Country Policy and Information Note Iraq: Opposition to the government in the Kurdistan Region of Iraq (KRI) Version 2.0 June 2021 Preface Purpose This note provides country of origin information (COI) and analysis of COI for use by Home Office decision makers handling particular types of protection and human rights claims (as set out in the Introduction section). It is not intended to be an exhaustive survey of a particular subject or theme. It is split into two main sections: (1) analysis and assessment of COI and other evidence; and (2) COI. These are explained in more detail below. Assessment This section analyses the evidence relevant to this note – i.e. the COI section; refugee/human rights laws and policies; and applicable caselaw – by describing this and its inter-relationships, and provides an assessment of, in general, whether one or more of the following applies: • A person is reasonably likely to face a real risk of persecution or serious harm • The general humanitarian situation is so severe as to breach Article 15(b) of European Council Directive 2004/83/EC (the Qualification Directive) / Article 3 of the European Convention on Human Rights as transposed in paragraph 339C and 339CA(iii) of the Immigration Rules • The security situation presents a real risk to a civilian’s life or person such that it would breach Article 15(c) of the Qualification Directive as transposed in paragraph 339C and 339CA(iv) of the Immigration Rules • A person is able to obtain protection from the state (or quasi state bodies) • A person is reasonably able to relocate within a country or territory • A claim is likely to justify granting asylum, humanitarian protection or other form of leave, and • If a claim is refused, it is likely or unlikely to be certifiable as ‘clearly unfounded’ under section 94 of the Nationality, Immigration and Asylum Act 2002. -

POST-FEBRUARY 2006 IDP ASSESSMENTS: BACKGROUND Following the 22 February 2006 bombing of the Samarra Al-Askari Mosque, sectarian violence led to an alarming increase in population displacement within Iraq. In coordination with the Iraqi Ministry of Displacement and Migration (MoDM) and other entities, IOM is conducting in-depth assessments on recently displaced persons throughout Iraq. IOM monitors use IDP Rapid Assessment questionnaires to gather information from MoDM, IDP tribal and community leaders, local NGOs, local government bodies, and individual IDP families. -

Situation Overview More than 1,500 families (approximately 9,000 individuals) returned to Tikrit City and surrounding areas between 14 and 23 June, after the area was retaken by Iraqi Security Forces in April, according to the Displacement Tracking Matrix (DTM) of the International Organization for Migration (IOM). Most of those who returned were Government civil servants who were requested to return. Approximately 80 per cent of Government employees have gone back to the area, local authorities report. Returnees reportedly were required to submit to ID checks, body and vehicle searches before being allowed through manned checkpoints. Authorities have reportedly dismantled 1,700 improvised explosive devices (IEDs) and cleared more than 200 booby-trapped houses. The recent returns brings the estimated total number of returnees in Tikrit District to 16,384 families (over 98,000 individuals), according to a partner NGO. -

Email: [email protected] Abstract This study was performed to evaluate the Siwran River water quality between Darbandikhan Downstream Dam and Kalar city for domestic and irrigation uses. Seven stations from different sites have been selected along the Sirwan River, and four replications from each station were taken. The parameters of water quality used in this work are (Turbidity, pH, Total hardness, Magnesium, Calcium, Sulphate, Nitrate, Chloride, Conductivity μs/cm, TDS). Data analysis shows that the water quality parameters of Sirwan River are not compatible with the drinking water standards especially the concentrations of Aluminum and Iron which show increasing levels than the maximum allowable levels for drinking water standards. In addition, to classifying water quality and evaluation its suitability for irrigation purposes, SAR, RSC, and ESP were calculated following standard equations and found experimentally as 0.5, 1.7, and 5.3 respectively. The results of the study revealed that the Sirwan River water should be used with good irrigation management techniques and soil salinity monitored by laboratory. There are several points and reasons in Kurdistan oil and gas sector that attract the companies to sign contracts. The Kurdistan Region holds about 45 billion barrels of oiland 2.8–5.7 trillion cubic metres of estimated gas reserves; its oil production has grown progressively and currently exports over 400,000 barrels of oil per day.Kurdistan has its own pipeline with capacity of 1 million barrels of oil per day. Undoubtedly, Kurdistan petroleum contracts are long-term contracts and may last more than 37 years, therefore, they could not easily be reformed. This study attempts to illustrate the geographical division of the blocks of Kurdistan and its reserves to examine whether or not the current situation of the blocks of Kurdistan can be used as an opportunity to reform its oil and gas contracts? This research has clarified that several IOCs have now abandoned their blocks and the KRG has around 24 open license blocks with significant data available and existing wells for most of those blocks. -
