Facility Application – Alter Transmission Line 832L Application No. 1604978 ENMAX Power Corporation Facility Application – Phase 1 Application No. 1606127 ENMAX Power Corporation Facility Application – Phase 2 Application No. 1606901 ENMAX Power Corporation Facility Application – Phase 3 The Alberta Utilities Commission (AUC or the Commission) is a quasi-judicial regulatory body responsible for making decisions about utility-related applications, such as building transmission lines, substations and power plants. The AUC is also responsible for making decisions about the need for some transmission system developments, including the need for new or rebuilt transmission lines and substations. Alberta Electric System Operator (AESO) Application No. 1604960 - Needs identification document (NID) The AESO, responsible for planning electric facility development in Alberta, applied to the AUC for approval of the need for new transmission development in the areas identified in the maps attached. This NID application (or needs application) deals with the need to upgrade the south Calgary 69-kilovolt (kV) transmission system to a 138-kV transmission system (the project). The NID does not include the siting and construction of the facilities. In Application No. 1604960, the AESO states that there is a need to upgrade the south Calgary 69-kV transmission system which extends from ENMAX No. 28 substation located at the corner of Glenmore Trail and Sarcee Trail in the southwest quadrant of Calgary to ENMAX No. 23 - 2 - substation located at 49 Avenue and 24 Street in the southeast quadrant of Calgary. The AESO proposes to meet the need by converting the existing south Calgary 69-kV transmission system to operate at 138-kV. There are five major components to be accomplished in three phases in the AESO’s development plan. The components are described in more detail in the application. The AESO indicated that the project will be completed in phases as determined by ENMAX and AltaLink. AltaLink Management Ltd. and ENMAX Power Corporation are transmission facility owners in this area and have implemented the project in three phases. Map A, attached, illustrates the entire proposed project area covered by this notice. ENMAX Application No. 1604978 – Phase 1 application In Application No. 1604978, ENMAX requests approval for the facility components in phase one of the project. In its phase one application ENMAX proposes to: Decommission and salvage all 69-kV equipment from existing ENMAX No. 10 substation and construct a new 138-kV ENMAX No. 10 substation on the same site with a fenced area of 47.5 metres x 34 metres. ENMAX No. 10 substation is located at the corner of 14 Street and 50 Avenue S.W. in Calgary. Decommission and salvage all 69-kV equipment from existing ENMAX No. 28 substation located at the corner of Glenmore Trail and Sarcee Trail. De-energize the existing 69-kV transmission line 10.60L along 50 Avenue S.W., from ENMAX No. 28 substation to ENMAX No. 10 substation. ENMAX requests that the poles and conductors of the transmission line remain in place for future distribution line use. De-energize existing 69-kV transmission line 9.62L along 50 Avenue S.W. between ENMAX No. 10 and No. 12 substations. ENMAX requests that the poles and conductors of the transmission line remain in place for future distribution line use Map B, attached, illustrates the location of the proposed facilities involved in phase one of the project. AltaLink Application No. 1604977 In Application No. 1604977, AltaLink applied for its facility components for phase one of the project. AltaLink applied to alter existing 138-kV transmission line 832L by terminating it with an in/out configuration at the new 138-kV ENMAX No. 10 substation. AltaLink also proposes to re-designate that portion of transmission line 832L west of ENMAX No. 10 substation as 693L. ENMAX Application No. 1606127 – Phase 2 application In Application No. 1606127, ENMAX requested approval for its facility components for phase two of the project. - 3 - In its phase two application ENMAX proposes to: Decommission and salvage transmission line 9.62L from ENMAX No. 12 substation to the intersection of Glenmore Trail and Blackfoot Trail. Decommission and salvage all 69-kV equipment from ENMAX No. 59 substation. ENMAX No. 59 substation is located at 5909 Fairmount Drive S.E. Decommission the 69-kV transmission line from the tap point on transmission line 9.62L at the intersection of Glenmore Trail and Blackfoot Trail to ENMAX No. 59 substation. ENMAX requests to have the transmission line poles left in place for use by the City of Calgary Street Light Group. Decommission 69-kV transmission line 69-9.62L from the intersection of Glenmore Trail and Blackfoot Trail to ENMAX No. 9 substation located at 1010 Glenmore Trail S.E. ENMAX requested to have the transmission line poles and conductors left in place for future distribution line use. Decommission 138-kV transmission line 138-9.83L from the intersection of Glenmore Trail and Blackfoot Trail to ENMAX No. 9 substation and remove the transmission line between structure 138-9.83-1 and the receiving structure inside ENMAX No. 9 substation. ENMAX requested to have the transmission line poles and conductor left in place for future distribution line use. Construct new 138-kV transmission line 138-12.82L from ENMAX No. 12 substation along Second Street S.E. to connect with existing 138-kV transmission line 138-9.83L near the intersection of Blackfoot Trail and Glenmore Trail and designate the entire transmission line as 138-12.82L. The new line would be terminated at ENMAX No. 43 substation. ENMAX No. 43 substation is located at 498 Heritage Drive S.W. Install a distribution line on the structures of transmission line 138-12.82L starting from ENMAX No. 12 substation to a structure near the intersection of Blackfoot Trail and Glenmore Trail where it would be connected to ENMAX No. 9 substation by way of line poles and conductors left in place after 69-kV transmission line 69-9.62L is decommissioned. Map C, attached, illustrates the location of the proposed facilities involved in phase two of the project. ENMAX Application No. 1606901 – Phase 3 application In Application No. 1606901, ENMAX requested approval for its facility components for phase three of the project. In its phase three application ENMAX proposes to: Decommission existing transmission line 69-9.61L from ENMAX No. 9 substation to ENMAX No. 23 substation. ENMAX requested to have the transmission line poles and conductors left in place for future distribution line use. Construct a new138-kV transmission line 138-9.82L between ENMAX No. 9 substation and ENMAX No. 23 substation using double-circuit, steel monopole construction along the route shown in the attached Map D. The new transmission line would be double circuited with existing 138-kV transmission line 138-2.81L from ENMAX No. 9 - 4 - substation to 58 Avenue S.E. For the remaining portion of the double-circuited transmission line from 58 Avenue S.E. to ENMAX No. 23 substation, one side of the structures will be left vacant for future transmission line use. Alter existing 138-kV transmission line 138-2.81L to utilize one side of the double-circuit steel monopoles of new transmission line 138-9.82L from ENMAX No. 9 substation to 58 Avenue S.E. Alter ENMAX No. 9 substation as follows: o decommission and salvage all existing 69-kV equipment o re-terminate existing 138-kV transmission line 138-2.81L at an existing 138-kV circuit breaker within the substation to allow for the termination of the new 138-kV transmission line 138-9.82L o terminate new 138-kV transmission line 138-9.82L Alter ENMAX No. 23 substation as follows: o decommission and salvage one 138/69-kV, 75/100/112-megavolt ampere (MVA) transformer o decommission and salvage all existing 69-kV equipment o add one 138/13.8-kV, 30/40/50-MVA transformer o add one 138-kV circuit breaker o terminate new 138-kV transmission line 138-9.82L Map D, attached, illustrates the location of the proposed facilities involved in phase three of the project. Public hearing: The Commission will hold a public hearing on the applications as follows: Date Time Location Monday, January 30 to Commencing at 9 a.m. AUC Hearing Room Wednesday, February 1, Fifth Floor, 425 First Street S.W. 2012* Calgary, Alberta, T2P 3L8 Please note that the applicants and interveners must appear before the Commission at the commencement of the hearing on Monday, January 30, 2012. *The hearing is scheduled for three days. Depending on the evidence and number of participants in the hearing, the second and third day may not be necessary. Public information session: The Commission will hold an information session to discuss the hearing process. The merits of the application will not be discussed. If all concerns and objections received by the Commission are withdrawn by interveners prior to the start of the hearing, the AUC may cancel the hearing. You must file a submission by December 16, 2011, even if you have previously filed a submission, in order to provide the Commission with further information now that the hearing details are known.
