Economic and Social Infrastructure Operational Programme
The key objectives of this Programme, which accounts for 46% of NDP expenditure, are: to increase the capacity of Ireland’s economic infrastructure, thereby supporting continued growth and competitiveness to enhance the potential of all parts of the country to participate in continuing economic and social development to contribute to the protection and improvement of the environment to improve overall quality of life
The Programme comprises six Sub-Programmes: National Roads: investment in major national roads projects Public Transport: investment in mainline rail, urban and national public transport Environmental Infrastructure: coastal protection, water and waste water services
Sustainable Energy: energy efficiency and promotion of alternative energy Section 5: Housing: investment in social and affordable housing Health Facilities: development of health infrastructure, including investment in acute hospitals, non- acute/continuing care facilities, information and communications technology, and research Economic & Social Infrastructure Programme Total Investment: €26.02 billion, of which EU funding = €2.05 billion (including projected Cohesion funding)

Measure: National Roads
This Measure focuses on the inter-urban routes to be developed to motorway/high quality dual carriageway standard as follows: Euroroutes EOI and National Route N1 (Dublin to Border) N7 Limerick to Dublin N8 (Cork to Portlaoise linking to N7 to Dublin) N4/N6 (Galway to Dublin) N7/N9/N10 (Waterford to Dublin)
Other National Primary Routes – this development will focus on the improvement of: Routes to the Border/North-West N2 (Dublin/Monaghan linking to Omagh/Derry) N3 (Dublin/Belturbet linking to Enniskillen/Derry) N4 (Kinnegad to Sligo) N5 (Castlebar/Longford) N13/N14/N15 (Sligo/Donegal/Lifford/Letterkenny linking to Derry) N16 (Sligo/Blacklion linking to Enniskillen/Dungannon/Larne) N26 (Ballina/Foxford) N17, N18, N19, N24 and N25 (Western Corridor from Sligo through Limerick to Rosslare) Roads in the South-West N20 (Limerick/Cork), N21 (Tralee/Limerick) N22 (Tralee/Killarney/Cork) N25 Cork/Waterford) N28 (Cork/Ringaskiddy) Roads in the South-East N11 (Dublin/Wexford) and N30 (Wexford/Waterford)
In the Dublin area priorities are: To complete the M50 C Ring through completion of the Southern Cross and South-Eastern Motorways To increase the capacity of the M50 To complete the Dublin Port Tunnel
Improvement work will also be undertaken on national secondary routes. DTI Public Transport and Traffic Management
This Measure consists of Development of a light rail system (LUAS) Enhancement of the existing network of suburban rail services in the short term and an evaluation of a longer term development programme Extending and increasing the capacity of the bus network Traffic management programme
Light Rail The introduction of light rail (Luas) is an integral part of plans to revitalise Dublin’s public transport system. Section 5: The main objective over the period 2000-2006 is to complete 3 lines: Line A (Tallaght to Abbey Street) Line B (Sandyford to St. Stephen’s Green)
