The NWCFAMU will follow the Colorado State Aviation Plan and the National Aviation Plan as it is printed. Any areas that are more specific to NWCFAMU will be noted in red text inserted within the document. This plan was reviewed by the State Aviation Manager and noted that it is not less restrictive than the CO State Aviation Plan and there is no need for the plan to be signed as it is covered under the IM for. This plan is implemented through BLM Instruction Memorandum. The State Aviation Plan has been written in blue text so it visually stands out as supplemental text. Each BLM District in Colorado is encouraged, but not required, to add their Unit Aviation Plan language as a third tier to this document. The use of a different color font is suggested to visually differentiate Unit-level text. This State Aviation Plan will reside in the BLM National Aviation website. The primary distribution of this document will be through a BLM Colorado State Office Information Bulletin. Purpose: This Instruction Memorandum (IM) transmits and documents the Colorado Bureau of Land Management (BLM) State Aviation Plan for 2019. This plan fulfills the Bureau’s requirements outlined in BLM Manual 9400 Aviation Management, and the BLM National Aviation Plan. This plan sets the standard that will be BLM-Colorado Aviation Policy for 2018. Policy/Action: This plan has been developed to provide standardization and policy for all of BLM Colorado aviation programs. While this document is BLM specific, it does incorporate interagency standards. Timeframe: This IM is effective upon receipt. Budget Impact: This plan does not impact budget elements. Background: The Colorado State Office has identified the need for a cohesive BLM Colorado Aviation Management Plan that allows all Districts, Field Offices, and aviation users to easily acquire the necessary information and policy to operate a BLM Aviation program.
