It relates to representations received about the conformity of Wiltshire Core Strategy with the National Planning Policy Framework and Planning policy for travellers Background Wiltshire Council submitted the Wiltshire Core Strategy to the Secretary of State on 10 July 2012 for the purpose of initiating an independent public examination. Following submission, the Inspector, appointed by the Secretary of State to examine the Wiltshire Core Strategy, requested that the Council undertake further focussed consultation on: • the schedules of proposed changes; • the updated Sustainability Appraisal; and • the soundness of the submitted Core Strategy in the context of the final version of the National Planning Policy Framework and Planning policy for travellers, which were published after the Pre-Submission Document. In addition, it was considered that there may have been confusion during the last consultation whereby some individuals may have thought that comments were only sought on changes within the Wiltshire Core Strategy Pre-Submission Document (February 2012) when compared to its predecessor, rather than the document as a whole. Those individuals who did not make representations on part or all of the Pre-Submission Document for this reason were invited to do so during this consultation. The Partnership has asked me to comment in respect of the recognition of Nature Improvement Areas (NIAs) within conformity of the your core strategy as its area is coincident with the Cotswolds Area of Outstanding Natural Beauty (AONB). submitted core strategy with the NPPF/Planning The Partnership has 50 members representing 29 organisations with an agreed purpose of working together to achieve and sustain coherent and policy for traveller sites. robust ecological networks across the Cotswolds. The Partnership has agreed two NIA's for the Cotswolds AONB; The Cotswolds Scarp NIA and the Cotswolds Valleys NIA. This is in accordance with paragraph 2.27 of the Natural Environment White Paper (2011) which states; "...we will enable partnerships of local authorities, local communities and landowners, the private sector and conservation organisations to establish new Nature Improvement Areas (NIAs), based on a local assessment of opportunities for restoring and connecting nature on a significant scale. We want to see NIAs wherever the opportunities or benefits are greatest, driven by the knowledge and vision of local partners." The NIA's have been drawn up using the South West Nature Map in conjunction with the Cotswolds AONB Landscape Character Assessment and local expertise. The Cotswolds Scarp NIA and the Cotswolds Valleys NIA both coincide with the area your authority has responsibility for (a map has previously been sent to the planning department and I will attempt to attach it as a supporting document). Paragraph 117 of the National Planning Policy Framework states that; planning policies should "identify & map components of the ecological networks",
