Minnesota Emergency Alert System Statewide Plan 2018 MINNESOTA EAS STATEWIDE PLAN Revision 10 Basic Plan 01/31/2019 I. REASON FOR PLAN The State of Minnesota is subject to major emergencies and disasters, natural, technological and criminal, which can pose a significant threat to the health and safety of the public. The ability to provide citizens with timely emergency information is a priority of emergency managers statewide. The Emergency Alert System (EAS) was developed by the Federal Communications Commission (FCC) to provide emergency information to the public via television, radio, cable systems and wire line providers. The Integrated Public Alert and Warning System, (IPAWS) was created by FEMA to aid in the distribution of emergency messaging to the public via the internet and mobile devices. It is intended that the EAS combined with IPAWS be capable of alerting the general public reliably and effectively. This plan was written to explain who can originate EAS alerts and how and under what circumstances these alerts are distributed via the EAS and IPAWS. II. PURPOSE AND OBJECTIVES OF PLAN A. Purpose When emergencies and disasters occur, rapid and effective dissemination of essential information can significantly help to reduce loss of life and property. The EAS and IPAWS were designed to provide this type of information. However; these systems will only work through a coordinated effort. The purpose of this plan is to establish a standardized, integrated EAS & IPAWS communications protocol capable of facilitating the rapid dissemination of emergency information to the public. B. Objectives 1. Describe the EAS administrative structure within Minnesota. (See Section V) 2. -

For DXers in the Northern US and Canada, the best thing about the month of April is that May follows it. April is a teaser. The weather can be warm like May leading us to think that we’ll turn on the TV to see some Es or tropo, but it doesn’t happen. Day after day goes by without a trace of anything. Weather doesn’t co-operate. Even the first half of May can be like that. But DX has to kick in sometime, so let’s just wait and see. In addition, students were asked to respond to a series of suestions rela!·ed to fee support for student in volvement in media: radio, television and film. A one percent sample of students regis~ered on the Twin Cities campus at the end of the second week of Winter Quarter, 1972, was interviewed by an independent telephone survey firm under the direction of Mrs. Bev erly Koser o Nearly ninety-four percent of the students indicated listening to the radio for at least some portion of each day, Sixty-five percent of the daily listeners listen f'o the radio while going to and from school o Only eighteen percent said they normally have the radio on while studying. But the real story is that’s only part of the bigger overall takeaway. The introduction of Nielsen’s second-ever Comparable Metrics report may help radio in the battle for a bigger slice of the ad pie. That the finding was reported by Nielsen in its new Comparable Metrics Report using the same “apples to apples” metrics to measure TV, radio, TV-connected devices, PCs, smartphones and tablets should go down as the bigger headline. First, the numbers: AM/FM radio reached over 90% of all adults in a given week during third-quarter 2015, a percentage that is consistent across demos—92% among 18-34 year-olds, 95% for 35-49-year-olds and 91% for persons 50+. TV is a close second, reaching 85% of all adults. Smartphones reach 74% of all adults—86% of persons 35-49. But after that there is a steep drop-off. PCs reach half of all adults, followed by TV-connected devices (40%) and tablets (29%). “Radio is the only media platform that’s consistently delivering more than 90% of every adult demographic on a weekly basis. Not even TV is able to do that,” says Stacey Schulman, executive VP, strategy & analytics, Katz Media Group. “That’s phenomenal in a world where we’re constantly fighting for our fair share of dollars.” The introduction of Nielsen’s second-ever Comparable Metrics report may help radio in the battle for a bigger slice of the ad pie. -
