New Regulations Appear With GENERAL REGULATIONS SCCA PROFESSIONAL RACING SERIES The following General Regulations apply to all SCCA-Sanctioned Professional Racing Series. These events are conducted under the FIA International Sporting Code (events having an FIA listing), the SCCA Générai Competition Rules (GCR), these General Regulations and the Professional Racing Regulations for the individual racing series, unless otherwise specif­ ied. 1- ADMINISTRATOR AND SANCTIONING AUTHORITY The Sports Car Club of America, Inc. (SCCA) Professional Racing Department administrates all SCCA Professional Rac­ ing Series and sanctions those events within the United States. Events heid outside of the United States are sanctioned by the ASN (Nationai Sporting Authority) of the country in which the event takes place. In the event of doubt or ambiguity as to the wording and/or intent of the regulations for Professional Racing Series, the decisions of the SCCA Professional Racing Department shall prevail and will be binding except as provided for under the SCCA GCR. An SCCA Professional Racing Department repres­ entative shail be present at any official meeting or hearing involving Series regulations. The SCCA PROFESSIONAL RAC­ ING STAFF (Series Chief Steward, Technical Administrator, Manager of Pro Racing, etc.) shall have exclusive control of all activities regarding the operation of any SCCA Professional events. The SCCA Professional Racing Staff reserves the right to amend and/or add to these rules as may be deemed necessary by them . 2. DRIVER A. Licenses 1) Each driver in the Can-Am, Trans-Am and Super Vee Series must possess a valid FIA Driver's License. 2) Each driver in the Rabbit/Bilstein Series must possess either a vaiid SCCA National or SCCA Professional License. -1 - 3) AU drivers issued an FIA License by a Foreign ASN or U.S. drivers racing outside of the United States must possess a letter of authority from their ASN giving permission to race and also must possess an Inter­ national Medical Card (Available from their ASN). *) Drivers must present their license upon request by the registrar or other authorized officials of the event. B. Drivers Equipment Each driver must wear the following equipment: 0 A safety helmet which has the 1975 or later Snell Foundation decal of approval; the back of each driver's helmet must be labeled indicating name, date of birth, blood type, allergies and other pertinent medical his­ tory i.e. tetanus immunization, diabetes, etc. NOTE: 1980 Snell Foundation approval will be required effective l/i/86. 2) A face shield or goggles and nomex hood must be worn by drivers of open cockpit cars; a face shield or goggles is recommended for drivers of closed cars. Hair protruding from beneath a drivers helmet must be completely covered by fire resistant material. 3) One piece driving suit, made of fire resistant material accepted by SCCA, or homologated by FISA, which effectively covers the body including neck, ankles and wrists; multi-layer suits are recommended. Fire resis­ tant underwear is required with single layer and double layer suits. But is not required with 3 or more layer driving suits. 9) Socks made of fire resistant material and shoes and gloves made of leather or an approved fire-resistant m aterial. ENTRANTS A. Licenses 1) In all events which have an FIA International listing, each entrant must possess a valid FIA Entrant License issued by his ASN. Can-Am and Trans-Am series are both FIA listed. 2) The entry form that you sign for every event contains a commitment on your part. "The entrant certifies that he has studied the SCCA Générai Competition Rules, Professional Racing Rules and the Supplementary Regulations for this event and agrees to abide by these rules and regulations. Entrant further agrees to ensure that the driver and the crew members are similarly aquainted with these rules." The entrant is responsible for the actions of his driver(s), crew and guests. “I. VEHK3.E IDENTmCATlON NUMBERS AND NAMES Numbers must be legible to and approved by timing and scoring officials. The driver's name must appear on each side of the car or may be on each side of the roof just above the side windows on closed cars. A. All vehicles competing in SCCA Professional Racing Series must be registered with the SCCA and identified by regis­ tered serial numbers. B. Identification numbers at least eight (8) inches high with a minimum stroke of 114 inches must be carried on both sides and the front of the vehicle. The color of the number must provide a strong contrast with the background color of the car, except the Trans-Am Series which has its own special requirements. 5. ADVERTISEMENT AND SERIES SYMBOLS Advertising and symbols displayed on the car must be in good taste and not interfere with identification numbers. Emblems of conflicting series and events, must be removed from all cars. The SCCA Decal and Series Sponsor Decal must be prominently displayed on each car as specified by Series Officials. Failure to comply will result in loss of prize money and points. 6. TECHNICAL AND SAFETY INSPECTION A. Before entering the course, all cars will be checked for eligibility and compliance with the safety and technical regulations for the Series. This inspection does not guar­ antee the legality of the car. Cars considered to be of unsafe construction or not complying with SCCA Regulat­ ions may be summarily rejected. -3 - B. To expedite this inspection, ail cars competing in SCCA Sanctioned events must be registered with the Professional Racing Department and have a Vehicle Log Book, either Club Racing or Pro Racing, which must be presented at Technical Inspection. C. The entrant shall be responsible for performing the dis­ assembly, reassembly and resulting expense for any inspec­ tion to confirm car eligibility ordered by the Series Chief Steward and/or the Series Technical Administrator. D. The SCCA Pro Racing Technical Manager and the Series Technical Administators are the supreme authority in en­ forcing these rules. They have the authority under these regulations to amend and/or add to the rules, and to make adjustments to car specifications on the spot if deemed necessary. FUEL Any grade of automotive or aviation gasoline not containing any alcohols, nitro compounds or other power boosting additives. GaOTline may contain anti-oxidants, metal de-activators, cor­ rosion inhibitors, lead alkyl compounds such as tetra-ethyl lead and other anti-detonant additives. Fuel will be checked di- ®^®t:trically (with a tolerance of 1%) for oxygen or nitrogen bearing additives. The injection of water or any oxygen or nitrogen bearing substances into the intake system is pro­ hibited. *• q u a l if y in g a n d s t a r t in g POSITIONS A. Qualifying 1) Each driver will qualify for a starting position during the qualifying sessions. It shall be the car/driver com­ bination which qualifies for a starting position. Each car shall be considered officially qualified only if the qualifying time is achieved by the driver nominated to drive the car. Cars which are gridded without the driver having a qualifying time shall be started from the rear of the grid. All such cars shall be gridded in an order de­ termined by the Series Chief Steward. 2) Ties in qualifying times shall be resolved by taking the average of each driver's three (3) fastest times posted during the qualifying sessions; then, if necessary, the average of each driver's four (<t) fastest times and so on until the tie is broken with the fastest car being positioned to the front of the grid. 3) To qualify for the starting grid, the car/driver com­ bination must achieve a time not slower than 110-115% of the average time for the fastest three (3) qualifiers. In Can-Am, the time of the fastest U2L car wiil be included in order to calculate the cut off for U2L cars. This ruie may be waived at the discretion of the Series Chief Steward where he believes

Dues paid after Labor Day will be given the next year free. 2. Members who have not paid current dues will not receive membership privileges or be allowed to participate in any event until dues are brought current. 3. All entrants of an RMVR event must be members of RMVR. The President of RMVR, or his delegate, will have the authority to give an honorary membership status to invited participants. This honorary membership is not meant to be a year's membership, but rather a membership for a single event. 4. Any member participating in an RMVR event may be required to work that event. B.

    VARAC’s FORMULA CLASSIC CLASSIFICATIONS It is VARAC’s goal to develop an open wheel, Formula Classic, division which is strong enough to support its own grid at any VARAC attended racing event. Formula Classic grid at VARAC’s 40th Anniversary races at Shannonville, 2019 VARAC has three basic open wheel classifications which are aligned to reflect the Club’s sports car classes. They are: Formula Historic, Formula 70 and Formula 90. FORMULA HISTORIC: All Formula cars built before January 1, 1973. These are generally cars built before the evolution of slick tires and aerodynamic appendages. They include everything from Vintage Formula Juniors and 500cc Formula Threes to Formula 5000 cars. The most likely cars of this era (besides those described below) are Formula Bs, the most popular of these being the Brabham BT29. FORMULA 70: All Formula cars built from 1973 to 1989. FORMULA 90: All Formula cars built from January 1, 1990 to December 31, 1999. Many F70 and F90 cars are frequently referred to as “wings and slicks” cars, for obvious reasons. During the ‘70s and ‘80s, treadless tires and aerodynamic devises appeared on many Formula cars. Not all Formula car classes were permitted to use slick tires and/or wings, however, for example, Formula Vee and Formula Ford. Usually cost saving was the motive for restricting slicks and/or wings. In VARAC, for now at least, Formula cars are separated into the three general classifications. There are five exceptions to this rule, which are outlined below. Obviously, there are a myriad of Formula car classes and amateur and professional series which raced prior to 2000.

Introducing Derrick Walker, incoming President of SCCA Pro Racing Derrick is new to SCCA Pro, but he’s been around racing a bit. Some 40 years ago he got his start working with the Brabham Formula One team – the owner was Bernie Ecclestone. He went on to become a team manager and owner himself. His teams have won the Indy 500 at least 4 times. Prior to joining SCCA Pro he was Director of Operations for IndyCar. SCCA PRO RACING HISTORY AND CONTINUED SUCCESS Although the concept of SCCA Pro Racing dates from the mid 1950’s, our on track history dates back more than 40 years ago with the creation of the United States Road Racing Championship in 1963. From these beginnings grew the Can-Am Challenge, Trans Am, Formula 5000 through the 1960’s and 70’s. SCCA Pro Racing today is continuing to sanction, officiate and organize a wide variety of highly successful professional race series that showcase some of the best racing not only in this country, but in the world. This event, made possible with the help of our friends and partners at Mazda and the Sports Car Rac- ing Association of the Monterey Peninsula (SCRAMP), was met with questions at its announcement that have been answered in a big way, with more than 530 drivers on the entry list and a rejunvenaton of the west coast program all season long. While we haven’t been west of the Rockies since River- side International Raceway in 1968, it’s hard to believe it will be that long before we return again. The question on everyone’s mind, even more than usual, is who is going to win? Are there hidden gems on the west coast who may be making their first Runoffs appearance that will make a name for themselves on the national stage, or will the traditional contenders learn a new track quickly enough to hold their titles? My guess is that we’ll see some of each.
