Overview Trinity Mirror PLC is one of the largest multimedia publishers in the UK. It was formed in 1999 by the merger of Trinity PLC and Mirror Group PLC. In November 2015, Trinity Mirror acquired Local World Ltd, thus becoming the largest regional newspaper publisher in the country. Local World was incorporated on 7 January 2013 following the merger between Northcliffe Media and Iliffe News and Media. From 1 January 2016, Local World was brought in to Trinity Mirror’s centralised system of handling complaints. Furthermore, Editorial and Training Policies are now shared. Many of the processes, policies and protocols did not change in the Relevant Period, therefore much of this report is a repeat of those matters set out in the 2014, 2015 and 2016 reports. 2.1 Publications & Editorial Content During the Relevant Period, Trinity Mirr or published 5 National Newspapers, 207 Regional Newspapers (with associated magazines, apps and supplements as applicable) and 75 Websites. -

As part of the PVT process the BBC Trust must examine the public value of the proposal. As part of the Public Value Assessment (PVA) the trust consulted publicly for 42 days. Council sees Local Video as an enhancement to existing services and additional to plans already in place to improve BBC local service provision [specifically those to bring service provision in Northern Ireland (and Scotland) into line with those in England and Wales]. Council also recognises the potential benefits of more user-generated content, giving communities the opportunity for involvement, with BBC support, in generating local news stories. -

The four Councils – serving Scotland, Northern Ireland, England and Wales – are supported by the Trust to provide an independent assessment of audience expectations and issues. A strong year for the BBC in Scotland saw the launch of BBC ALBA (in partnership with MG Alba), a pledge to make more network television in Scotland, and some improvement in network news about the devolved nations. Programme highlights included coverage of the economic crisis, and the multimedia Scotland’s History. We consulted audiences, advising the Trust accordingly. Key issues included the BBC’s plans to improve local coverage, and the debate on the future of public service broadcasting. Audiences in Scotland tell us they want more content reflecting their interests and concerns, while retaining the strengths of the BBC networks. I am very pleased with what we have achieved in the short time allowed. We have received evidence from all the key players in public service broadcasting in Wales and the United Kingdom. We have engaged in lively debate with senior executives from the world of television and radio. We have also held very constructive discussions with members of the Welsh Affairs Committee and the Scottish Broadcasting Commission. Broadcasting has a place in the Welsh political psyche that goes far beyond its relative importance. The place of the Welsh language and the role of the broadcast media in fostering and defining a sense of national identity in a country that lacks a national press and whose geography mitigates against easy communications leads to a political salience that is wholly different from any other part of the United Kingdom. Over the past five years, there has been a revolution in the way that we access broadcast media. The growth of digital television and the deeper penetration of broadband internet, together with developing mobile phone technology, has increased viewing and listening opportunities dramatically; not only in the range of content available but also in the choices of where, when and how we want to watch or listen. -

Our aim has been to make recommendations that respond to the huge changes brought about by the transition to the digital era. The central question is how a historically strong and successful public service broadcasting system can navigate from its analogue form to a new digital model. We need to sustain its quality and creative spirit while also capturing the opportunities of broadband distribution, mobility and interactivity. Our recommendations are based on detailed audience research, a wide range of views from stakeholders within industry and our own analysis. The recommendations we present to government and Parliament set out what we believe is required to fulfil a vision of diverse, vibrant and engaging public service content enjoyed across a range of digital media, which complements a flourishing and expansive market sector. -
