    Northern Ontario Air Transportation and Remote Community Resilience and Wellbeing by Pia Isabel Dimayuga A thesis submitted in conformity with the requirements for the degree of Master of Applied Science Department of Civil and Mineral Engineering University of Toronto © Copyright by Pia Isabel Dimayuga 2020 Northern Ontario Air Transportation and Remote Community Resilience and Wellbeing Pia Isabel Dimayuga Master of Applied Science Department of Civil and Mineral Engineering University of Toronto 2020 Abstract This thesis explores the role air transportation plays in northern Ontario remote community wellbeing and resilience using mixed methods based on a modified resilience framework. Six years of cargo data and flight operations data from one airline in the region are analyzed to first, map how remote communities and their infrastructure systems are dependent on air transportation, and second, to analyze air transportation performance. Air transportation is the only mode of year- round travel in 31 northern Ontario communities and therefore plays an essential role in connecting communities to essential goods and services (e.g. food, healthcare). In terms of infrastructure interdependencies, the main cargo delivered by air is diesel fuel for energy, with a secondary good being construction materials. Performance-wise, air transportation faces both infrastructure challenges (e.g. lack of weather reporting, inadequate de-icing services) and operating challenges (e.g. poor weather) that are exacerbated by climate change effects. ii Acknowledgments Throughout the process of developing and completing this thesis, I’ve encountered many people who have contributed not only to this research, but to my personal growth and understanding of the world. Over the past three years, Michael Rodyniuk has held the position of President and Chief Executive Officer of Wasaya Group Inc. a company made up of three primary businesses, Wasaya Airways LP, Wasaya Leasing LP and Wasaya Petroleum LP serving First Nation communities in Northwestern Ontario. Over this period, Wasaya restructured its operations, eliminated its crippling debt and was recapitalized through a debt and equity transaction. A seasoned aviation executive with 30 years of management experience spanning the globe, Michael’s leadership experience includes serving legacy airlines (Air Canada, American Airlines, Swissair, United Airlines), low cost (WestJet, Air Canada’s ZIP), regional airlines (Exchange Income Corporation’s Bearskin Airlines, Calm Air, Custom Helicopter, Keewatin Air, Perimeter Aviation), Hawaii Island Air and Wasaya Airways. Michael also contributed to start-up airlines (Volaris, LAN Argentina). He has experience in aviation finance and leasing through his participation with Willis Lease Finance Corporation. From 2005-10 Michael worked with the Winnipeg Airports Authority as Chief Operating Officer, overseeing operations and leading his team to redevelop the airport campus. In 2010-2012, Michael served as Chief Operating Officer for EIC's aviation group of companies where he led business in Canada's North serving First Nation and Inuit Communities. In 2012, as Executive Vice Chairman, he led the Hawaii Island Air team, restructuring the airline’s operations and debt, then selling the company to Oracle founder Larry Ellison.     ELEVATING SAFETY: NORTH STAR AIR OPENS RAPID SCREENING CENTRES FOR IMMEDIATE RELEASE - Thursday April 1, 2021 – Thunder Bay, ON North Star Air is the first regional airline in Northwestern Canada to provide, through a third party provider, COVID-19 Antigen Rapid Screening for passengers prior to boarding their flight. This is good news and a game-changer for passengers travelling to remote First Nations communities in Northern Ontario. Working closely with the First Nations communities served by North Star Air, the support from community leadership was overwhelming. Remote northern communities have been looking for such a program to increase safety amid the on-going fight against the spread of COVID-19. While pre- departure screening is not required for domestic travel within Canada, North Star Air understands the importance of providing an additional line of defense to northern remote communities. “We’ve stepped up the layers of protection for the good of the North. Our communities have always been concerned and employing various protocols to minimize the spread of COVID within their communities. This is very much needed “says Chief Harvey Yesno of Eabametoong First Nation. Chief Cornelius Benson of North Caribou First Nation applauds the initiative saying “We are very happy with this initiative that will bring more safety to our community.” After months of discussions with northern communities and various health service providers, the challenge has always been the resources required to administer the screening. A solution was found. Effective this week passengers flying with North Star Air will be required to take the COVID-19 rapid test at the Thunder Bay and Sioux Lookout Airports prior to boarding their flight.
