.4 The key points for each of the main themes will be highlighted along with suggested comments that are relevant to the existing site area proposed redevelopment of the Kuehne and Nagel Depot on Stubby Lane, Draycott.

2.0 RELEVANT POLICY CONSIDERATIONS

Central Government Guidance 2.1 The Planning and Compulsory Purchase Act 2004 brought in the need to undertake public engagement when preparing a planning proposal.

2.2 More recently the Localism Act 2011 has placed greater emphasis on local people having a more prominent role in shaping their neighbourhoods and opportunities to become more involved in the planning process.

2.3 The National Planning Policy Framework (NPPF) 2012 further supports empowering local people to shape their environment.

Local Planning Guidance

2.4 East Borough Council’s Revised Statement of Community Involvement (SCI) 2013 sets out the vision and strategy for community involvement in planning. The process for preparing the outline planning application accords with the Council’s SCI.

3.0 CONSULTATION EXERCISE

Summary of the proposal 3.1 The outline application consists of the demolition of all existing industrial warehouse buildings and the construction of a mixed use residential-led development, including an Extra Care Home/ Retirement Village, offices and Live/Work units. The development mix proposed at the public consultation was as follows:  Housing – 175 units  Extra Care – 60 units  Live/Work – 40 units  Offices – 10,000 sq ft (net).

3.2 As part of the outline application, provisions will be made to create a footpath along Stubby Lane to Draycott village and to retain/enhance existing trees and ponds. This will also integrate open/green spaces on site.

Consultation events 3.3 The pre-application public consultations were held at both, Marchington and Draycott Village Halls, on 20th November 2014 and 10th December 2014 as well as a presentation to Draycott Parish Council on 11th December 2014.

3.4 The final closing date for comments was 24th December.

3.5 The consultation events attracted approximately 100 people over the two events held with a total of 26 responses have been received during the consultation period (24th December) by hard copy feedback forms, either completed at consultation or sent via the post.

Publicity 3.6 A leaflet drop was delivered to local residents within both Draycott and Marchington on two separate occasions to invite people to the consultations and to make representations.

4.0 KEY ISSUES RAISED

4.1 This section will summarise the key issues raised as a result of consultation and have been grouped into the following themes:

 Traffic  Housing  Facilities and Amenities

4.2 Traffic

4.2.1 There was a high volume of concern (88% of all feedback responses) relating to the increase in traffic on to Stubby Lane. This is an issue that was noted as having vast subsequent impacts on the wider Draycott and Marchington areas.

4.2.2 A large proportion of the 26 consultation feedback responses suggested that the access from the rear of the Kuehne and Nagel site (the old tank road) that leads on to Moreton Lane should be opened up in order to alleviate the traffic on Stubby Lane, especially with a proposed increase in vehicles.

4.2.3 Aside from the increase in traffic, there was concern for the safety of vehicle and pedestrian users of Stubby Lane as the road is currently described as dangerous and poorly lit.

4.2.4 It was raised by many at the consultation that when the A50 is closed, Stubby Lane becomes the official diversion route. This impacts upon existing traffic.

4.2.5 There were concerns that Toby’s Hill (already described as a ‘rat run’ by a handful of consultees) will be affected. Therefore, further traffic calming methods should be introduced on Toby’s Hill as part of this development.

4.2.6 Suggestions were made that a 30mph speed limit be implemented on Stubby Lane in attempt to curtail the danger perceived on the road and to keep pedestrians safe.

4.2.7 However, despite the general issue with increase in vehicular movement along Stubby Lane, many residents were pleased that there would be less HGVs using the road.

4.3 Housing

4.3.1 Housing was another significant theme to emerge from the consultation feedback. There was some concern to the proportion and density of housing proposed on the site and the impacts it would have on the surrounding area, with particular reference to the impacts on traffic and school facilities.

4.3.2 The primary issue regarding housing is that there is a local need for smaller, more affordable units; this concern was raised by 40% of the responses. It was made clear at consultation that young people cannot afford to move out of the parental home and stay in the village, whilst elderly people in the area want to downsize but there are currently no smaller houses available. There were multiple suggestions for affordable, first time buyers and shared equity housing to be incorporated on site.

4.3.3 However, regarding the negative feedback, there was small objection as to the number of residential unit proposed on site. 24% of consultation responses thought that 175 units were too high in comparison to the existing populations of both Draycott and Marchington.

4.3.4 However, feedback showed that a mixed use development was favourable to both industrial land use and a residential scheme. Retaining some employment on site was deemed essential.

4.3.5 The inclusion of a Retirement Village/Care Home raised some positive feedback (48% of responses) and it was felt that it would be a general asset and benefit to the area – particularly with an ageing population.

4.3.6 However, suggestions included that the Retirement Village / Care Home should not directly face an office block. It was stated by one feedback response that there are two care homes within a 3 mile radius of the village.

4.4 Facilities and Amenities

FOOTPATHS

4.4.1 Footpaths were a major point of concern at the consultations; (38%) residents raised the awareness that Stubby Lane has fragments of footpaths from previously developed sites that do not link together. Thereby, making the road impossible for pedestrian use. There was a near unanimous desire to see the footpath completed between Draycott and Marchington.

SCHOOLS

4.4.2 There were a few concerns (12%) regarding educational facilities and what schools the children from this proposed development would attend. Issues included how they would get to school safely (i.e. no present footpaths) and could the existing school facilitate a growth in numbers?

RETAIL

4.4.3 There were a couple of concerned responses regarding the current local amenities and how they would be overstretched with an increase to the village’s population. It was suggested that the site provide further local shops

and community facilities to support the growing need that will be incurred by the proposed development.

DOCTORS SURGERY AND MEDICAL FACILITY

4.4.4 It was noted by 16% of the feedback responses that the area is currently in need of a doctor’s surgery, regardless of increased population. Suggestions were made that this amenity be accommodated on the proposals for the site as an addition to the Extra Care Home / Retirement Village on site.

RECREATION AND PLAY AREAS

4.4.5 A large proportion of the consultation responses (64%) agreed that there should provision made for good quality recreation and play areas for children on the site.

OPEN/ GREEN SPACES

4.4.6 A fifth of the consultation responses were keen to see open and green spaces on the site and are happy with the proposals to enhance the existing tree line and creation of green networks in the development proposals. It was also suggested that provision be made to access and support (car park) the proposed County Park to the north.

4.5 General Issues

DRAINAGE

4.5.1 Drainage was raised by many consultees at the events as an existing major problem, for both Draycott and Marchington.

4.5.2 A major drainage issue mentioned was the flooding from over capacitated water pipes.

4.5.3 It was suggested by many consultees that with this development, drainage to Draycott needed to be severely improved, (or contributions needed to be made) to correct this inadequate facility.

4.5.4 It was also suggested the site area should have flood and drainage management as part of the development.

GAS

4.5.5 The lack of gas facilities to the villages was noted on more than one occasion and suggestions that with this size of development gas should be installed not only on site but connecting to the village as well.

BUS SERVICES

4.5.6 Feedback highlighted a poor bus service along Stubby Lane that is inadequate for the current population, specifically used by school children that travel to . This issue was raised by a few consultees and suggestions to improve this service or make contributions to this service were raised as part of this development.

EMPLOYMENT

4.5.7 A small proportion of the feedback received highlighted that it was good to keep employment on the site and to vary the employment type from solely industrial to other sectors.

4.5.8 Further feedback indicated that developing this area would help local facilities thrive as more people would be using the existing shops and services (although it was recognised as being insufficient for a proposed increase in local population).

CONCLUSION

4.4 Overall, the feedback responses were positive towards the proposed development of the Kuehne and Nagel Depot on Stubby Lane. However, particular opposition was shown towards an increase in traffic along the Stubby Lane and the unnecessary figures of circa 175 additional homes to Draycott.

4.5 Having said that, generally, the development was met with positivity and a preference to removing an industrial estate along the Stubby Lane with the possibility of HGV reduction.

4.6 The main positive point to come out of the consultation feedback was that the proposed smaller housing sizes and affordable housing is necessary in the area as young people are struggling to buy their first homes. Elderly people wishing to downsize were encouraged by the smaller units that are proposed along with the Extra Care Home / Retirement Village that would provide assisted living and support required for the ageing population of both Draycott and Marchington.

4.7 Concerns were raised about the current drainage capacity and lack of gas facilities to the village, there were suggestions that this facility be installed and existing facilities enhanced as part of this proposal.

4.8 Throughout the consultation there were many suggestions put forward for improving and making good use of the proposed site. These will be taken into consideration during the next stages of planning.
