1.1 Project background

With rapid development of national economy in recent years in Fuzhou City, traffic volume increased greatly. At the same time, construction of urban road network is lagging behind the traffic growth, causing traffic congestions and affecting economic growth, urban development and standard of living improvement in the city. In fact, over loaded urban main trunk roads and frequently blocks of normal traffic have become one of the important factors restricting further economic development. The construction of the World Bank Financed Nanjiangbinlu Road, the 3rd Ring Road (Phase II) and Kuiqi Bridge (hereafter referred as "Two Roads & One Bridge") that will alleviate traffic pressure in the city center, is the necessity steps to expedite the city's economic and transportation system development. The locations of the Two Roads and One Bridge are shown in Figure 2. 1-1. The construction of the Two Roads & One Bridge will play an important role in solving Fuzhou traffic issue, improving urban environmental air quality and raising the living standard for Fuzhou residents. The project will surely expedite Fuzhou's social, economic and environmental development in a harmonious and sustainable way. The project environmental impact assessment shows that adverse environmental impact will be caused in local areas during construction and operation periods. At the same time, however, the project will have great positive benefit in the control of environmental air quality and air pollution, especially in populous city center by diverting traffic away from the center and increase motor vehicle operation efficiency. As part of environmental impact assessment documents, this project Environmental Management Plan (EMP) is an important document required by the World Bank. The purpose of the EMP is to ensure implementation of environment mitigation measures put forward in the environmental impact assessment, as it is our responsibility to implement all necessary environment mitigation measures for the project to seek environment protection and reasonable benefit.

1.2 Purpose, action program and requirement of the EMP

1.2.1 Purpose

In accordance with project environmental impact assessment, traffic noise and motor vehicle emission are major environment pollution. Construction of the roads and bridge will cause change in land occupation and severance of communities, as well as temporary impacts related to construction activities only, such as dust, noise, vibration, sediment re-suspension, surface runoff, etc. The EMP will specify environment mitigation measures, institutional arrangements for environmental management, environmental supervision and monitoring during construction and operation phases. The EMP would also provide a regulatory framework from which the mitigation measures are proposed and standards to be met through mitigation and management. Finally, the EMP will provide an estimated

I budget for implementing the mitigation measures and other management actions and programs More specifically, the project EMP will have the following objectives: * It specifies the impact mitigation measures for the affected objects. The project owner, environment qualification unit and design unit performed careful site investigations and confirmation of the affected objects, and raised effective impacts mitigation measures and incorporated them into engineering design. * It provides a guiding document for environment protection. This EMP, after reviewed by the World Bank and the government, will be issued to construction supervision unit, environment supervision unit, contractors and operators in construction and operation periods as environment protection document. * It clarifies responsibilities and roles of the relevant units. It clarifies the responsibilities and roles of the relevant functional departments and management organizations, and identifies communication channel and communication ways between departments. * It identifies environment-monitoring plan for construction and operation period. In order to ensure effective implementation of environment mitigation measures and disposition in a timely manner of unexpected or gusty environment issue, this project EMP identifies environment-monitoring plan for construction and operation periods

1.2.2 Action Program and Requirement

In order to minimize the environmental impact created from this project, a total objective of environment management of this project is established with joint efforts of World Bank officials, international consultation specialists, and environment qualification unit and project construction owner. That is to keep a sustainable development of social economy and environment in Fuzhou City, improve environment quality, mitigate or compensate negative impact to the community and environment due to project construction to minimal level. The specific action and requirement are as follows: * Action: To prepare and implement EMP and environment monitoring plan; * To prepare and implement motor vehicle emission control strategy in order to mitigate impact to the environment air. * Requirement: To inspect monitoring result of monitoring factors listed in environment monitoring plan for construction and operation periods. * To implement all of the environment mitigation measures provided in the environmental impact assessment in accordance with specified procedures.

2 1.3 Regulatory and Policy Basis and Standards of EMP

1.3.1 Regulatory and Policy Basis

1.4 Responsibility and role of management organizations

Their salaries will be paid by the project construction owner. The environment protection coordinators will be responsible for the project environment management in design and construction periods. The environment management responsibilities of Fuzhou Municipal Construction and Development Corporation are as follows: * To ensure that the environment mitigation measures provided in the environmental impact statement are incorporated into engineering design. * To ensure that the construction units perform construction according to environment mitigation measures in engineering design; * To receive and reply complaints from the residents and organizations in the scope affected by the project. * To modify, adjust or add environment mitigation measures in accordance with the complaints from the residents and organizations in the scope affected by the project. Fuzhou Environment Protection Bureau: As a functional department for environment management in Fuzhou Municipality, it will provide supervision management and law, regulation and standards enforcement to the environment protection work of this project according to the laws and regulations issued by the government, Fujian Province and Fuzhou City while it guides in implementing automatic monitoring system of motor vehicle emission and automatic monitoring system of traffic noise.

2. Project description

2.1 Project name, nature and location

The World Bank financed Fuzhou urban road construction project includes Fuzhou Nanjiangbinlu Road component (partially new and partially upgrading of an existing road), Fuzhou 3rd Ring Road (Phase II) component (new construction) and Fuzhou Kuiqi Bridge Project (new construction).

The total investment for Nanjiangbinlu Road isY389.461 million. The project construction funds consist of partial financial funds and partial loan from domestic banks and the World Bank. See table 2.1-1 for the sources of the construction funds. Table 2.1-1 Project Financing for Nanjiangbinlu Road

The project scope and location: The whole content of the project is in Fuzhou urban areas. See diagram 2.1-1 for geographic location of this project.

2.2 Project content

2.2.1 Fuzhou Nanjiangbinlu Road Project

Fuzhou Nanjiangbinlu Road Project, located in the inside of the flood control bank on the south Beigang bank of Minjiang River, is the north part of the planed Nantai Island surrounding road. It starts from Lijiaocangnan Road at Sanxianzhou Minjiang River Bridge and ends at the planed Qianheng Bridge along Jiefang Bridge, Secondary Minjiang River Bridge and Third Minjiang River Bridge, with total length being 4.1km and the Qianhengnan Road being 1.12km.The total length of the two sections of the road is 5.22km, and the width of the road is planed to be 40-50m.

2002.02 2 Guangzhou Research Institute of Enviromnental Protection The Nanjiangbin Road, as the north ring road of Nantai Island Road, is the trunk road to connect the old Cangshan Area with the new Chengmen Area and important component part of Nantai Island surrounding road. It is a road along the river, integrating functions of recreation, sightseeing and traffic.

2.2.2 The 3rd Ring Road (Phase II) Project

The 3rd Ring Road (Phase II) Project, located in the south part of the island and with a total length of 12.474 km, starts from Wanbian on the west, ends at the planed south end of Kuiqi Bridge of Minjiang River along Shangqi Village, Sanbianzhou, Difengjiang, New Menqianzhou Village, Pukou Village, Qianyuan Village, Aoshan Village, north part of Fujian Provincial IT Vocational Education Institute, Duyuan Village, and connects with Fuzhou-Xiamen Road between Sanfeng Shoe Making Corporation and Futeng Industrial Zone. The width of the road is 79m. After crossing the intersection on Fuzhou-Xiamen Road, the 3rd Ring Road runs from west to east along the planed Fuzhou-Xiamen Road east end of flyover of the 3rd Ring Road and Chengmenshan, and ends at the planed south end of Kuiqi Bridge, where a three storied interconnected flyover will be built at the interjunction of the 3rd Ring Road and Fuzhou-Quanzhou Expressway.

There will be a total of 2 flyovers in the 3rd Ring Road (Phase II), of the two flyovers, the cross with Fuzhou-Xiamen Road will be an elevated separation flyover and the other cross with Fuzhou-Quanzhou expressway will be a three level interchange. There will be one large bridge in the line, 420m long and 8 medium and small-sized bridges, the total length being 316m. The 3rd Ring Road (Phase II) , running from southwest to northeast along Nantai Island, is a quick channel to connect the urban area with University City, Jinshan Community(to be constructed) and Gaishan Community. The 3rd Ring Road (Phase II) Project, located in the south part of the 3rd Ring Road, will play an important role in developing and constructing Nantai Island.

2.2.3 Kuiqi Bridge Project

The south end of Kuiqi Bridge, located in Linpu Village and south side of Shaoqi Village, connects with the 3rd Ring Road (Phase II) . After running northward along the planed 3rd Ring Road, crossing Minjiang River and arriving at the north bank of Minjiang River, the north end of Kuiqi Bridge connects with North Jiangbin Road interconnected flyover, where the Bridge ends. The main Kuiqi Bridge and its bridge approach is l.llkm long, of which the main bridge is 360m long and the bridge approaches at both sides are 750m long. On the north bank, there is a compound interconnected flyover connected Beijiangbin Road with expressway to the Airport. The sidewalk and the bicycle road are 200m long. The width of Kuiqi Bridge surface is 36.0m.

Kuiqi Bridge is the key in the planed east section of the 3rd Ring Road to cross

Guangzhou Research Institute of Environmental Protection 2002.02 3 the Minjiang River. An additional river-crossing bridge will be constructed at to downstream of Minjiang River, which will shorten the space distance from south north and facilitate traffic. At the same time, this project will connect with expressway to the Airport, which will not only shorten the Changle International Airport and the areas along the expressway to the airport, but also provide an east exit with Fuzhou City. The construction of this project will not only perfect the 3t Ring Road, but also the will push the road network construction along the 3rd Ring Road, and perfect urban road network structure.

2.2.4 General

The construction of Nanjiangbinlu Road, the 3rd Ring Road (Phase II) and Kuiqi Bridge help to land development and construction in new areas and help to push traffic constrL, -.in and lead the city development. It will play an important role in whole expediting development and construction in Cangshan Area and even the Nantai Island. It is of great significance in improving investment environment, pushing economic development and bringing into play the central role of Fuzhou City as the province capital. Therefore, the construction of the Two Roads and One Bridge in the meets the implementation need of strategy of "expanding in the east, advancing north and developing in the west". The construction of the new areas will not only enlarged urban scale, push the land development and raise the land utilization rate, but an will also expedite the reconstruction of the old urban areas, which will play dense important role in mitigation of urban land, traffic and decentralization of be population. After completion of the two Roads & One Bridge, the city scale will further enlarged and a new round of economic prompt development of Fuzhou City will surely be realized.

3. Summary of Environmental Baseline and Impact Assessment

3.1 Baseline environmental quality

3.1.1 Baseline ecological environment

(1) Current terrestrial ecological environment Along Nanjiangbinlu Road is build-up area. Changqian Road has been afforested well, where there mainly are banyan trees, and also mango trees and bauhinia variegates. Trees scattered in other places where there mainly are demolished houses. Along the 3rd Ring Road (Phase II) there are mainly orange orchards, and few farmlands and vegetable fields interspersed with banana, longan, and

2002.02 4 Guangzhou Research Institute of Environmental Protection pomegranate fields. Plantation in Aoshan Mountain (also named as Tuyuanshan Mountain) is abundant in trees, mainly consisting of acacias, masson pines and banyan trees, and interspersed with over ten camphor trees.

Along the both sides of overhead roads on South end of Kuiqi Bridge are farmlands, while there mainly are demolished houses in flyover on north end, with a few trees.

(2) Current aquatic ecological environment

Migrating fishes and crabs as well as breeding farms on lower reach of Minjiang River (including Kuiqi course)

1) Migrating fishes and crabs on lower reach of Minjiang River

(X Freshwater Eel. Impact on the eel concentrates during Nov. to Mar. of next year. In Nov. each year, adult eels migrate from freshwater to ocean to spawn and incubate the young eels, which return freshwater in Mar. of next year. According to data, around 2-3 ton eel fries are captured for each year in Minjiang River estuary.

(© Mitten Crab. Impact on the mitten crab concentrates during Nov. to Dec. and May to Jun. each year. Parent crabs begin to migrate from freshwater to ocean for propagation in Oct., mainly from Nov. to Dec, and young crabs return to freshwater after spawn and incubation, mainly form May to Jun. 2) Clam breeding farm on Kuiqi river course

Water area on the south end of the proposed Kuiqi Bridge is a natural clam breeding farm. Besides, there are 780m clam breeding farms in the area including 600 mu north of the bridge (230 m) jointly owned by Lianjiang Village, Shaoqi Village, Shishan Village and Fulian Village, and 180 mu south of the bridge site (340 mi) belongs to Zhangnan Village of Chengmen Town, Cangshan . (3) Current swamp ecological environment

On the Northwest of Kuiqi Bridge lies Puxiazhou swamp, near Xindangzhou, and close to Duimianzhou, with the shortest distance of 260 m. 1) Vegetation Community of Puxiazhou Swamp

There are mallow conmmunity and weeping willow community. Mallow community is classified as herbaceous swamp vegetation of swamp vegetation, around or near which a few associated species are, like Ludwigia, rush, Sporobolus fertilis and alligator alternanthera interspersing among it; weeping willow of the weeping willow community, classified as xylophyta swamp vegetation, is a kind of deciduous tree, most of which grow on the bank of brook and river. Green bamboo of weeping willow community on parts of Puxiazhou and Xindangzhou, distributing as belt, often cluster and

Guangzhou Research Institute of Environmental Protection 2002.02 5 form single dominating community, with height of 6-8m, chest circumference of 9-lOm, and total coverage of 80%. As the absolutely dominant specie of this community, green bamboos grow well. Around the community are associated species as alpinia zerumbet, neyraudia reynudiana, duranta repens linn, rush and eclipta prostrasta. 2) Phytoplankton and animal plankton. There are 97 species of floating algae and 79 species of animal plankton on lower reach of Minjiang River. Phytoplankton mainly consists of Skeletonema costatum, coscinodiscus Ehrenberg, meLosira granulate, synedra acus, navicula and chlorella, while animal plankton mainly consists of halteriagrandinella muller, strombomonas ensifera, nauplius of crustacean, sinocalanus dorrii, cyclops sp, brachionus urceus, and bosminopsis deitersi.

3) Dermarsal macro-invertebrate of Puxiazhou and Xindangzhou. According to sample survey on the muddy shoal wetland, dermarsal macro-invertebrates there include: corbicula fluminea, anodonta woodiana, A.fluminea, limnophila aromatica, cipangopaludina Chinese gray, sesarma(parasesarma)plicata, palaemon (exopalamon) carincauda holthuis, Japanese mitten-handed crab, and jumping shrimp, etc..

4) Wild gooses, ducks, and waders. Those planktons provide adequate baits for growth and propagation of various fishes, shrimps and seashells in the oceanic area, which serve as substantial basis for various water birds and migrators perching and seeking food in swamp of estuary on lower reach of Minjiang River. Every year, abundant wild gooses, ducks, and waders perch in Puxiazhou and Xindanagzhou. However, at present, only when flood tide and evening, snipes, wild gooses and ducks fly there to gather or seek food. Common birds here include: grebe, egret, grey heron, Chinese pond-heron, black-crowned night-heron, spot-billed duck, common teal, common greenshank and common sandpiper.

5) There are large-area corbicula fluminea breeding farm on the course on southeast of Kuiqi Bridge, with high population density. In addition, around the course lie big farmlands, marshes and sandbanks, with abundant corns and fruits. Various fishes, shrimps and seashells in water, and insects as well as their larvae provide natural baits for migrators.

3.1.2 Ambient air quality

Hourly average value of CO along Nanjiangbinlu Road, the 3rd Ring Road (Phase II) and Kuiqi Bridge maintains Class I standard, and that of NO2 still maintains Class I standard; Daily average value of PM1o maintains Class II standard, and several test value keeps up to ClassIl standard. Generally, ambient air quality of both sides along two Roads & One Bridge is good.

2002.02 6 Guangzhou Research Institute of Environmental Protection 3.1.3 Baseline acoustic environmental quality

LAeq value of Nanjiangbinlu Road at daytime is 53.8-67.8dB, up to Class IV standard of GB 3096-93 "Urban Regional Environmental Noise Standards", and the LAeqvalue at night is 41.8-48.8dB, up to Class II standard.

LAeq value of the 3rd Ring Road (Phase II) and Kuiqi Bridge at daytime is (46.0- 57.6) dB, up to Class II standard of GB 3096-93 "Urban Regional Environmental Noise Standards", and the LAeq value at night is (42.1-43.2) dB, up to Class I standard of GB 3096-93 "Urban Regional Environmental Noise Standards".

3.1.4 Baseline water environmental quality

Kuiqi Bridge spans over Kuiqi course of Minjiang River. According to Class III standard, the pollution index of Kuiqi Section is 0.32-0.8, whose water quality keeps up to Class III Standard. According to Class II standard, the pollution index of Aofengzhou Section is 0.14-0.68, whose water quality keeps up to Class II Standard. It has proved that water quality of Aofengzhou-Kuiqi course of Minjiang River Beigang is good now.

Nanjiangbinlu Road and the 3rd Ring Road (Phase II) respectively spans over 7 and 4 freshwaters. Water quality of freshwaters where Nanjiangbinlu Road spans are poor, all of which are inferior Class V water body. Water quality of freshwaters where the 3rd Ring Road (Phase II) span are Class IV-V standard, some of which are inferior Class V water body. Except PH index, all other assessment factors exceed Class IV water quality standard. The total freshwater water environment has been polluted badly.

3.1.5 Basline environmental vibration

According to current surveillant result, environmental vibration VL,lo Value of spots whose current situation is interfered by traffic vibration is 50.2-67.3dB at daytime and 57.0-67.5dB at night, up to standard of both sides of artery traffic in 10070-88 "Urban Regional Environmental Vibration Standards". Environmental vibration VL,1o Value of spots whose current situation has not been inferred by.traffic vibration is 48.5-63.8dB at daytime and 48.0-59.3dB at night, up to standard for dilution zone and commercial center.

3.1.6 Baseline sunshine

According to assessment result of present sunshine, all sensitive structures of this project is free from sunshine impact of structures on opposite side.

Nanjiangbinlu Road is along the north bank of Nantai Island. Present Cangqian Road

GuangzhouResearch Institute of Environmental Protection 2002.027 and planned reserved road connecting with river are broad. Sunshine hours of 1 " floor window in day of winter solstice are over 3h, with good sunshine condition. The 3rd Ring Road (Phase II) and Kuiqi Bridge are situated on outskirts, with outstanding sunshine condition.

3.1.7 Baseline cultural relics

Along Nanjiangbinlu Roadm there are Anlan Chamber of Commerce and Fanchuanpu Catholic Church in Jian'an District. Along the proposed 3rd Ring Road (Phase II) alignment, there are 5 cultural protection units, i.e.,. Yan Fu's Fomer Residence and Pushan Temple of Gaishan Town, Lingshan Temple of Luozhou Town, Lianjiang School and Temporary Imperial Palace for Emperor of Song Dynasty. On the northwest of overhead roads on the south end of Kuiqi Bridge are 2 district cultural relic protection units, viz. Linpu Emplacement and Linpu Stone Tower.

3.2 Impacts of the Construction Phase

3.2.1 Summary of environmental impact during construction period

During the construction period, demolition and resettlement of expropriated land, surface excavation, pipe-laying, material transportation and road construction will perform effect on urban ambient air, sound environment, water environment, traffic, safety, communities and people's life. Based on features of environmental impact during construction period, necessary mitigation measures must be adopted to reduce or eliminate negative impact.

3.2.2 Impact on ecology during construction period

a. Impact of land occupation on agricultural production

2332.43 mu lands have been expropriated for Two Roads & One Bridge. Deducting forests and unused spaces, agricultural lands cover 1785.36mu, including 192.38 mu vegetable fields, 1188.57mu orchard, 59.84 mu tilths, and 23.35mu pounds, among which the 3rd Ring Road (Phase II) covers the most farmlands and orchards. It can be concluded that Two Roads & One Bridge will somehow impact the local agricultural economy along the line. However, the whole Nantai Island has been planned as new downtown, and the agricultural lands will turn to be urban lands, which reduced the impact on agricultural economy. b. Impact on vegetation According to current situation survey, among 105.29 mu forest occupied by the 3rd Ring Road (Phase II), Aoshan Mountain (also named as Duyuanshan

8 Guangzhou Research Institute of Environmental Protection 2002.02 Mountain) is primary, whose main tree species are acacia, masson pines, and banyan trees. In addition, over ten camphor trees scattered there.

During construction period, camphor tree, if any, must be moved in time without any injury. Construction of green belts along both sides of the road can reduce some loss of vegetation. c. Impact on aquatic ecological environment

During bridge construction period, suspending matters in water will somewhat impact aquatic biology above for certain period. Corresponding measures will be adopted: during construction period, in process of digging bridge abutment foundation, slurry must be filtrated and precipitated, in order to decrease suspending matters in water, and protect surviving environment of fish.

3.2.3 Impact on water environment during construction period

Impact on Beigang river course during Kuiqi Bridge construction period: production wastewater of construction area is discharged after precipitation and oil separation, which perform a little impact on water environment of Beigang. SS performs slight impact on water environment of Beigang. However, petroleum somewhat will impact area near outlet, and water on lower reach, 130m away from outlet can meet Water Quality Standard for Fishery. Construction wastewater of bridge foundation has large impact on SS of water environment. However, pile foundation construction will pump the slurry to shore where it is settled in a holding tank before discharged to the river. The impact of pile foundation construction wastewater on water environment is therefore limited and temporary.

Impact of Nanjiangbinlu Road, the 3rd Ring Road (Phase II) during construction period: Direct discharge without any treatment of construction wastewater, including slurry produced by excavation and drill, cooling water and wash water produced by operation of mechanical equipments, oil water produced in operation and repair of construction machinery, will impact the receiving water body. Nanjiangbinlu Road construction is carried out in flood-proof bank, and constructors' life wastewater will discharged by urban sewers and life garbage will be collected and treated by environmental sanitation station, like local citizen. Construction of the 3rd Ring Road (Phase II) is also carried out in flood-proof bank, but there is not urban sewer in most of road course along the line, pollution by life wastewater and garbage must be prevented.

3.3.1 Impact on ambient air during operation period

1) CO density distribution on both sides of road: In each forecast characteristic on year, under common and disadvantageous weather conditions, impact CO density on both sides of road of each course Nanjiangbinlu Road, the 3rd Ring Road (Phase II) and Kuiqi Bridge is too little to exceed Class II Standard of Ambient Air Quality. except characteristic year of 2020, 2) NO2, under common weather condition, can meet Class II Standard of NO2 density along Two Roads & One Bridge Ambient Air Quality in Functional Zone. Under disadvantageous weather condition, NOx in emissiones of motor vehicle has large impact on ambient air along the roads. Especially in 2020, increase of traffic volume and which pollutants will perform obvious impact on NO2 along the roads, among Nanjiangbinlu Road can still keep Class II Standard of Ambient Air Quality, away from the 3rd Ring Road and NO2 pollutants density in area within 50m (Phase II) and Kuiqi Bridge is too high to keep Class II Standard of Ambient Air Quality. However, the pollution is not serious generally.

3.3.2 Noise impact during operation period

Nanjiangbinlu Road

along the After Nanjiangbilu road is opened to traffic, the eight sensitive receptors day time road are expected to exceed the applicable Class 2 standards (60 dB(A) for increase and 50 dB(A) for night) in all three predicting years. The exceedance will night, the with time from 3-11 dB(A) for day time in 2006 to 5-14 dB(A) in 2020. At there exceedance will be from 8-17 d(A) in 2006 to 10-21 dB(A) in 2020. Apparently The EA has will be significant noise impact to sensitive receptors along the road. a total of identified 722 households, one school and one church along this road, with affected people of about 3200. Mitigation will be taken to minimize the impacts.

Third Ring Road Phase II

along the After Third Ring Road Phase II is opened to traffic, all sensitive receptors day time road are expected to exceed the applicable Class 2 standards (60 dB(A) for increase and 50 dB(A) for night) in the two predicting years. The exceedance will night, the with time from 2-12 dB(A) for day time in 2010 to 4-14 dB(A) in 2020. At also be exceedance will be from 6-16 d(A) in 2006 to 8-18dB(A) in 2020. There will significant noise impact to sensitive receptors along this road. The EA has identified

2002.02 10 Guangzhou Research Institute of Environmental Protection 394 households and one school along this road, with a total of affected people of about 2500. Mitigation will be taken to minimize the impacts.

Kuiqi Bridge

After bridge is opened to traffic, the sensitive receptors at the both ends of the bridge are expected to exceed the applicable Class 2 standards (60 dB(A) for day time and 50 dB(A) for night) in the two predicting years. The exceedance at the south end will be modest, from 0-2 dB(A) for day time in 2010 to 0-4 dB(A) in 2020. At night, the exceedance will be from 2-7 d(A) in 2010 to 4-9 dB(A) in 2020. The impact is more significant however, at the north end. The exceedance rate is expected to be 5-16 dB(A) in 2010 in day time and 7-19 dB(A) in 2020. At night, the exceedance will be 10-22 dB(A) in 2010 and 12-24 dB(A) in 2020. At the north end where significant impact is expected, there are 219 households one school and one kindergarten, which will be the target for mitigation.

3.3.3 Impact on water environment during operation period

The forecast shows that owing to mild pollution of river by non-point Source Pollution formed during operation period, low density of CODcr, petroleum, and SS in rain on the surface of Kuiqi Bridge, and large flux in Beigang Kuiqi course of Minjiang River, rain on the surface of bridge has a little impact on water quality of Minjiang River.

Only the accident of vehicle transporting dangerous goods can resulted in obvious water pollution. Experience has demonstrated that the ratio of water pollution induced by accident on bridge is low. However, corresponding measures should be adopted to prevent any possibility of pollution. Runoff (rain) on the bridge surface should be channeled into dike to discharge in design and construction instead of being drained away directly to river under bridge. In addition, buffer pool should be established in outlet, namely both ends of Kuiqi Bridge, into which the pollutants can be channeled to be treated in case of leakage.

3.3.4 Impact of two Roads & One Bridge construction on cultural relics

There are 9 cultural relics on both sides along Nanjiangbinlu Road, the 3rd Ring Road (Phase II) and Kuiqi Bridge. According to analysis, Nanjiangbinlu Road construction performs the largest impact on Fanchuanpu Catholic Church, and little or non impact on other 8 cultural relics.

3.3.5 Impact on sunshine

Nanjiangbinlu Road is ground level road, and there are only several hundreds of overhead roads on the 3rd Ring Road (Phase II) and Kuiqi Bridge, which are built on

Guangzhou Research Institute of Environmental Protection 2002.02 11 and farmlands and demolished factory. It will not impact sunshine of residents sensitive structure of the project.

4. Impact Mitigation Measures

In order to mitigate the environmental and social impacts brought by the construction and operation of Nanjiangbinlu Road, the 3rd Ring Road (Phase II) and Kuiqi Bridge in Project, a series mitigation measures have been proposed and planned to be taken the design, construction and operation phases. These mitigation measures involve analysis and selection of alternatives, protection of impacted areas and sensitive in central receptors and long term measure, such as traffic control, traffic restriction commercial district, pollution control program of motor vehicles and reasonable layout of city planning and so on. Kuiqi The construction of Nanjiangbinlu Road, the 3rd Ring Road (Phase II) and Order on Bridge project in Fuzhou will follow and execute the No.253 Administrative issued Management Regulation of Environmental Protection of Construction Project by the State Council to ensure that the implementation of the environmental part protection of the project will be designed, constructed and run with the principal of a project at the same time. the In order to prevent the negative impact of the project upon the environment, and following concrete actions will be adopted in all phases of the implementation running of the project. factors will In the item selection and design phase, all kinds of potential influencing upon the be fully analyzed and the measures that can mitigate the affection environment will be taken into account maximally. will be In the construction phase of the project, the environment mitigation measures influence adopted for the projected affected units and individuals to mitigate the noise of sound upon the spots where the environment is sensitive, such as the setting up barrier and sound proof window and so on. into In the operation phase of the project, a long term action plan will be brought effect to improve the environmental quality in the city, such as traffic control, traffic control restriction in central city zone, implementation of motor vehicle emission strategy, and reasonable layout of city planning and so on. These This chapter describes the proposed mitigation measures in different phases. agencies measures have been reviewed by the government and project implementation (lAs), who have committed to implementing the proposed actions and measures outlined in the EMP.

2002.02 12 Guangzhou Research Institute of Environmental Protection 4.1 Design phase of the project

4.1.1 Site/Alignment Selection

The site/alignment of the Two Roads and One Bridge will be determined according to multiple schemes of the analysis and comparison of the engineering and environmental impact.

(1) Nanjiangbinlu Road project The road will start from West Changqian Road, stretch along the northem embankment line of Nantai Island, horizontally cross Jiefang Bridge, downwards cross Minjiang Bridge and Aofengzhou Bridge on Liuyi Road, depart the old coastline to Jiangbianzhou, Xindangzhou and Puxiazhou along Minjiang River, then continually stretch along the new embankment line, cross the planned Gushan Bridge and terminate at the bridge site of the planned Kuiqi Bridge. The total length will be 9km. The Puxiazhou Wetland, through which the road would pass, not only acts as a natural water-storage reservoir, but also produce important effect upon adjusting the runoff of Minjiang River, mitigating the flood peak, adjusting the temperature and humidity of the air in the city zone, detaining and degrading the pollutant from the upstream of Minjiang River and so on. As the main zoology passage and wetland chain from the coast to inland in Fujian province, this wetland protects the biological diversity, provides necessary growing environment for all kinds of hydrophytes and hygrophytes, and provides breeding places, food-looking-for places and habitats for all kinds of animals. It especially acts as an important stage on the migration route for the migratory birds in the Asia-Pacific region and the wintering places for all kinds of water birds and wading birds. In these aspects, the play of this wetland is non-replaceable. If Nanjiangbinlu Road passes through, it would be unavoidable for Puxiazhou Wetland to be damaged and nonreversible impact would be brought about upon the wetland.

Therefore, Nanjiangbinlu Road will change its route to pass through Qianhengnan Road. According to the new scheme, the road will start from West Cangqian Road, stretch along the northem embankrment line of Nantai Island, horizontally cross Jiefang Bridge, downwards cross Minjiang Bridge and Aofengzhou Bridge on Liuyi Road, then tum southwards at Fuhou NO.1 Paper Mill and continue its stretching to the planned Qianhengnan Road. The total length will be 5.22km. the change of the route makes the road avoid pass through the wetland and it is the best scheme for wetland protection.

(2) The 3rdRing Road (Phase II) project and Kuiqi Bridge project The changed new scheme has moved back from the original one and some adjustment has been made to mitigate the impact upon the sensitive points, such as Pushan Temple, old banyans in Wufeng Village and Fujian Vocational Technology Institute of

Guangzhou Research Institute of Environmental Protection 2002.02 13 Information and so on.

At Pushan Temple, the designed original route would pass its gate and it would be necessary to remove the gate and the stairs before it. Now, after the road becomes narrow, the boundary line of the taken over land will be 8m away from Pushan Temple and the non-motorized vehicle lane will be 12m away from it. Pushan Temple will be reserved. At Fujian Vocational Technology Institute of Information, the designed original route would make it necessary to remove three employee lodging houses to make the library exposed at the side of the road to badly affect the leaming environment of the students in the institute. Now, after becoming narrow, the road will pass the edge of the institute and only some playground and equipment houses will be removed. The road will be 3m away from the employee lodging houses. Compared with the original route, the new one's impact has been mitigated to a certain extent.

The upward removal of the bridge site of Kuiqi Bridge will meet the shipping requirement of the water, channel.

4.1.2 Noise Mitigation

4.1.2.1 Rational layout of the road structure and selection of materials

1) In order to reduce the impact of the noise from road traffic, porous surface materials will be used to replace conventional concrete pavement and bituminous pavement and enough smoothness of the road pavement will be ensured, too. According to the test result issued by Hong Kong, such sound absorption pavement will make the noise exposing level of single vehicle reduced 5dB(A). Therefore, sound absorption pavement will be laid in sensitive areas.

2) The seamless expansion joint and large displacement multi-span continuous structure will be adopted to reduce the number of the expansion joints to accordingly reduce the noise produced by the vehicle when it bounces.

3) Flexible abutment (such as plate type rubber abutment and spherical cap type rubber abutment) damping structure will be adopted to reduce the noise.

4.1.2.2 Design of noise barrier

The position, pattem selection and material selection of the noise barrier (the sound isolation materials to be used in the sound barrier in Fanchuanpu Catholic Cathedral Section and there being no sound barrier in other sections) and actual height of the sound barrier will be comprehensively considered according to the condition of the buildings along the road, noise beyond the standard, road structure, anti-wind, anti-corrosion, security, urban landscape and other factors. Basically, the noise barrier will be 100 m long and 2 m high on the church side only. It will be necessary for the detailed work in these aspects to be studied and designed exclusively. As the church is a highly sensitive structure with high religious and cultural value, the construction of road particularly the noise barrier would have a visual impact to the church. Special

Guangzhou Research Institute of Environmental Protection 2002.02 14 measures will be taken to mitigate the visual impacts such as artistic design of and arts on the noise barriers, special landscape, and other site designs. To further protect the acoustic environment inside the church for church services, additional provisions for window upgrading for the main church building will also be provided.

Another area to be protected by noise barrier will be at the interchange off the north end of Kuiqi bridge. The interchange has high noise impacts affecting 219 households. Among all the impacted areas, the noise levels are the highest at this location. 220 m of noise barrier at 3 m high is proposed to be erected here to mitigate the noise.

For the kindergarten and the primary school near Kuiqi bridge, a relocation plan has been included in the project RAP and the new locations will be impacted by the noise from project.

4.1.2.3 Protection of the buildings and sensitive targets along the road

Double glazed windows will be installed at the most sensitive receptors where the most stringent Class I standards will apply, i.e., Yinghua English school along the Nanjiangbinlu road and Provincial Information College at the 3rd Ring Road Phase II. For residential buildings where Class II standards will apply, most are included in the plan for redevelopment and residents will be relocated following the development of the roads, according to the city's master plan. The only measure for these modestly sensitive receptors will be low noise asphalt. (3) Protective design at the sound impacted places

It will not be appropriate for the first row of buildings along the new road to be used as classrooms, sickrooms and nursery schools for their high requirement upon acoustic environment. However, these buildings can be used as commercial buildings and sky parking. The general planning of Fuzhou has already taken these measures into account and Fuzhou Planning Bureau will supervise the implementation of these measures.

The first row of the buildings along the road and the noise sensitive buildings, which will be severely impacted by the traffic noise, will be provided with double glass to protect the quietness needed indoor activities.

According to the physical conditions in Fuzhou and in order to reduce the potential noise impact and develop practical noise mitigation measures, the joint investigation team formed by Project Office, Environment Impact Assessment team and Design team has already made field investigation at the environment sensitive points relating to the construction of the project, and discussed with the impacted communities of the noise mitigation measures proposed in environmental impact report. All parties have already arrived at an agreement to the noise mitigation measures, which is to install noise isolation windows at the most sensitive receptors (schools and church).

On this basis, specific proposals and design have been made to install noise isolation windows at the directly impacted buildings at Yinghua English School, Fanchuanpu catholic church and Fujian Information Collection. The most significantly impacted

Guangzhou Research Institute of Environmental Protection 2002.02 15 area at the only project interchange north of the Kuiqi bridge which also is expected to have the highest noise levels, will be protected by noise barrier as described above. be The Kuiqi primary school and kindergarten near Kuiqi bridge interchange will relocated and the relocation has been included in the project Resettlement Action Plan (RAP). The new school will be constructed prior to the dismantling so that there will be no disruption of school classes.

4.1.3 Vibration

1) Both sides of over-bridges and flyovers will adopt large displacement expansion joints, buried style expansion devices (seamless expansion joints), big tonnage base form rubber abutment, and spherical cap type rubber abutment to reduce the traffic vibration of the road. 2) The condition and the smoothness of the road surface greatly affect the traffic vibration. Therefore, when making the design, high-grade materials (i.e. imported perfect asphalt) will be used to be the road surface materials and the smoothness of the road surface will be reasonably controlled. If the smoothness of the road is reduced Imm, the vibration value can be reduced 4dB. So, the smoothness of the

3) The function of the land among the road should be rationally planned and laid out. It is not appropriate for the vibration sensitive buildings to be built within the areas 40m away from both sides of the road. This measure has already been introduced into the general plan of Fuzhou and Fuzhou Planning Bureau will supervise the implementation.

The potential impact of vibration to the Fanchuanpu Catholic Church is a major concern and mitigation measures are needed to ensure church safety and impacts of the vibration is minimized. The main church building will be strengthened structurally to mitigate the impact of vibration and to ensure the safety of the buildings and people. The approach to the building strerigthening is to maintain the original architectural style, structural integrity, appearance particularly the outer appearance of the building and "repair the old building to look old".

On the basis of a detailed site investigation and structural analysis of the building and with the considerations of the potential vibration during project construction and operation, Fuzhou Building Science Research Institute has developed a strengthening and reinforcement plan. The plan consists of the following elements for structural strengthening:

For bricklaying and stonelaying structure, in order to maintain the architectural style of the church building, the strengthening will be made at the interior walls. Reinforced concrete strengthening walls will be built inside walls but as in bricklaying style to ensure the consistency with the style. Some structural elements will be supported by steel beams. The exterior walls will be treated for weathering proof, and cracked walls will be perfused with concrete to prevent extension of the cracks. The cracks on the walls suggested uneven settlement of the building. Foundation will therefore need to be strengthened by increased the foundation areas. The roof structure will be calculated for its safe loads. If the result of the calculation proves the need, the roof will be reinforced by increased cross-sectional areas or other methods For wood structure and elements, all cracks will be perfused and steel joints reinforced. For stone windows, structural glues will be used to strengthen their integrity New structural supporting columns will be added to the building to increase its ability to resist vibration or earthquakes. Concrete column top joints will be further reinforced.

The above is the preliminary church building strengthening and reinforcement plan. Further structure study and evaluation is needed to confirm the above plan and this

Guangzhou Research Institute of Environmental Protection 2002.02 17 study will be conducted prior to the start of the plan implementation. The estimated costs for the above plan, as well as further expert evaluation and design will be about RMB1.23 million

4.1.4 Air quality

When making the design, the over-road will not be constructed or be constructed in small amounts to be good for the motor vehicle emission to diffuse. In order to be convenient for the emission to diffuse, the distance between buildings along the road will be gradually increased. In order to be convenient for motor vehicle emission to diffuse, the high-rise buildings constructed in the future will be controlled to be 20m away from the boundary line of the road.

4.1.5 Sunlight

Nanjiangbinlu Road will be a ground road and the engineering of the 3rd Ring Road (Phase II) will be mainly constructed on the ground, so only the flyover at the north end of Kuiqi Bridge will impact the sunlight. The boundary line of over-section of the road will be determined according to such a design principle that the interference with the sunlight will be maximally controlled and the distance between the boundary line and the neighboring sunlight sensitive building will be controlled at 5m. Fuzhou Planning Bureau will supervise this measure during the city planning and the development and construction along the over-section of the road.

4.1.6 Land acquisition, demolition and resettlement

It has already become the important guiding ideology of the decision-making department of the project to minimize the land takeover, demolition and resettlement when newly building, rebuilding and expanding the road, selecting the site for bus station and making the design.

4.1.7 Cultural Relic Protection Plan

The church administration/dormitory building is a brick and wood structure with stone basement and wood floor. Basically the building is in good shape and structurally according to expert observation sound although over a nearly hundred years, some elements such as wooden windows and floors have been rotten, damaged or lost. According to detailed site survey, investigation and structure studies by historical building and structural experts from Fuzhou Building Design Institute, it has been decided to dismantle and rebuild the building at the neighboring shipyard which is to return to the church..

2002.02 18 Guangzhou Research Institute of Environmental Protection Based on relevant regulations, technical guidelines and site investigations and measurements, Fuzhou Building Design Institute has developed a detailed moving and rebuilding plan for the administration/dormitory building. The main steps of this plan is described briefly as follows:

A full scaffolding will be erected to ensure careful and step by step dismantling * Before scaffolding, the contractor will conduct a detailed and thorough investigation of the building, structure, elements and other building features * Before scaffolding erection, all structure and building elements will be numbered and marked on drawings The dismantling will start from the top and work downward. Each step of dismantling and every elements dismantled will be recorded as structure, size, position, level of damages, particularly the joints All dismantled elements will be carefully and safety moved to re-construction site, segregated and stored orderly Dismantled bricks and tiles will be cleaned, stored orderly. If any replacement is needed because of the unusable and damaged bricks, these new bricks will be placed inside and places that are not visible. The dismantling and re-construction contractors will be carefully selected and trained. For wooden and other structural and building elements, if damaged, efforts will be given to repair or duplicate them according to Historical Building Wood Structure Maintenance and Strengthening Technical Guidelines (GBSO16I). The base panel at the roof appears to be totally rotten and beyond repair and thus will be replaced with 350x1 IOx15 sheet panels Roof re-construction will follow the exactly the same style of the existing structure All structures and framework will be reconstructed in the same way as the existing structure. In the places where identical re-construction cannot be achieved or re-construction in the same style is very difficult or not safe, the designers will be called in to determine the alternative construction methods with the objective to maintain the same architectural style toe the maximum extent possible. * The reconstructed administration/dormitory building will finally be painted with the paints which can best reflect the original and historical flavor.

4.1.8 Summary of environmental mitigation measures during deign phase

The environmental mitigation measures adopted during the engineering design phase and the concrete implementation organizations will be collected in table 4. 1-1.

4.2 Construction phase

The construction of this project will have influences on the acoustic environment, vibration environment, ambient air, water environment, vegetation, community, traffic, municipal facilities and cultural and historical sites and so on. Although most of the influences are instant and recoverable, thorough attention must be paid to the estimation on environmental impacts. The responsibilities of the contractor to protect the environment will be taken into the Project Bidding Document to ensure that they can understand their responsibilities thoroughly.

4.2.1 Acoustic environment

Although the noise produced during construction is inevitable, the impact from the noise on the environment around it can be mitigated to a certain extent. The contractor must comply with the Notice on Preventing Environmental Noise Pollution at Urban Construction Sites, issued by the People's Government of Fuzhou and ensure the noise at the construction site meet the requirements of GB12523-90 Limit Values of Noise at Construction Site.

General Mitigation Measures

Alternatively, temporary noise barriers at the side near sensitive receptors will be built. For earthwork, contractors will arrange multiple excavators and trucks to work at the same time, and thus shorten the impact time. * Full time supervision staff will be retained by the PMO to supervise construction activities, particularly night time construction. Hand held noise meters will be used to measure noise levels at sensitive receptors such as hospital wards and residential buildings during the night construction periods. * With the close supervision of the PMO, the contractors will be requested to place a designated person for night time traffic management for construction vehicles. If necessary, proper training and instruction from traffic police will be provided to minimize night time traffic congestion and hooting. * At each construction site where night time construction will be carried out, a public notice board will be put on display in a highly visible place. On this board, telephone number and contact number will be shown for the public to vent their concerns and complaints about the night time construction. All such complaints will be recorded, and investigated as needed, and then appropriate actions will be taken to address the concerns and complaints. * The concrete structures for interchanges, bridges, etc. will be pre-fabricated in factories to the extent possible. Site concrete pouring for these elements will be minimized in order to reduce noise levels from these activities. As concrete pouring often requires continued operation, avoidance of site pouring is also an effective method to reduce the need for night time construction activities.

Night lime Construction Noise Mitigation

As night time construction would result in particularly significant impacts to residents and other sensitive receptors, besides the above mitigation measures, the following special measures will be taken during the construction phase:

* Urban residents and villages living within the potentially impacted areas will be noticed ahead of time for the length and noise intensity of the proposed night time construction. Information on why the night construction is necessary and mitigation measures to be taken will be provided to these urban and rural residents to obtain their understanding. These residents will be consulted for their concerns, difficulties, and suggestions for noise control

Guangzhou Research Institute of Environmental Protection 2002.02 23 prior to the commencement of night time construction. These concerns will be responded and suggestions adopted where appropriate. Night time construction will be arranged in such a way to avoid school exam time (about one week in the summer) in the urban area and harvest time (about half month each in the summer and fall) in the rural area. These are particularly sensitive time when students need the good night sleep in preparation for exams and farmers for the heavy farming activities in the field. be * Concreted mixer, power generated and other stationary equipment will carefully placed to be far away from residential areas and villages to ensure no noise impacts from these machines. Where possible, municipal power supply will be utilized in construction including night time construction as diesel generators are extremely noise and avoiding using them is the best mitigation. * Equipment with lower noise levels will be used for concrete pouring operations, which may require 24 hours non-stop operation; * Temporary noise barriers at the appropriate places may be erected to reduce the noise impacts at the night time. These areas may include noisy stationery construction machines and/or areas with sensitive receptors. * If necessary, the contractor will arrange temporary accommodation away from the impacted area for the extremely vulnerable people who need good night time rest, such as persons with illness and elderly, * Notice boards will be erected at all construction sites providing information about the project, as well as contact information about the site managers, enviroilmental staff, telephone number and other contact information so that any affected people can have the channel to voice their concerns and suggestions, and the * Close supervision personnel from the PMO will be assigned to construction sites during the period of night time construction to ensure that the above measures are taken and to respond to any un-anticipated impacts by necessary mitigation measures.

All these mitigation measures will be included in the project Environmental the Management Plan (EMP) which is a stand alone document used during construction phase to enforce and supervise the implementation of the proposed be mitigation measures. And all which require the actions of the contractors will included in the bid documents and later the contracts to ensure that these mitigation measures and actions will become contractual obligations for the contractors which can be enforced by the PMO and the environmental monitoring team.

4.2.2 Ambient air

to The Contractor will take charge of performing the following mitigation measures prevent the dust pollution.

2002.02 24 Guangzhou Research Institute of Environmental Protection * According to the requirements of the People's Government of Fuzhou City, the Contractor must use protection materials to prevent the flying dust in removing the buildings and constructing road and buildings.

* Appoint a worker in charge of water spraying on each construction contract section to take charge of spraying the construction sites and the construction passages. The spraying frequency will be determined according to the weather. In common weather, spraying will be carried out four times a day, namely in the morning (7:30-8:30), at noon (12:00-13:00) and in the evening (17:30-19:00) as well as at peak hour.

* The vehicles transporting cement, construction materials and construction rubbish will be covered with tarpaulin to reduce falling; Washing the carriage and the tires with water before the vehicles go out of the loading or unloading sites; the truck will avoid passing through the central area of the city and try to avoid the residential area as well as the sensitive points. * Appoint one full-time managerial person of environment protection for each construction contract section, whose responsibilities are to guide and manage the disposal, transport and storage of waste from the project, construction rubbish and construction materials, recover and harden the sites, clear the mud, waste materials on the road in construction site as well as the mud on the tires to prevent the secondary flying of the dust. * According to the investigation on the PMIO density change around the construction site, the material factory, mixing station and other temporary materials factories during construction must be more than over 50m away from the resident areas and environmental sensitive points. * During construction, the Fuzhou Urban Traffic Management Bureau will do well in traffic control in urban area. According to the construction plan, set warning signs at the entrance to the city to remind the vehicles of traveling from the external roads around the city. Do well in traffic control on external roads to ensure the unblocking of the roads and prevent the traffic congestion so as to reduce the impacts from the vehicle emission upon the ambient air. * If the vehicles are blocked due to the road construction in the urban area, the traffic management department will set up the instant vehicle traveling management method, for example, regulating the traveling route for the taxi with odd and even dates, prohibiting the passing of motor vehicles and setting one-way lane and so on.

4.2.3 Water environment

4.2.4 Recovery of vegetation

4.2.6 Traffic

During construction, the traffic flow on the neighboring or related sections will increase and the vehicles will be crowded and the traveling speed will become slow due to that of the construction sections or prohibiting the traveling of the vehicle, as a result, the traffic congestion will become an issue affecting the communities. The Nanjiangbinlu road component will be partially expansion and upgrading of existing road. This a busy road and the primary access to the local community. Mitigation of Vibration Impact to Main Church Building

Mitigation measures for other cultural relics

Anther potentially impacted cultural relics site is the Pushan Temple. 4.2.10 Chance-Find Procedures

To minimize adverse impacts or damages to these chance finds, the following procedures have been proposed and will be incorporated

* Workers and site management are responsible to take necessary measures to protect the chance finds from damages by construction related or other activities such as sliding, flooding, damages by machinery, access by others, stolen, etc.

* Contractors will notice the PMO, project owner and cultural relics authority immediately.

* Site investigation by professional archaeologists may be conducted to determine the nature, value, conditions, areas of the find, etc. On this basis, the professional team will recommend on next steps as to preserve the site or not.

* Construction may only resume following the reports of the professional investigation and approval of the cultural relics authority.

* If the site is of high value and site preservation is recommended by the professionals and requested by the cultural relics authority, the project owner will need to make necessary design changes to accommodate the request and preserve the site.

* All contractors and construction supervision companies will be trained by the professional before the construction starts to understand the procedures and the basics on how to recognize a potential archaeological chance find.

4.2.11 Contractor Management

It is recognized that contractors working on the project will be a key in environmental management, pollution control and impact mitigation during construction. A number of measures will be taken to ensure that the contractors will be aware of their responsibilities and obligations in environmental protection. These measures include * All contractors and construction supervision will be required to participate in a mandatory environmental training program prior to the start of construction onsite. * The above mitigation measures will be, where appropriate, included in the tendering documents for contractors and eventually in the construction contracts so that they will be the contractual requirements for contractors working on the project. * Contractors will be requested to monitor their environmental activities and provide a dairy on environmental performance on a daily or weekly basis. These environmental staff will be trained by the training program first to be qualified for their job. No contracts will be deemed effective and started prior to completion of the environmental training. * The contractors will be requested to communicate and consult the communities where they work. An eye-catching public notice board will be erected in each road section to notice the public of the main construction activities at this particular site and construction duration. At the same time, the board will provide contact names and telephone numbers to the public to express their concerns and complaints about the construction activities.

An environmental requirement for bidders, which may be included in the bid documents, is presented in Appendix I.

4.2.12 Summary of construction phase

4.3 Operation phase

4.3.1 Noise control and acoustic environment improvement

If the condition of the road surface remains the same, the vibration level ascents with the increase ratio of the vehicle type (especially the ratio of large and mediate vehicles), and with the increase of traveling speed. If the road surface is more deeply damaged and the ratio of vehicle type (especially the proportion of large and mediate vehicles) and traveling speed increases, the vibration level at both sides of the road will also largely increase.

To prevent and reduce the impacts on the vibration environment at both sides of the road during the operation and to make it be in accordance with the requirement of GBI0070-88 Environmental Vibration Standards of Urban Area, we must take the corresponding measures of traffic management.

The department of traffic police is in charge of establishing the urban road and traffic control system, for example, it rigidly limits the overload traveling on the vibration-sensitive road at night and prohibits high speed traveling in the urban area especially the heavy and mediate vehicle.

4.3.3 Ambient air

As indicated in the EIA of this project, the air quality will become worse along the project roads. Even the improvement in air quality on a city aisle basis will be offset over time as motor vehicle traffic increases and traffic speed decreases. Therefore, in order to sustain the improvement of air quality in Fuzhou City, the project will make a certain investment for motor vehicle emission control.

This project will protect the trees and green belts along the both sides of the road reconstructed and expanded to the utmost, as well as plant trees and grass by the two sides of the newly built road according to different structures of the roads. Maintain the rainwater pipelines on Kuiqi Bridge surface to prevent the runoff from discharging down into the river; manage the buffer pools built on the both sides of Kuiqi Bridge so that the possible leaking contaminant will be led into the pools and be disposed.

Further improve the layout of drain pipeline all over the city, enforce the management on the sewage disposal equipment in the public transit terminals and head and end bus depots to make the discharge of sewage up to the standards.

As discussed in the EA report, migratory fish and aquaculture sites in Minjiang river near Kuiqi bridge may be impacted by the bridge construction and to a lesser extent, operation. However, according the fish bureau, although the impact can be considered modest, the exact extent of the impacts will require very detailed and long term studies. Based on detailed consultation with the fisheries experts at the fish bureau, mitigation of introducing fish fry or juvenile fish down stream from the bridge on the migrating routes to ensure any impact by the bridge to the migratory fish will be compensated. The introduction will be done on the yearly basis at the fish spawning and

4.3.7 Waste Management

The operation of the project (road and bridge operation) would contribute to the increase in waste generation in the city. For example, the increased use of motor vehicles would result in increased waste batteries, tires, as well as air emissions. Control and minimization of these waste and not mitigation of impacts brought by the waste generation are a city wide issue. They are exclusively related to the projects as the motor vehicles will not only operate on the project roads and bridge but other parts of the city as well.

As part of the project impact mitigation measures, the project will include a technical assistance for sector wide and strategic environmental impact assessment for urban transportation sector. Among the issues to be covered by this environmental assessment will be the citywide policies on waste minimization and impact control. Although details will be developed during this strategic EA, some of the general considerations for waste impact mitigation include: * Recycling programs will be set up for both waste tires and batteries from motor vehicles. * There will organizations set up for collection, recycling, storage, and reuse of these waste; * Any residual or un-recycled parts from these waste will be disposed of in safe manners. In particular, batteries are hazardous waste and disposal of batteries have to be in secured and certified facilities * A study will be initiated to consider the policy of tire and/or batteries levies to discourage over uses of batteries and tires and collect fees for disposal costs as "polluters pay" principle. * A motor vehicles emission control strategy for the city will be developed to deal specifically of the impacts of motor vehicle emissions.

The operation of industrial facilities (paper mills and match factory) along the proposed Nanjiangpinlu road extension may result in site contamination. Preliminary invcstigation shows that the dominant environmental discharges from paper mills are wastewater, although some chemicals, primarily corrosive and alkaline based chemicals, are also used in the paper making process. Both the match making and paper mills rarely use any significant amount of materials of concerns (MOCs) or materials with long lasting impacts and other hazardous materials such as persistent organic pollutants (POPs). The most potential concerns in those facilities are related to fuels and lubricant oils used in production which contain petroleum oil and heavy metals. Chlorinated organics (POPs) may be present if small amount of the chlorinated solvents are used. Other than that, the potential risks of soil and groundwater contamination is low. However, soil samples may need to be collected during project implementation to confirm the soil contamination status (a Phase II site assessment). The surface and subsurface soil samples will be collected from areas

2002.02 40 Guangzhou Research Institute of Environmental Protection with soil discoloration or other signs of suspended contamination and chemicals storage, heavy chemical usage, water yard, and underground storage tanks (if any) areas. If serious soil and groundwater contamination is found during the site investigation, the area of contamination will be delineated and site remediation will be conducted which may likely involve removal of contaminated soil and dispose it in secured landfill, pumping out contaminated groundwater and discharged after the treatment, contaminated site insulation or seal off and other remediation measures, as the site warranted and as may be appropriate.

The estimated cost for the site assessment will be RMB60,000. This fund will cover a professional team with experience of site assessment for soil and groundwater sampling, result analysis, recommendations for further actions, such as delineation and remediation as may be necessary, and reporting; a drilling contractor if sub-surface soil and groundwater sampling is warranted, and a qualified laboratory for soil and groundwater testing. At minimum, the testing parameters will include heavy metals and petroleum oil Other parameters may also be included in the testing program if other chemicals (e.g., chlorinated solvents) are used in the manufacturing and operation of those industrial facilities and there are signs of leaking, spills and other ways of soil contamination, present or in the past. The additional testing will be decided by the professional team which will conduct the sampling.

Since at this time, there is no information on whether there is any site contamination at these areas, no remediation programs can be planned or budgets estimated at time this EMP is prepared. However, the PMO has committed on behalf of the government, that should site contamination be identified and confirmed, an appropriate plan for remediation will be developed and implemented and the project owner will fund the necessary site clean up activities.

4.3.8 Brief summary

Table 4.3-2 summarizes the proposed measures and the responsible organizations for implementation during the operation phase to minimize the potential environmental impacts.

Through many times of on-site investigations, visits, public consultation and public participations meetings involving the representatives from the sensitive organizations, residents, schools, nursery schools and cultural relic protection units along the project roads, public concems and their opinions about various potential impacts imposed by the project have extensively and patiently listened to. Discussions have been made on the most concemed issues of the public and the countermeasures have been proposed, as shown in Table 4.4-1.

5.2 Monitoring project, sampling frequency and time

In accordance with the pollution features of city roads, the essential environmental factors monitored in the phases of construction and operation are motor vehicle noise and emission pollution.

Testing items of ambient air: NO2, CO, TSP, PMlO; time and frequency of sampling; 1 year's construction, and 3 years' operation, 3 years in total. 1 day monitoring every quarter, continuous 5 days sampling every time, taking 4 samples of N02 and CO at 6:00,10:00,14:00,18:00 every day, while consistently taking samples of TSP and PM10 for 24 hours, and the cost of monitoring will be decided at the time of entrusting.

The routine monitoring- data from routine monitoring section in Kuiqi and Aofengzhou Waterworks will be employed in the monitoring of water quality. Noise is at equivalent continuous A-weighted sound pressure level (Leq) in

5.3 Monitoring Institutes & Monitoring Data Management

Monitoring institution (pending) will be in charge of environmental monitoring in construction and operation of "Two Roads & One Bridge" project.

Environmental monitoring data is pretty valuable for the future environmental management, by checking the data, we are able to detect if the changes of environment quality are consistent with the expected results, and also the data provides scientific foundations for formulating and revising environmental administrative measures in the future, furthermore, it is helpful to set up file and data base management, and to work out reports of environmental monitoring analysis and assessment.

6. Environmental management and monitoring

Road engineering will always have impact on environment in its construction and operation. According to natures of the project itself, although the environmental impact range is large and the extent is relatively profound, its impact has particular timeliness, along with accomplishment of the engineering, such impact will be ended too. However, the impact occurring in operation is long-term. Therefore, we must reinforce environment protection management, take effective monitoring measures, and minimize environmental impact.

6.2 Environmental management

6.2.1 Environmental management in construction

6.3.1 Overseas training programs

7. EMP Implementation

7.1 Implementation schedule

Nanjiangbinlu road construction will be divided in three phases with firm schedule for phase I construction involving 2.875 km of road. Phase II while both the third ring road Phase II and Kuiqi bridge will be constructed in a single phase. Table 7.1-1 through 7.1-3 show the construction schedule for the three components.

The project impact mitigation and environmental management plant starts at the same time with each of the implementation schedule. As described above, starting from the design stage, mitigation measures will be adopted. There will also be specific mitigation measures and action items to be taken during the construction and operation phases. Fuzhou Municipal Development Corporation, the project owner, will have the overall responsibilities for EMP implementation, through guidance to the design, incorporating environmental requirements in the bids and contracts, construction supervision and monitoring and supervision during the operational phase. The specific mitigation measures are to be taken by different responsible parties. Contractors will have contractual obligations for many of the measures for the construction phases while the transportation bureau will be responsible for any environmental management actions during the operation phase. Where it is needed some mitigation measures will be taken ahead of the commencement of construction to ensure that impact minimization. Impacts and mitigation implementation will be monitored and reported to the project owner periodically.

Training and Technical Assistance

As described above, as part of the institutional strengthening and capacity building, key management and technical staff from Fuzhou EPB and the will undertake overseas training. The program will include four from Fuzhou and two from the PMO will participate in this training of about 3 weeks. In addition, there will be domestic training program focusing primarily on contractors. The estimated cost for the training program is presented in Table 7.2-2.

Fuzhou Urban Transport Construction Project

I Environmental Requirements for Construction Bidders

All construction bidders have to accept and reach the environmental requirements, which will be written into the bidding documents together with the bidders' commitments and promises on environment issues. The detailed environment conditions and requirements are as follows:

1. Under the same condition, priority will be given to the bidder who has got a certification of ISO 9000 quality system and ISO14000 environmental quality system.

2. Bidders for construction must have a special environment protection division, with at least 1 full time person and 2 part-time persons in charge of environmental matters. Detailed description about the environmental protection staff should be incorporated into the bidding documents. For example, the documents must include the environmental organization, authority, obligation, responsibility and the equipment, and a detailed list will be made to clearly show the environmental staffs number, name, sex, age, profession, education, working and training experience.

3. Bidding documents must describe the construction equipment's type, number, running time, maintenance system and responsible person as well as their running noise level.

The running noise level must be within the scope that permitted by the state environment inspection department, and the time and method of equipment maintenance must be described in detail. The staff responsible for the equipment must provide training to site workers so as to ensure the equipment to the used in a proper way.

4. The construction bidder must strictly abide by the official letters titled "Notice on Prevention and treatment of EnvironmentalNoise Pollution in the Construction Working Site in City Proper" and "Management Process for Civilized Construction of Architecture Project of Fuzhou City" issued by the People's Government of Fuzhou City, and reasonable arrangement for construction site and construction time must be described in detail in bidding documents. * All environmental cost must be included in the related engineering budget. It will not be calculated as compensation cost.

* Having won the bid, the construction unit must assign at least 3 full-time or part-time environmental staff to be trained by Fuzhou Environmental Protection Bureau, and the training will last 5 days at least. A certification for training will be provided to those who have been trained and passed the examination, and only with such a certification can the bid-winner start the construction.

* The construction unit must strictly abide by related construction laws and regulations, and adjust the constructing work timely according to the improving laws or regulations.

* The construction bidder must commit the following obligations:
