James, Superintendent RESOLUTIONS AND MOTIONS TO THE BOARD OF EDUCATION JANUARY 14, 2019 TRAVEL RELATED TO OFFICIAL DUTIES WHILE SERVING OSBA WHEREAS, the Akron Public School District is a member of the Ohio School Boards Association (OSBA); and WHEREAS, the OSBA is an association created for the purpose of fulfilling and advancing the District statutory mandate by working for the general advancement of public education in Ohio, for the desirable and efficient working relationships among boards of education, school administrators, teachers and the public, and to maintain channels for exchange of ideas among and distribution of information to school districts to provide better and more effective public service to public schools; and WHEREAS, Akron Public Schools Board Members may serve as a member of the Board of Trustees or officer of/on a committee of/in another relevant role for the OSBA. NOW, THEREFORE, BE IT RESOLVED by the Board of Education of the Akron City School District: Section I. That the Akron Public School District determines that a Board Member’s service as a Trustee/as an officer/as a committee member/in another relevant role for/of the OSBA, and travel in that role, is related to his/her official duties as a member of the Board of Education. Section II. That any travel expenses paid for said board member’s travel to OSBA conferences, seminars, and similar events during the year of 2019 are ordinary, customary and necessary provided that the travel expenses are the lesser of: (1) the amount that Akron Public School District allows to be reimbursed for travel to the destination; or (2) the current per diem rate set by the United States General Services Administration for travel to the destination. RESOLUTIONS AND MOTIONS 2 JANUARY 14, 2019 RESOLUTION AUTHORIZING THE ADVANCE OF LOCAL TAXES BY THE COUNTY FISCAL OFFICE FOR THE 2018 TAX YEAR, PAYABLE IN 2019 WHEREAS, Section 321.34 of the Ohio Revised Code states that all local governments must file a Resolution with the County Fiscal Office each year in order to receive advance payment of local taxes. NOW, THEREFORE, BE IT RESOLVED by the Akron City School District Board of Education, County of Summit and State of Ohio: Section I. That the Akron Public School District Board of Education hereby authorizes the advance of local taxes by the County Fiscal Office for the 2018 tax year, payable in 2019, in order to comply with Section 321.34 of the Ohio Revised Code to receive advance payment of local taxes. Section II. That it is found and determined that all formal actions of the Board concerning and relating to the adoption of this resolution were adopted in an open meeting of the Board and that all deliberations of this Board and any of its committees that resulted in such formal action were in meetings open to the public, in compliance with law. Section III. That the Treasurer be, and hereby is, authorized and directed to forward a copy of this resolution to the Fiscal Officer of Summit County, Ohio. Section IV. This resolution is hereby declared necessary for the preservation of the public peace, health, safety, convenience and welfare of the Akron Public Schools Board of Education and the inhabitants hereof, and provided it received the affirmative vote of two-thirds of the members elected or appointed to the Board, it shall take effect and be in force immediately upon its passage and approval by the Board; otherwise it shall take effect and be in force at the earliest period allowed by law. RESOLUTIONS AND MOTIONS 3 JANUARY 14, 2019 RESOLUTION APPOINTING A PUBLIC RECORDS DESIGNEE WHEREAS, HB 9 requires all elected officials (or their designees) to receive three (3) hours of public records law training; and WHEREAS, the Board wishes to appoint a designee. NOW, THEREFORE, BE IT RESOLVED by the Board of Education of the Akron City School District: Section I. That the Board approves the appointment of Ryan Pendleton, Treasurer/CFO, to be the Board designee who officially receives the public records law training. RESOLUTIONS AND MOTIONS 4 JANUARY 14, 2019 RESOLUTION AUTHORIZING TRANSFER OF FUNDS WHEREAS, in order to keep the Interscholastic Athletic Fund solvent, it is necessary for the Board to transfer funds from the General Fund to the Athletic Fund. NOW, THEREFORE, BE IT RESOLVED by the Board of Education of the Akron City School District: Section I. That the Board approves the following transfer: Amount From To $75,000.00 General Fund Interscholastic Athletics 001-0000 300-3001 RESOLUTIONS AND MOTIONS 5 JANUARY 14, 2019 RESOLUTION APPROVING TRANSFER OF STUDENT ACTIVITY FUNDS WHEREAS, Monies remain in the Class of 2017 account at Kenmore High School and these funds have become obsolete with the closing of the program. These obsolete Student Activity funds will be transferred to the General Fund and then transferred from the General Fund to the Public School Support Fund at Kenmore High School; and WHEREAS, Monies remain in the Class of 2016 account at Kenmore High School and these funds have become obsolete with the closing of the program. These obsolete Student Activity funds will be transferred to the General Fund and then transferred from the General Fund to the Public School Support Fund at Kenmore High School; and WHEREAS, Monies remain in the Class of 2015 account at Kenmore High School and these funds have become obsolete with the closing of the program. These obsolete Student Activity funds will be transferred to the General Fund and then transferred from the General Fund to the Public School Support Fund at Kenmore High School; and WHEREAS, Monies remain in the Class of 2012 account at Kenmore High School and these funds have become obsolete with the closing of the program. These obsolete Student Activity funds will be transferred to the General Fund and then transferred from the General Fund to the Public School Support Fund at Kenmore High School; and NOW, THEREFORE, BE IT RESOLVED by the Board of Education of the Akron City School District: Section I.
