Shaanxi Mountain Road Safety Demonstration Project (Loan No. 3924-PRC) External Monitoring Report for Resettlement (Hanbin District) (Report No.5) Monitoring period: September 2018 to February 2019 Prepared for: Foreign Capital Utilization Center of SPTD By: Shaanxi Kexin Consultant Company August 2019 Executive Summary In February 2019, External Monitoring Unit of Hanbin District Subproject under Shaanxi Mountainous Road Safety Demonstration Project (the monitor) carried out external monitoring of Phase V in project affected area. The monitoring period was from September 2018 to February 2019. This external monitoring scope involved 3 towns and 10 administrative villages/communities that were affected by the Subproject. Hanbing Subproject is consisted of 1) G316 Hanbin section, 2) Yandong road, and 3) two village roads. By February 28, 2019, the Ankang-Xunyang Highway (G316 Hanbin Section) and Yandong Road are being implemented. The village roads have not been started yet. This monitoring survey was conducted with the well-developed global participatory monitoring method in recent years, namely, establishing the project monitoring and consulting group, and in combination with the conventional monitoring methods, including field exploration, in-home survey and dictation record, arrangement of villagers discussion, visit of related authorities, consultation and collection of statistical materials, local chronicles and statutes documents, etc. By February 28, 2019, for G316 (Hanbin Section), 1190 persons in 280 affected households have signed the agreement on relocation, in which, 90 persons in 20 households are both affected by land acquisition and house demolition. The compensation fund has been paid to the affected persons who have signed the agreement on relocation. Actual compensation standard was formulated based on the principles in RP and shall not be less than that in RP. By February 28, 2019, G316 (Hanbin Section) totally involved acquisition of collective land of 161.47mu without state-owned land. A compensation fund of CNY 7.5 million for land acquisition and ground attachments has been paid. Yandong Road only needs to compensate for young crops and ground attachments because the ownership of land occupation was not changed which was detailed in Section 2.4.4. No temporary land acquisition was involved. By February 28, 2019, G316 (Hanbin section) involved relocation buildings of 3760.43m2 accumulatively, including 2011.03m2 of Brick-concrete houses, 1407.13m2 of Brick-wood houses, 204.54m2 of Earth-wood houses and 137.73m2 of Make-shift houses. The relocation agreement has been signed with 20 households with compensation amount of CNY 4.1 million which had been paid to the affected persons totally. 19 affected households chose local settlement and one household chose resettlement in Qingshuiwan Community. So far, there are still two households who didn’t sign the demolition agreement are still in negotiation. The agreement is expected to be signed in April 2019. Yandong Road involved house demolition of 1123.2 m2 and 49 persons of 12 households were affected. Currently, two households (489 m2) signed the House Demolition Agreement and the other 10 affected households are still negotiating with Hanbin PMO. In this monitoring, there was no major adjustment in the institutional setting and personnel in the PMO of Hanbin District (HDPMO), and the work are carried out orderly. In this monitoring, HDPMO did not receive any writing or systematic complaints. According to public consultation and on-site investigation, some local residents hoped that the influence of the construction on their daily life could be reduced. The progress of LA&R, payment status, complaint and the solution status will also be monitored in next monitoring.
