Unlike his predecessor, Leonid Kravchuk, who visited Canada in September 1991, before Ukraine declared its independence from the former Soviet Union, President Kuchma was welcomed to Ottawa on October 23 with full state honors. Mr. Kuchma became the first Ukrainian head of state to visit Canada; that country also is the first to be visited by the newly elected president. Critchlow, an associate pro- fessor at Gonzaga University School of Law and a founder and former director of the Gonzaga Institute for Action Against Hate, was selected by the congregation to represent the “righteous gentile.” Professor Critchlow would like to acknowledge the helpful ideas and background information presented at the Amnesty International USA Lawyers’ Conference at the University of Washington School of Law on February 17-18, 2006. In particular, he was inspired by John Shattuck’s presentation titled “The Legacy of Nuremberg: Confronting Genocide and Terrorism Through the Rule of Law.” I have enormous respect for Temple Beth Shalom, what it stands for, its congregation, and those individuals whom I have come to know and count as friends.     Antisemitism: A Persistent Threat to Human Rights A Six-Month Review of Antisemitism’s Global Impact following the UN’s ‘Historic’ Report April 2020 Summary In October 2019, Dr. Ahmed Shaheed, the United Nations Special Rapporteur on Freedom of Religion or Belief, expressed alarm about a significant increase, since 2017, in reports of hostility, discrimination and violence motivated by antisemitism around the world.1 This report surveys antisemitic incidents that have occurred in the six months since Dr. Shaheed presented his report on the subject of antisemitism to the UN General Assembly. Alarmingly, antisemitic expression and violence appear to have persisted – and even increased – in a number of countries around the world between October and April 2020, notwithstanding efforts by governments and other stakeholders to implement Dr. Shaheed’s recommendations. The cases and trends highlighted in this report reveal that antisemitism remains a phenomenon that impairs the security and the human rights of many Jewish individuals, including the right to manifest their religion, and that it also threatens the rights of members of other minority communities and democratic societies as a whole. Since the emergence of the COVID-19 pandemic in early 2020, in many countries, conspiracy theories claiming that Jews or Israel engineered or are deliberately spreading the virus, as well as age-old antisemitic tropes associating Jews with disease, have been spread in traditional media and online. Occasionally, Jewish people, communities, and institutions have been subjected to antisemitic harassment and threats of violence; in a few cases, antisemitic rhetoric seems to have played an important role in motivating attempted violent attacks against sites and individuals, Jewish and non-Jewish alike.

Is the level of antisemitism higher among Muslims than among non-Muslims? This paper will discuss European surveys on antisem- itism and compare attitudes between Muslims and non-Muslims. It is based on the review of surveys from nine countries with more than 40,000 participants, including almost 13,000 Muslims altogether. While no comprehensive study has been conducted on an international comparative scale and most national studies focus on selective samples such as certain ethnicities or student groups, a review of the available surveys shows a clear tendency: antisemitic attitudes are signifi- cantly more widespread among Muslims than among other segments of European societies.

    Islamism and Antisemitism. Preliminary Evidence on Their Relationship from Cross-National Opinion Data Arno Tausch Corvinus University, Budapest; Hungary and Innsbruck University ABSTRACT What do we really know about mass support for Islamism? And what is its connection to antisemitism? Our analysis of these questions is based on promax factor analytical studies based on openly available cross-national survey data. First, we analyze the determinants of what led representative global World Values Survey (WVS) global Muslim interview partners to reject to have a Jewish neighbor, which is the only available WVS item to measure antisemitism. We also identify the extent of relationships between antisemitism, the economic and social situation, religion data, and opinions on terrorism among global Muslim publics based on the global Pew Research Centre surveys. Finally, we re- evaluate Arab Barometer survey data on ‘moderate Islamism’ and its relationship to antisemitism. All our new quantitative evi- dence supports the hypothesis developed in this essay from the literature that Islamism is deeply connected to antisemitism. Our data also indicate that Muslim dissatisfaction and dissent with society, often mentioned as the drivers of Islamism, are in fact connected to Muslim secularism and a distance from Islamism. Channeling this dissent in secular left- and right-wing protest parties would be an important future task in the stabilization of Arab and Muslim democracies.
