Historically, postcards followed the development of tour- ism in the borderlands, depicting unique border-oriented tourismscapes and life in general, and establishing an iconic image of the border as a rowdy, promiscuous and decadent location where Americans could spend their holidays abroad and participate in tourisms of vice. Until the 2000s, tourism in the US-Mexico border zone was overwhelmingly leisure oriented, and the proliferation of postcards illustrated that fact. Today, there are few postcards left and the ones that do remain are less focused on the border itself, as they once were; instead, they focus on the broader community with less emphasis on the borderline. Changes in border tour- ism from leisure pursuits to medical tourism and alcohol consumption, growing security concerns, and the proliferation of mobile phones and social media have almost entirely eliminated postcard use as a souvenir and marker of regional tourism identity in the US-Mexico borderlands. -

Una de las acciones que lo caracterizó fue la integración del mercado interno o nacional frente al mercado externo o internacional. Estrechamente ligados a la integración de los mercados internos o nacionales, aparecen los mercados regionales y locales, definidos tanto por la división política del territorio para su administración gubernamental como por las condiciones geográficas: el clima y los recursos naturales, entre otros aspectos. El proceso de integración del mercado interno en la Nueva España fue impulsado por las reformas borbónicas desde el último tercio del siglo XVIII hasta la independencia. Para el septentrión novohispano, particularmente la provincia de Coahuila, los cambios se reflejaron en el ámbito político, militar y económico. En el ámbito político los cambios fueron principalmente en la reorganización administrativa del territorio –la creación de la Comandancia de las Provincias Internas y de las Intendencias, así como la anexión de Saltillo y Parras a la provincia de Coahuila. IDENTITY AND PERSUASION How Nations Remember Their Pasts and Make Their Futures By CONSUELO CRUZ* DENTITY politics now occupies center stage. It is on explosive dis- Iplay in a wide range of settings, from Africa to the Balkans. And it is more subtly at work in the democracies of the West: NATO leaders must reexamine their own guiding principles in the face of multiple human- itarian disasters brought about by tribal, ethnic, and religious hatreds, while simultaneously dealing with increasingly heterogenous popula- tions at home and ceaseless migrant flows from east and south. It is no surprise, then, that identity should figure prominently in scholarly debates about conflict resolution, migration, citizenship, transnational alliances, democratization, nation and state building, and even globalization. Nor is it a puzzle that long-standing debates about identity should have produced the two clearly defined camps that we know as primordialists and constructivists.1 What is perplexing is the current failure to investigate systematically the complex linkages be- tween identity formation and the expressive practices of political actors. After all, we approach reality rhetorically—that is, with an intent to convince.2 This is why persuasion is the hallmark of effective leader- ship. Short of pure coercion, it is the most direct way to mobilize or paralyze a group. Butler May, 2016 iv ABSTRACT Selling Mexico highlights the importance of Cancún, Mexico‘s top international tourism resort, in modern Mexican history. It promotes a deeper understanding of Mexico‘s social, economic, and cultural history in the late twentieth century. In particular, this study focuses on the rise of mass middle-class tourism American tourism to Mexico between 1970 and 2000. It closely examines Cancún‘s central role in buttressing Mexico to its status as a regional tourism pioneer in the latter half of the twentieth century. More broadly, it also illuminates Mexico‘s leadership in tourism among countries in the Global South. -

Mexican Frontier • Texas was vital to Mexico in protecting the rest of the country from Native Americans and U.S. soldiers • Texas’ location made it valuable to Mexico 2. Spanish Missions • The Spanish had created missions to teach Christianity to the American Indians • The Spanish also wanted to keep the French out of Spanish-claimed territory 3. Empresarios in Texas • Mexico created the empresario system to bring new settlers to Texas • Moses Austin received the first empresario contract to bring Anglo settlers to Texas. 4. Moses Austin Moses Austin convinced Mexican authorities to allow 300 Anglo settlers because they would improve the Mexican economy, populate the area and defend it from Indian attacks, and they would be loyal citizens. 5. Moses Austin His motivation for establishing colonies of American families in Texas was to regain his wealth after losing his money in bank failure of 1819. He met with Spanish officials in San Antonio to obtain the first empresario contract to bring Anglo settlers to Texas. 6. Other Empresarios • After Moses Austin death, his son, Stephen became an empresario bring the first Anglo-American settlers to Texas • He looked for settlers who were hard- working and law abiding and willing to convert to Catholicism and become a Mexican citizen • They did NOT have to speak Spanish 7. Other Empresarios • His original settlers, The Old Three Hundred, came from the southeastern U.S. • Austin founded San Felipe as the capital of his colony • He formed a local government and militia and served as a judge 8. -

Interrelations between Public Policies, Migration and Development in Costa Rica © OECD/FUNDEVI 2017 Chapter 2 Costa Rica’s migration landscape Economic growth and high living standards have attracted immigrants from countries in the region, making Costa Rica a net immigration country in a region characterised by emigration. Immigrants constitute 8.8% of the population, and an even higher share of the labour force. At the same time, emigration has also been on the rise since the 1990s, with about 130 000 Costa Ricans living abroad, mainly in the United States. This chapter paints a broad picture of the Costa Rican migration landscape, drawing from the literature, censuses and surveys. It gives a brief overview of the country’s history of migration and current trends: its drivers, who the immigrants and emigrants are and where they have gone. Finally, it lays out the legal, policy and institutional framework relevant to migration. 37 2. Costa Rica’S migration Landscape Costa Rica is characterised by both immigration and emigration flows. Immigrants, mainly from neighbouring countries and particularly Nicaragua, constitute an important part of the population and workforce. Emigration from Costa Rica has also been on the rise since the late 1990s (OECD, 2016). It is estimated that more than 130 000 Costa Ricans live abroad, sending home over USD 500 million in remittances in 2015. While immigrants are mainly low-skilled, emigrants – particularly those leaving to the United States – are in general highly skilled (OECD, 2009). Research on the migration phenomenon is relatively abundant in Costa Rica. However, there are significant knowledge gaps when it comes to the overall impact of migration, both immigration and emigration. -
