Economic and Social Infrastructure Operational Programme

The key objectives of this Programme, which accounts for 46% of NDP expenditure, are: to increase the capacity of ’s economic infrastructure, thereby supporting continued growth and competitiveness to enhance the potential of all parts of the country to participate in continuing economic and social development to contribute to the protection and improvement of the environment to improve overall quality of life

The Programme comprises six Sub-Programmes: National Roads: investment in major national roads projects Public Transport: investment in mainline rail, urban and national public transport Environmental Infrastructure: coastal protection, water and waste water services

This Measure focuses on the inter-urban routes to be developed to motorway/high quality dual carriageway standard as follows: Euroroutes EOI and National Route N1 (Dublin to Border) N7 Limerick to Dublin N8 (Cork to Portlaoise linking to N7 to Dublin) N4/N6 (Galway to Dublin) N7/N9/N10 (Waterford to Dublin)

DTI Public Transport and Traffic Management

This Measure consists of Development of a light rail system () Enhancement of the existing network of suburban rail services in the short term and an evaluation of a longer term development programme Extending and increasing the capacity of the bus network Traffic management programme

Light Rail The introduction of light rail (Luas) is an integral part of plans to revitalise Dublin’s public transport system. Section 5: The main objective over the period 2000-2006 is to complete 3 lines: Line A (Tallaght to Abbey Street) Line B (Sandyford to St. Stephen’s Green)

Line C (Abbey Street to ) Economic & Social Infrastructure Programme

In addition, on 31 July 2000 the Government announced it had approved in principle the development of a Metro system for Dublin. The Metro will be developed on a Public-Private Partnership (PPP) basis, and is a key element of the medium to long-term integrated transportation strategy proposed by the Dublin Transportation Office.

Suburban Rail The proposed short-term suburban rail development programme includes the following elements: Phased purchase of additional DART cars and diesel rail cars, which together with increased platform lengths will permit the introduction of 8 car trains; Resignalling of Howth to Barrow Street and crossover works to provide slots for 3 additional peak hour services Upgrading of the to Arklow Line Upgrading the line between Heuston and Connolly stations and quadrupling of track on the Kildare line to separate long distance and suburban services Provision of new or improved Dublin suburban rail stations and new depot facilities

Traffic Management The proposed traffic management programme includes: Provision of 5 additional QBCs in addition to the 12 outlined by the DTO Enhancement/extension of existing QBCs Provision of Park&Ride facilities Further development of cycle networks Development of traffic signalling and informatics systems

Measure: Energy Conservation

The objective of this Measure is to establish a framework which will enable Ireland to fulfil its commitments in delivering a more sustainable energy economy in the context of the Kyoto Protocol.

The Irish Energy Centre is spearheading the engagement of a wide range of economic and market actors, while working with, and supporting the efforts of, Local Authorities and voluntary bodies.

Research R&D Research activities in the sustainable energy area will be strongly supported by a national programme to be developed and administered by the Irish Energy Centre. Energy performance of the building stock. Energy efficiency in the built environment will focus on housing and tertiary sector buildings.

Measure: Provision of Housing by Voluntary Sector Economic & Social Infrastructure Programme

This Measure assists voluntary bodies to deliver an increased number of housing units to meet the needs of those households which cannot afford homes. There are two main schemes of assistance, administered by Local Authorities and the Department of the Environment, which provide funding to voluntary bodies for the provision of housing.

Measure: Access to Affordable Housing for Lower Income Households

Under the Shared Ownership Scheme, purchasers initially acquire, by way of a loan provided by the housing authority and savings, a proportion of the equity (at least 40%) in a house of their choice, which is purchased for them by the Local Authority. They rent the remaining equity from the Local Authority.

Measure: Improvements to Existing Housing

This Measure supports the following schemes: Remedial Works Scheme which targets the improvement and upgrading of low cost, pre-1960 dwellings and run-down urban estates. Funding is also provided to develop better management practice, including tenant/resident participation, in the refurbished estates

Disabled Person Grant Scheme allows Local Authorities to grant-aid necessary adaptation works to a house to meet the needs of a disabled person or a person with severe mental illness

Essential Repairs Grant Scheme enables approved applicants for local authority housing in accommodation to have basic repairs carried out to prolong the life of a house to provide an acceptable standard of accommodation for the lifetime of the occupant

Special Housing Aid for the Elderly is operated at a local level by Health Boards. The scheme provides for the completion of basic works to improve housing conditions

The Cohesion Fund

The Cohesion Fund was established by the Maastricht Treaty on European Union to finance transport and environmental infrastructure projects. The Fund complements the Structural Funds but has separate rules about eligibility and management which distinguish it from the ERDF. To qualify for Cohesion Fund assistance, a Member State must have a GNP of less than 90% of the EU average. Four countries have been supported by the Fund: Ireland, Greece, Spain and Portugal.

In the period between 2000 and the Fund’s mid-term review in 2003, Ireland will receive in the region of €560 million. At the European Council summit in Berlin in 1999 it was decided that any Member State whose GNP had reached 90% of the EU average by 2003 would automatically lose eligibility for Cohesion Funding. As Ireland’s GNP already exceeds 90% of the EU average, eligibility for funding is likely to cease after that date.
