As such, we have great interest in the Notice of Proposed Rulemaking to permit all AM stations to broadcast an all-digital signal using the HD Radio in-band on-channel (IBOC) mode known as MA3 on a voluntary basis (“Notice”), and we offer the following comments in support of this petition. I. Benefits of All-Digital AM Transmissions It has been well established for more than a decade of operation by many of our stations in the MA1 hybrid digital mode that AM stations stand to gain a great deal from digital operation. Greatly improved audio quality is at the forefront, with audio bandwidth comparable to FM broadcasts, stereo audio and receiver display of title/artist or program title information. When a receiver locks in the digital mode to one of our stations, particularly one playing music, as the receiver blends from analog to digital, the contrast is dramatic. The highs and lows of the audio open up, the stereo image widens out, and the noise that seems to be ever present on almost any AM frequency disappears. Listeners experiencing this effect for the first time are quite often amazed at how good an AM broadcast can sound in this mode.

INTRODUCTION 1. In this Notice of Apparent Liability for Forfeiture ("NAL"), we find that Baybridge Communications, L.L.C. ("Baybridge"), registrant of antenna structure #1023097 near Vallejo, California, apparently repeatedly violated Section 303(q) of the Communications Act of 1934, as amended, ("Act"),1 and Section 17.51(a) of the Commission's Rules ("Rules")2 by failing to exhibit the structure’s red obstruction lighting from sunset to sunrise; and by failing to monitor the antenna structure’s lights, using a properly maintained indicator to register any failure of such lights, a violation of Section 17.47(a) of the Rules.3 Baybridge’s failure to make the required observations of the lighting on the antenna structure resulted in its failure to notify the nearest Flight Service Station of the Federal Aviation Administration (“FAA”) of the outage of the flashing obstruction lights, a violation of Section 17.48 of the Rules.4 We conclude, pursuant to Section 503(b) of the Communications Act of 1934, as amended ("Act"),5 that Baybridge Communications, L.L.C. is apparently liable for forfeiture in the amount of eight thousand dollars ($8,000). Judith Buethe Communications has provided the attached summary. Two hundred seventy five people signed in at the door. It is estimated that another 15-20 people attended, but did not sign in. Sixteen NCC Team members attended. Caltrans utilized an open house format for the meeting. Caltrans is the lead agency for the SR 108 East Route Adoption Project for the purposes of the California Environmental Quality Act (CEQA). There was a public stenographer present to take comments. Comments were also obtained through comment cards handed out at the door and orally through the team members. Sixty-nine comment cards and eleven dictated comments to the stenographer were received. The attached summary provides more detail regarding the specific comments. Jumbo postcards were mailed to 2,223 property owners and 278 stakeholders, such as local officials, emergency responders; civic and community groups; pertinent local, state, and federal agencies; and other potentially interested individuals and organizations. The meeting was advertised in The Modesto Bee, The Riverbank News, The Oakdale Leader, Bilingual Weekly and Latino Times. Information about the meeting appeared on the Caltrans District 10 Website.     MISCELLANEOUS Phoenix Municipal Stadium, the A’s Spring Training home OAKLAND-ALAMEDA COUNTY COLISEUM FRONT OFFICE 2009 ATHLETICS REVIEW The Oakland-Alameda County Coliseum plays host to concerts, conventions and other large gatherings in addi- tion to serving as the home for the Oakland Athletics and Oakland Raiders. The A’s have used the facility to its advantage over the years, posting the second best home record (492-318, .607) in the Major Leagues over the last 10 seasons. In 2003, the A’s set an Oakland record for home wins as they finished with a 57-24 (.704) record in the Coliseum, marking the most home wins in franchise history since 1931 RECORDS when the Philadelphia Athletics went 60-15 at home. In addition, two of the A’s World Championships have been clinched on the Coliseum’s turf. The Coliseum’s exceptional sight lines, fine weather and sizable staging areas have all contributed to its popularity among performers, promoters and the Bay Area public. The facility is conveniently located adjacent to I-880 with two exits (Hegenberger Road/66th Avenue) leading directly to the complex. Along with the Oracle Arena, which is located adjacently, it is the only major entertainment facility with a dedicated stop on the Bay Area Rapid Transit (BART) system. The Oakland International Airport is less than a two-mile drive from the Coliseum with shuttle service to several local hotels and restaurants. In October of 1995, the Coliseum HISTORY began a one-year, $120 renovation proj- ect that added 22,000 new seats, 90 luxury suites, two private clubs and two OAKLAND-ALAMEDA COUNTY COLISEUM state-of-the-art scoreboards.
