Southeast Asia Partnership: UCRSEA) ที่ให้การสนับสนุนงบประมาณด าเนินงานวิจัยระยะเวลา 5 ปี (พ.ศ.2557-2562) โดยเลือกเขตเศรษฐกิจพิเศษ มุกดาหารเป็นหนึ่งในเมืองศึกษาน าร่องของประเทศไทย กิจกรรมโครงการดังกล่าวมุ่งเน้นสร้างศักยภาพของ งานวิจัยด้านการกลายเป็นเมืองที่มีความเชื่อมโยงกันในระดับภูมิภาคและการเปลี่ยนแปลงสภาพภูมิอากาศ เพื่อ เพิ่มความเข้าใจเรื่องความเปราะบางของคนเมือง และเสริมสร้างการรับมืองของเมือง ในปีที่ 2 นี้ คณะผู้วิจัยได้ ศึกษาบริบทและสถานการณ์ปัจจุบันของเขตเศรษฐกิจพิเศษมุกดาหาร ประกอบด้วยการท าความเข้าใจระบบเมือง การวิเคราะห์ระบบเมือง และการบ่งชี้ประเด็นความเปราะบางต่อการเปลี่ยนแปลงสภาพภูมิอากาศที่ส าคัญ รวมถึง การศึกษากิจกรรมการปรับตัวต่อประเด็นเปราะบางดังกล่าว การศึกษานี้ มุ่งเน้นศึกษาจากรายงานราชการ สิ่งพิมพ์ และสื่อ รวมถึงการสัมภาษณ์เชิงลึก และวิเคราะห์ของภาคส่วนที่เกี่ยวข้องผ่านการประชุมเชิงปฏิบัติการ ผลที่ได้จากการศึกษานี้จะใช้ต่อยอดและเป็นกรอบการด าเนินการวิจัยในพื้นที่เขตเศรษฐกิจพิเศษมุกดาหารในปี ต่อไป the Mukdahan Special Economic Zone 1.1. Introduction to Mukdahan Special Economic Zone The Mukdahan Special Economic Zone (MSEZ) is a section of the Mukdahan province, lying between 16 − 17oN latitude and 104 – 105oE longitude in Northeast Thailand. The MSEZ comprises three districts and 11 sub-districts, covering an area of 578.5 km2 (see Figure 1). The three districts are Muang Mukdahan (5 sub-districts are Sri Boon Rueng, Mukdahan, Kham A-Huan, Na Sri Nuan and Ban Sai Yai), Don Tan (2 sub-districts are Don Tan and Pho Sai) and Kwan Yai (4 sub-districts are Kwan Yai, Pong Kham, Ban Sai Noi and Chanode). Figure 1 Administrative map of Mukdahan Province and MSEZ Due to its location on the border with Lao PDR, Mukdahan has a high potential for investors, both in tourism and in border trade. Mukdahan is located in the middle of the East−West Economic Corridor (EWEC), connected to Sawannakhet, Lao PDR by the 2nd Thai-Laos Friendship Bridge. As seen from Figure 2, the EWEC starts in Moh La Mang city in Myanmar, enters Thailand at Mae Sod city, connects Sawannakhet, Lao PDR at Mukdahan, Thailand, passes the Sawan-Seno Special Economic Zone, Lao PDR and the Lao Bao Special Economic Zone, Vietnam, and enters the

Myanmar and Thailand are adjacent countries that together occupy more than the half the area of continental Tropical Asia. This geographic area is diverse ecologically, ranging from cool-temperate to tropical climates, and includes from coast, rainforests and high mountain elevations. An updated checklist of aquatic plants, which includes 78 species in 44 genera from 24 families, are presented based on floristic works. This number includes seven species, that have never been listed in the previous floras and checklists. This may be given the low traffic volumes and predominance of two and three-wheeled vehicles. The usage of provincial and district road network is restricted during the rainy season. Less that 60% of district centers have year-round access. Roads overview Laos is a land locked country, and therefore relies on its neighbours, Vietnam and Thailand, for sea port services. Most of WFP’s commodities are imported through Bangkok, Thailand. Transport infrastructure in the Lao PDR is at an early stage of development as demonstrated by the Lao PDR’s road density of 6.1 km per 1,000 people as well as by the road quality.. In addition, the general demands on the transport infrastructure are low, since traffic levels on the national network (except near Vientiane and Savannakhet) are below 1,000 average annual daily traffic and below 500 average annual daily traffic on most other networks. However, demand has been increasing over the years at an annual rate of 5%–8% for goods and 8%–10% for passengers, indicating a rise in line with economic growth. Among the Nyo speakers of Kut Kho Kan village who contributed to this research were two students of Roi Et Rajabhat University, still aware of the use of a distinct dialect in their native place. They helped the researcher reach Nyo speakers as well as speakers of other Tai dialects in a micro-linguistic area comprising districts belonging to three provinces (Mukdahan, Yasothon, and Amnat Charoen) of Northeast Thailand, where specific varieties of Tai languages (Southwestern branch) such as Phu Thai are also spoken. Further studies should thus include the documentation of those varieties, especially those of Phu Thai. Nyo as well as Phu Thai are language names as well as ethnonyms which can be found not only in Thailand, but also in neighboring countries such as Laos and Vietnam. This paper is a part of the Tourism Development Model towards Thai – Lao: Case Study of Nakhon Phanom-Khammouan-Mukdahan-Savannakhet-Seno Special Economic Zone. The Author used geopolitics as the main analyzed concept to indicate that to be a border town nowadays does not overshadow the government role. The role was changed to support capitalism in neoliberal globalization that necessarily affected the daily life of both Thai and Lao people. Natural hazards are inevitable, and they ruin properties and cause changes to natural features. Two ways that the Thai government acts to mitigate their impact is to create or implement both structural and non-structural plans, but it heavily focuses on the first. The structural measures do not always relieve water-related problems. However, the non-structural measures can at least mitigate the effects posed on water resources. Land use and water resources are interconnected. One cannot separate one from another. Thus, this thesis also proposes an integrated water and land use plan that regulates the patterns of land use and prohibit certain uses at the national and local level.
