    NEXHMIJE HOXHA (8 February 1921 – 26 February 2020) Nexhmije Hoxha (née Xhuglini) the great Communist leader of Albania, an underground communist and partisan when the country was under the occupation of the Italian fascists and Nazi Germany, a leading statesperson of Socialist Albania and a prominent Marxist-Leninist theoretician, died on 26th February 2020, a few days after she turned 99 years of age. The Editorial Board of Revolutionary Democracy salutes the memory of Nexhmije Hoxha, the most prominent woman in the history of Albania and a leading communist of the world. Born in 1921 Nexhmije Xhuglini became a member of the Shkodra Communist Group at the age of 19 and a year later in November 1941 she became a founding member of the Communist Party of Albania in November 1941. During the Italian fascist rule of Albania she was a participant in the youth demonstrations against the occupation. She was put on trial for this activity and sentenced to thirteen years of imprisonment, but escaped to join the underground. She was a founding member of the Anti-Fascist National Liberation Front in 1942 which became known as the Peza Conference. Nationalists alongside the Communists participated in this conference which had the objective of armed struggle against the Italian fascist occupation. Nexhmije Xhuglini participated as a Central Committee member of the Albanian Communist Youth. She was elected as a delegate by the Tirana Party Active for the First National Conference of the Communist Party of Albania which took place in Labinot in March 1943, which was effectively the First Congress of the Communist Party.

    Political Developments in Albania Since the Death of Enver Hoxha Unified Communist Party of Albania The death of Enver Hoxha in April 1985 marked the beginning of a process of liberal- bureaucratisation of the Party and the state, which eventually led to the overthrow of people's power (the dictatorship of the proletariat). The first step was the promotion of endless discussion, eulogies and boasting. On 16 September 1982, at a meeting to commemorate the Conference of Peza (the 60th anniversary of the organisation of the people without distinction of religion, district or outlook, to fight the Italian fascist occupiers), Comrade Enver Hoxha effectively handed over to his 'comrade-in-arms' Ramiz Alia. From this moment Ramiz Alia began a tour of all the regions of the country to familiarise himself with the concerns and demands of the people, to assess the links of the Party with the people and to evaluate the cadres. The most obvious phenomenon was the great interest of the workers and peasants in Enver Hoxha. The lesson was clear, and Alia toured Albania singing the praises of Enver, seeking to demonstrate that he was a loyal disciple of Enver, and so a worthy replacement. The years ahead would show that in this way Alia was seeking to gain the people's confidence as a faithful son of the Party, who would lead the Party along Enver's road. The interminable meetings on the cooperative farms, in the enterprises, and in the state institutions, together with the mass actions organised during the working week, could not but have an adverse effect on production.

    MëDefhyingilli De-Stalinization: Albania’s 1956 Defying De-Stalinization Albania’s 1956 ✣ Elidor Mëhilli In Beijing in 1956 the leaders of two Communist countries got to- gether in a corner and commiserated. The background was a glorious gather- ing: the Eighth National Congress of the Chinese Communist Party (CCP). The older of the two, Gheorghe Gheorghiu-Dej of Romania, did most of the talking as he complained that party colleagues had taken him to task over his “cult of personality.” As evidence, they had pointed to his image adorning buildings everywhere and countless factories named after him. But Gheorghiu-Dej told his interlocutor, Enver Hoxha, the First Secretary of the Party of Labor of Albania (PPSh), that in fact no such cult had existed in Ro- mania. How could it have? He had been the ªrst to criticize exaggerations about himself. Hoxha knew what his counterpart was talking about. He, too, had occasionally objected in PPSh Politburo meetings to all kinds of excesses: plans to name factories and schools after him; party ofªcials’ eagerness to con- vert his childhood home into a Communist shrine; and the engrained habit of showering him with gifts at birthdays and anniversaries. On the other hand, Tirana, like Bucharest, was teeming with oversize silk portraits of the middle-aged leader, whose name, etched in solid red and gold, abounded on rooftops and façades. Moreover, Hoxha, like Gheorghiu-Dej, was busy grum- bling in Beijing about the onerous challenges they were forced to confront in 1956.1 1. But on the contrary, they glorify us with this epithet; it is an honor for us to be Stalinists for while we maintain such a stand the enemy cannot and will never force us to our knees. 1 Enver Hoxha In discussing the evolution of communist party states in Eastern Europe, Chalmers Johnson argued that "Communists do not merely rule, or dominate, or suppress; they institute a process of change.n2 An examination of such a process of change in Albania, Eastern Eu­ rope's least studied Marxist-Leninist regime, demonstrates the va­ lidity of Johnson's assertion and, moreover, permits the student of change in Communist society to make generalizations about the di­ rection of that process.

The background was a glorious gather- ing: the Eighth National Congress of the Chinese Communist Party (CCP). The older of the two, Gheorghe Gheorghiu-Dej of Romania, did most of the talking as he complained that party colleagues had taken him to task over his “cult of personality.” As evidence, they had pointed to his image adorning buildings everywhere and countless factories named after him. But Gheorghiu-Dej told his interlocutor, Enver Hoxha, the First Secretary of the Party of Labor of Albania (PPSh), that in fact no such cult had existed in Ro- mania. How could it have? He had been the ªrst to criticize exaggerations about himself. Hoxha knew what his counterpart was talking about. He, too, had occasionally objected in PPSh Politburo meetings to all kinds of excesses: plans to name factories and schools after him; party ofªcials’ eagerness to con- vert his childhood home into a Communist shrine; and the engrained habit of showering him with gifts at birthdays and anniversaries.

    ALBANIA DETENTION AND ILL-TREATMENT OF GOVERNMENT OPPONENTS - THE ELECTIONS OF MAY 1996 INTRODUCTION On 26 May 1996 national elections were held in Albania; according to official results, the ruling party, the Democratic Party (DP), won an overwhelming victory. The main opposition party, the Socialist Party (SP), as well as several other opposition parties, pulled out of the election before the close of the poll, alleging vote-rigging, the intimidation of voters and the harassment of opposition supporters. The state-run media countered by charging the SP with creating a paramilitary force, forging election documents and stealing ballot boxes. The following day, the main opposition parties announced that they would not recognize the results of the elections and that they would boycott the new parliament. They called on their supporters to attend a protest meeting at the city’s main square, Skenderbeg Square, on 28 May at noon. The police refused permission to hold the meeting, and attempted to block access to the square. Nonetheless many opposition supporters gathered there. The demonstration was rapidly and violently dispersed by security forces, consisting of regular police, riot police armed with shields and helmets, and plainclothes police of the National Intelligence Service (ShIK), who beat many demonstrators, including opposition leaders, women and the elderly, as well as some bystanders and local and foreign journalists. A number of demonstrators were arrested; most had been released by the end of the day. After dispersing the demonstration, police surrounded SP headquarters, where many supporters had sought refuge. Later, electricity and telephone lines were reportedly cut in the building.
