The Isle of Wight Festival is organised by Solo Promoters Limited and is scheduled to take place between 12th and 16th June 2014. This event incorporates the following locations:

 Seaclose Park  The Medina College Playing Fields  On the adjoining fields of North Fairlee Farm in Newport.

The Festival is licensed under Premises Licence Number IW 041144 in perpetuity and allows a maximum attendance of 89,999 persons at the event.

The Festival Site incorporates a number of designated areas for musical entertainment; as well as having:

 Themed bars  Funfairs  Trade and catering concessions.

The opening hours for the different providers are identified within the Premises Licence.

The site is divided into the following specific areas:

 Main Arena  Strawberry Fields  Penny Lane  Campsites

The event traffic management plan is intended as far as is reasonably practicable to reduce the impact of the Festival on the Island highways road network with the principle intention of:

a. Keeping the road network flowing b. Maximising vehicular traffic flow to and from designated Festival car parks c. Engaging with ferry operators pre-event and during the Festival to assist with the effective management of vehicle flow effectively to and from the Festival site d. Working closely with partners throughout while understanding respective responsibilities.

The Promoter has appointed a Festival Operations Manager who is responsible for completion of the Festival Traffic Management Plan in consultation with the Isle of Wight Highways Authority and the Hampshire Constabulary.

The plan will be implemented by an appointed Traffic Manager on behalf of the Promoter; who will work in partnership with the police and Island Roads, the IOW Council contractor.

During the build phase construction traffic will begin to arrive two weeks in advance of the opening schedule for the principle ‘build-up’ phase of site construction. Production traffic is scheduled to arrive on the Site at designated times and by means of the most appropriate entrance gate. The week following the Festival is designated as the ‘site breakdown phase’ and once again site traffic will be operating on the local transport network to enable ‘break down’ operations to be concluded.

The principle facet of the event traffic management plan will be implemented during the actual active week of the Festival. The following will be responsible for dealing with the arrival and egress of the visiting audience during the five days of the event in close proximity to the event, both on a weekend and daily attendance basis:

 AA Event Traffic Solutions will provide accredited traffic control officers to cover designated junctions as indicated on the traffic management maps for the event.

 Docklands Traffic Management is the contracted traffic management company and will deploy all traffic signage and equipment according to the event traffic management signage schedule and associated maps.

The following additional features of the Festival site will become operational during the five days of the Festival:

The event is supported by the creation of two large dedicated temporary car parks that are situated in fields outside of the licensed area to the North East and North West of the Festival site. Additional designated car parking is provided for vehicles belonging to members of staff.

Incorporated into the event plan are designated camping facilities for 50,000 people. These campsites will be open to attendees from 12:00 on the Thursday preceding the Festival and they will remain open until 12:00 hours on Monday following the Festival, providing time for participants to pack and leave the site.

Temporary roadways (track way) will be laid in key locations on the Site, including Red and Wight vehicle car parks to safely facilitate all weather vehicle movements. Designated entrance points are provided around the Site for both vehicles and pedestrian visitors; each is readily identifiable by a letter and number to avoid any confusion and each is signed accordingly.

The main A3054 road from Newport to Wootton (Fairlee Road) runs along the eastern side of the event. The Festival plan requires implementation of a system on this road to create a safe and protected environment for pedestrians and other road users. A closure will introduce a one way traffic flow between Seaclose and Staplers Road along Fairlee Road but grant selective and controlled access and use of Fairlee Road for a limited number of accredited and designated Festival staff under the supervision and control of accredited traffic control officers on foot (Gates A6 – A5) and by means of an escorted convoy system (Gates A5 – A3). Pedestrian safety will be top priority at all times. Full details of this are shown in Section 6 of this plan and it has been risk assessed and will be managed on the basis of a dedicated Risk Assessment shown at Appendix 3G5. The system will be in operation by 1300 on Wednesday 11th June and will remain until 1600 on the 16th June in accordance with the TTRO linked to the operational requirements for the Festival.

In previous years information has indicated that the Festival has attracted approximately 20% of the audience from the Island with 80% from the mainland. The Traffic Management Plan has been designed accordingly to manage both elements throughout the event.

Car park entrances have been constructed to provide a multi-lane facility to enable car parking fees to efficiently be collected as well as fast track prioritisation of attendees who have pre-paid for car parking to maximise flow rates from the road. The Festival website is designed to encourage pre-purchase of car parking tickets prior to the event.

Timings Summary

The following schedule of key event timings gives an overview the main movements of traffic and pedestrians that are expected to occur around the site during the Festival.

The main arena will close 30 minutes after the headliner set (00:30 Friday, 00:30 Saturday, 23:40 Sunday). Strawberry Fields and Penny Lane entertainment fields will stay open until 23.00 on Thursday, 02.00 on Friday & Saturday and 01.00 on Sunday. At these closure times all non-campers leave the site via buses, taxis, private car or as pedestrians.

2. Objectives of the Traffic Management Plan

The objectives of the Plan are as far as practicable to:

Ensure the safe and effective movement of vehicles and pedestrians on the surrounding roads and through all vehicle entry and exit points to the venue.

To keep traffic flowing on the roads

Ensure the entry flow rates to the public car parks are maximised and that a considered and dynamic response is made through the traffic management cell in the event that problems occur.

Monitor event related vehicle movements through the partnership traffic management cell and all available associated information feeds.

To work in partnership through the traffic management cell to manage and influence traffic flow to minimise queuing on arterial routes of the Isle of Wight road network.

Ensure effective operation of dedicated shuttle bus service at all pick up/drop off points at the Ferry ports and at the managed site bus terminal throughout the Festival period.

Ensure the effective operation of The Big Green Coach Company service linking to the on-site bus terminal throughout the Festival.

Ensure the roads and routes from the ferry terminals are free from congestion, maximising opportunities gained from ferry passenger predictive data, thereby minimising the impact of Festival related vehicular traffic on the road network.

Ensure at all times that Emergency Service vehicles are able to operate and make progress on and off site in support of related emergencies.

Ensure at all times compliance with the premises licensing conditions as they relate to traffic management and the approved traffic management plan.

Continually evaluate traffic flow and associated operations on a dynamic basis to ensure that traffic management plans remain fit for purpose.

3. The Traffic Management Cell

The effective delivery of a Traffic Management Plan for the Festival is the responsibility of the event organisers. This will be managed on site through a dedicated Traffic Management Cell comprised of selected members of the Promoters management team, a police representative and Island Roads.

The Traffic Management Cell will co-exist with the Festival ELT, albeit as a distinct entity.

Roles and Responsibilities

Event Promoter

The Promoter has overall responsibility for the event. All personnel in a chain of command, including the Operations Manager, will report to the Promoter.

Operations Manager

Has overall responsibility for the operational management of the event; for its day-to-day planning, delivery and review. All personnel in the operational chain of command for the event will report to the Operations Manager.

Event Safety Officer

Will co-ordinates and advise on all safety issues relating to the event. Duties include being a liaison point with the various statutory authorities as well as supporting the delivery of the traffic management plan pre event.

Traffic Manager

Manage and co-ordinate the traffic management plan on behalf of the Promoter and Operations Manager. Will lead the traffic management cell and to be responsible for managing the traffic flow to the Festival and all on site vehicle movement for the Festival. On-going liaison will take place with the Police, Local Authority Agencies and all other key partners as required to deliver the Festival traffic management plan.

Car Park Manager

Manage the public car park operations and the collection of vehicle parking fees. This manager will be familiar with the site and revised and improved car park layout. The car parking team will be based in the car park and will be the Operations Managers representative dealing with all aspects of the public car park operation. The car park manager will report to the vent traffic manager and work closely in partnership during the event.

Hampshire Constabulary Roads Policing Unit Bronze Commander

The police will be responsible for co-ordinating all Road Policing Unit assets in support of the traffic management plan. The police role will be to keep traffic moving on the highway not to deliver the Festival traffic management plan. The Bronze RPU commander (or their nominated deputy) will be the police link in the traffic management cell.

Isle of Wight Council Representative

Will liaise with all agencies, and ensure that all statutory requirements are met in the context of traffic management plan. A member of the Isle of Wight Event Planning Group (or Island Roads) will form part of the Dedicated Traffic Management Cell at appropriate times.

Transport Providers (Ferry, Bus and Coach Providers)

Each provider will be responsible for managing their own services and providing early accurate information of vehicle and passenger movements. Ferry operators are well versed in managing vehicle and foot passenger traffic at terminals and will operate in accordance with their existing plans.

Version 2 8 COMMERCIAL CONFIDENTIALITY APPLIES Appendix 3G The designated representatives of the transport providers will be responsible for operational delivery, monitoring, provision of information and will support the traffic management cell as required throughout.

The Southern Vectis shuttle bus system has been operating successfully for a number of years on the Island and involves kerbside marshalling of foot passengers.

Traffic Management Cell

 Good practice and experience dictates that a dedicated traffic management cell should be formed to provide a central traffic management hub to monitor and deploy all event traffic management assets during a larger event.

 The principle task for the dedicated traffic management cell is to as far as practicable to ensure that measures are taken to keep traffic moving both on the highway and within event car parks.

 A close working partnership and effective communication between car parks and the highway based traffic management team is a critical requirement for a successful event. The following organisations will be represented in this cell for the Festival and will gather and share traffic related information from their respective sources:

Event Traffic Manager Hampshire Constabulary Island Roads

 The traffic management cell will have overall management responsibility for all respective assets linked to active delivery of the event traffic management plan.

4. Command Structure

The Traffic Manager and members of the Traffic Management Cell will be co-located as part of the Event Liaison Team to ensure the plan is managed efficiently throughout on behalf of the Promoter. The Traffic Management Cell will work closely with members of the Isle of Wight Council Event Planning Group.

 ELT will be situated in the Medina Leisure Centre (Access Gate A5)  The Traffic Management Cell and Event Planning Group will be also situated at this location.

Event Liaison Team

 The E.L.T will be operational from 1800 on Wednesday 11th June, and will operate 24hours each day, until 1600 on Monday 16th June.

 The Traffic Management Cell will be actively monitoring traffic flow around the Festival site, via information from Accredited Traffic Control Officers at strategic road junctions. Additionally Hampshire Constabulary, Island Roads, Ferry Companies, Southern Vectis, Docklands Traffic Management will feed into the traffic management cell.

 The traffic plan will be implemented for the event and any changes will be discussed and agreed by the core traffic cell team

 The decision making process for this team may be enhanced by means of Festival related live pictures from CCTV cameras available in the Isle of Wight Council’s Event Planning Group, and from cameras around the event site.

Version 2 9 COMMERCIAL CONFIDENTIALITY APPLIES Appendix 3G  It is essential that all relevant traffic information is provided to the Traffic Management Cell throughout the event to enable it to function as planned.

 The Traffic Cell will be responsible for taking a leading role in relation to the review and modification of the traffic management plan on the immediate run up to the Festival and if required the traffic cell it can be activated earlier in the week of the Festival if required.

 Key local operational decisions will be made in the Traffic Cell following consultation between the Promoters Traffic Manager, the Isle of Wight Council (Island Roads on their behalf) and Hampshire Constabulary.

Police Control Room

 Based at the Southern Support Headquarters in Netley, Police Gold Control will monitor traffic flow approaching the ferry ports servicing the Isle of Wight. They will be supported by live traffic flow information, delivered via South Coast static traffic cameras.

 This information will be relayed to the Traffic Cell (and the ELT) allowing tactical decisions to be made. Police Control operational hours will be from 1800 on the 11th June to the end of event.

Isle of Wight Council Event Planning Group

 This group will monitor the road network on the Thursday, Friday and Monday of the event and will provide regular updates to the Traffic Management Cell.

 The team will consist of senior managers from the council who will authority to make strategic decision on behalf of the Council.

Transfer of authority

 In a situation where unanticipated, significant and extensive disruption is experienced on the surrounding road network on the island; there could be a situation where transfer of control of the traffic management plan may need to be discussed between the event organisers and the Isle of Wight Council, with support from Hampshire Constabulary. There may be an occasion where the nature of a prevailing situation requires a review of command and control for traffic management.

 The event traffic management cell will have sufficient resilience to resolve issues within the surrounding roads based upon the responsibility of the promoter to manage traffic to and from the Festival. The wider road network is the responsibility of the Island Council Highways Department and falls under their responsibility. Hampshire Constabulary has a responsibility to keep traffic moving on roads on the network. The core partnership traffic cell structure therefore provides the necessary facility to readily deal with traffic movement to and from the event throughout the event day.

 The promoter remains wholly committed to strong partnership working and therefore it is envisaged that the event team working closely with partners will be able to resolve the broad range of congestion related problems that could reasonably occur in connection with the event.

 If a transfer of authority is activated by an official sign over; a Memorandum of Understanding (MOU) document will be completed, although verbal authority can be given by agreement in an emergency. The MOU will also include a section to record hand back arrangements. A MOU document will be produced by the Promoter 7 days prior to the event that can be used during the event.

5. Travel Options

The audience will travel to and from the event using a number of options:

The flow of vehicular traffic on roads around the site will be controlled where necessary by Accredited Traffic Control Officers. The heaviest traffic is expected on Thursday and Friday during the principle attendee ingress period and Monday when they attendees leave the site.

Shuttle coaches

Southern Vectis have been selected as the transport provider for the ‘On Island’ Shuttle Bus Service. This service will operate for the 5 days of the event. Southern Vectis will manage the transportation of customers to site from the following terminals:

The team will also cover all shuttle services to and from the Site to local towns and attractions.

These services will operate into and out of a dedicated Bus Terminal located on site at Gate A3. The temporary festival bust station will be managed by Southern Vectis

Version 2 11 COMMERCIAL CONFIDENTIALITY APPLIES Appendix 3G During the week of the event the Promoter will be provided with information on the number of customers travelling via each route by each ferry company. During the egress phase of the event Southern Vectis has agreed to provide Wightlink with an assessment of the number of foot passengers travelling to Ryde.

Cars/Motorcycles

It is estimated that up to 80% of the Festival audience travel from the mainland by ferry to the Island venue, in previous years approximately half of them have travelled by car.

Closer liaison has taken place this year with the ferry companies so that accurate data can be obtained to predict the traffic flow within the road network close to the event site. It is anticipated 2500-3000 cars will travel from each of the two ferry companies into designated car parks.

Motorcycles will be directed to a small car parking area behind the Binfield Farm building on Mill Lane.

Private Coaches and mini buses

The Big Green Coach Company is the chosen provider of coach travel for attendees from the mainland direct to Site.

They will be operating services from up to 13 separate National destinations and will travel to the festival by means of all three car ferry terminal ports. The times of travel of these coaches will be provided to the transport team to assist with planning the ingress to the event.

Coaches will share use of the Bus Terminal at Gate A3 on site that will be managed by Southern Vectis. When vehicles have unloaded they will park in private coach park facilities off site arranged by the operator, these will be dispersed so as to avoid undue impact. No arrangements for private coach parking need to be made by the promoter.

This Big Green Coach Company will employ their staff to meet and greet arrivals and to manage their return to coaches after the Festival.

Public Transport (bus only)

Southern Vectis will continue to maintain a service to local bus stops and terminals; they will also cover their responsibilities in relation to the Isle of Wight school bus service on Wednesday and Thursday.

Drop off/Pick up, by private car or taxi

A taxi rank will be available in a field off Mill Lane which will have suitable and sufficient track way to enable use. This location is only approved for use for pre-arranged pick ups of attendees. The 2013 Festival proved that it is unsuitable as a waiting area for attendees who have not pre-booked taxis. Internal event signage will explain that this location is for pre-booked taxis only.

Car drop offs and pick-ups will also use the Mill Lane Taxi rank area. However advice will be given to Island residents that during the night road closure there will be no access to this location.

CONSEQUENTLY ADVICE WILL BE GIVEN TO RESIDENTS PRE-EVENT THAT THEY MUST ARRANGE PICK UPS AT THE END OF EACH DAY IN NEWPORT, WHERE THEY WILL BE ABLE TO GAIN READY ACCESS.

 Medina College on Fairlee Road,  Quay Street  School Lane Newport for customers leaving via the Red and Green Gates.

Nb. DURING THE NIGHT ROAD CLOSURES THERE WILL BE NO TAXI ACCESS TO THE MEDINA SCHOOL TEMPORARY TAXI RANK. CONSEQUENTLY ALL PICK UPS WILL NEED TO BE ARRANGED IN NEWPORT. (Signage will be placed at the school entrance point to that effect).

Taxi Driver Liaison Pre-Event

Liaison with the principal council officer responsible for Hackney Carriages has been made and it is planned to give taxi drivers early notification of access constraints to Medina School and of event plans.

River Taxi

This service is available from the Red Jet Terminal at Cowes direct into the Island Harbour and can be booked through Red Funnel.

Arrive and leave by foot

Pedestrian traffic from Newport can travel along the pavement and closed carriageway of the A3054 (Fairlee Road) before accessing the site via the public entrance at Gate A5; except on Thursday when the only public pedestrian entrance will be via the Campsite entrance between Gate’s A3 and A4.

Pedestrians leaving the Wight Car Park via Wight Gate 2 on East Cowes Road will be directed into a protected barrier area leading them up to the entrance point at Red Gate 2. The control of traffic on East Cowes Road to pass this area will be conducted by Marshalls using ‘Stop’ and ‘Go’ boards.

Residents

Residents affected by the implementation of the Traffic Management Plan as well as those within road closures will be allowed access to their property. Residents must adhere to the tenets of the Traffic Management Plan, complying with designated road closures flow routes and systems wherever practicable.

A signage plan will be implemented in conjunction with this Traffic Management Plan, to help visitors gain access to the venue, discourage the use of minor roads, and to help ensure the safe and free flow of traffic on the Island during peak traffic flow periods.

During the temporary night closure (12 – 15 June) access to Fairlee Road will be restricted with an absolute southbound closure at A3 entrance. Residents of Island harbour will be permitted to journey home during this period from Race Course Roundabout each will be given a safety briefing by TCO’s at that closure point.

Version 2 13 COMMERCIAL CONFIDENTIALITY APPLIES Appendix 3G 6. Traffic Orders and Road Closures

A number of traffic orders and road closures are required for this event; they will be attached to this plan at Appendix 3G1 after they have been issued.

Appropriate traffic signage will be in place 14 days prior to the event advising of such, in addition to statutory notices being placed in papers. The signage plans for this event can be found Appendix 3G2.

This year it is proposed that the one-way system on A3054 (Fairlee Road) be amended so that it only operates between Seaclose and Staplers Road and allow permitted vehicles to use the northbound carriageway under strictly controlled conditions.

This would enable vehicles displaying an appropriate permit to proceed from entrance gates A6 to A5 and from A5 to A4 / A3. Only approved vehicles associated with the running of the event would be eligible for the permit which would be required to use the northbound lane and a written list of vehicles issued with a permit would be given traffic control officers monitoring the scheme.

Vehicles proceeding from A6 to A5 would be supervised by a traffic control officer who would walk ahead of any vehicles wishing to use this section of Fairlee Road. Pedestrian safety will be top priority at all times. Between A5 and A4 / A3 access any permitted vehicles will be escorted by an AA vehicle with all hazard warning lights in operation at a maximum speed of 10 mph.

Prior to any vehicle being allowed onto the northbound carriageway, traffic control officers will assess the numbers of pedestrians using the road to decide if it is safe to escort vehicles along the northbound carriageway.

The will operate from 1300 on Wednesday 11th June until 1600 on Monday 16th June.

Escorted convoys on Fairlee Road

During the course of the event any traffic leaving the site will generally adopt a right turn only from the number exit gates from the site A4, A5 & A6.

Traffic leaving via Gates A2 and A3 can turn left without escort; this will include buses and coaches from A3.

The only exception to this will be a small number of vehicles that have been designated as ‘approved site vehicles’ that will from time to time be able to move within the footprint of the event on the closed section of Fairlee Road. Each ‘approved site vehicle’ will be issued with a windscreen pass and listed on a sheet given to traffic control officers. These vehicles will be allowed to turn left from Gate A5 and A6 within strict control conditions and under close escort at all times.

Foot Escort A6 – A5

Approved vehicles leaving Gate A6 will be held at a fixed position on the Production Road stating “Stop – do not proceed until directed”. Traffic Control officers will be in position at either end of this designated part of this road. Pedestrian safety will at all times be the principle consideration. A dynamic assessment will be made by the (A6) traffic control officer of pedestrian density and who can provide a walking speed escort of vehicles from Gate A6 to A5. The Traffic Control officer will escort a designated vehicle by walking ahead of it up to gate A5 on each occasion this facility is used, where generally the approved site vehicle will turn into the Festival confines. The escort is likely to be a slow stop/start process and the traffic control officer will be equipped with a portable megaphone. There are also likely to be occasions where vehicles will be held at gate A6, asked to use internal access routes or asked to use Staplers

Version 2 14 COMMERCIAL CONFIDENTIALITY APPLIES Appendix 3G Road to access the top of the one way system (E.g. end of daily event with mass pedestrian egress onto roads). This system will be able to operate from 0700 – 0200 hrs. The area is illuminated by streetlights so ambient illumination is good.

Vehicle Escort A5 – A4/3

Approved vehicles leaving Gate A5 will be held at a fixed position on Medina College stating “Stop – do not proceed until directed”. They will be escorted by an AA vehicle at a maximum of 10 mph up to the junction of Gate A4 or A3 for release when it is free to do. This aspect of the operation will only be allowed during the hours of daylight and good visibility.

All designated vehicles will have an approved vehicle pass to display in the windscreen.

These two sections of Fairlee Road will be monitored by CCTV cameras that link directly to the Event Liaison Team and Traffic Management Cell. An early assessment of this system will be made to assess its ongoing viability.

The process outlined above allows the safe use of the northbound lane in Fairlee Road without causing undue inconvenience to pedestrians. The use of the lane will be controlled and monitored by fully trained traffic control officers. The application of correct signage and the restrictions defined in the Section 14 Traffic Order also allow enforcement action to be taken against unauthorised vehicles proceeding northbound in Fairlee Road. The new system would create a safe environment for vehicles and pedestrians using Fairlee Road and greatly assist in the day-to-day running of the Isle of Wight Festival.

A detailed Risk Assessment is available for this process on Appendix 3G5 and maps showing the locations of the control areas can be found within Appendix 3G3

It has been agreed with Island Roads that a daily and ongoing assessment will be made of this operation to ensure that it is working as planned, needs to be refined or concluded.

Night Closures Racecourse Roundabout to Fairlee Rd (A3):

Each night a short term road closure will be implemented starting at Racecourse roundabout and re-enforced at Fairlee Road/A3 [to ensure that no vehicles travel south from the latter point until the road closure is removed]. The closure is designed to ensure safe egress at the daily end of main arena performances of people who join Fairlee Road to return home by various means.

The time of implementation will vary according to the actual conclusion of the arena events and/or CCTV view of a mass of people spilling from the site on to the road.

Drop down signs are provided by DTM at Racecourse roundabout.

Buses, taxis travelling to the Mill Lane ‘pre-arranged pick up point’, Island Harbour and Island Harbour residents will be permitted access (as in 2013) and each will be given a personal safety briefing by a traffic control officer at that point. Shuttle buses will be given access to their event bus station.

(In 2013 Island Roads staff manned the A3/Fairlee Road closure point working together with AA traffic control staff – it is hoped this system can be implemented again in 2014).

From East Cowes Ferry.

Primary Route to the Car Parks:

 Take second exit at roundabout onto A3021.  At next roundabout take the 1st exit onto A3054 (sign posted Ryde).  Follow the signs for Site along Whippingham Road to the traffic control officers at the junction with Alverstone Road and East Cowes Road.  Accredited traffic control officers will direct traffic right into East Cowes Road.  Drive along East Cowes Road into entrance gate Red 1 or 2 as directed  (Nb temporary traffic lights will be available for use if required at this location)

Secondary Route to the Car Parks:

 Take second exit at roundabout onto A3021.  At next roundabout take the 1st exit onto A3054 (sign posted Ryde).  At the junction with Alverstone Road turn left as signposted.  Follow the signs to turn right into Alverstone Road to a holding position at the Junction of the A3021.  Accredited Traffic Control Officers will move traffic across the junction into East Cowes Road in phases. Drive along East Cowes Road into entrance gate Red 1 or 2 as directed.

 For Guests and Campervans travel onto the one-way system and follow the signs for your designated area. Guest Gate A4 slipway. Campervans Gate A2.

From Fishbourne Ferry:

Route to the Car Parks:

 Travel up B3339 (Fishbourne Lane).  Turn right onto the A3054 (sign posted Newport).  Continue driving along A3054 through Wootton.  Continue forward on Lushington Hill.  At the Racecourse Roundabout follow signs for the Wight Car Park where Accredited Traffic Control Officers will direct traffic towards the car park.

Secondary Route

 In consultation with Island Roads a contingency route has been identified involving travel via Binstead, Newnham Road and Firestone Copse. This provides a tactical capability to make use of the road space as a temporary measure in the event of need.

From Yarmouth Ferry.

Route to the Car Parks:

 Take the A3054 to Newport.  At St Mary’s roundabout take the 3rd exit onto A3020 (sign posted Town Centre).  At Coppins Bridge roundabout take the 1st exit onto A3054 (sign posted Ryde).  At traffic signals turn right onto Staplers Road.  At roundabout take the 1st exit toward Wootton on Staplers Road.  Continue to Whiterails Road to the roundabout junction with Park Road.  Turn left at the roundabout onto Park Road. HGV, Buses or Coaches will carry on along Station Road to the junction of Lushington Hill.  At the junction with LushingtonHill turn left towards the racecourse roundabout.  Follow signs for the Wight Car Park (left turn).

Use of Accredited Traffic Control Officers

The smooth flow of traffic within the vicinity of the Site will be managed by a team of Accredited Traffic Control Officers (TCO).

They will be directed in their duties by the Traffic Manager based in the Traffic Management cell and will control the following positions:

 Whippingham Road junction Alverstone Road  Alverstone Road  Racecourse Roundabout  Racecourse Road  A single Motorcycle TCO spotter – mobile patrol  Fairlee Road between Gate A6 and A5 for the controlled convoy operation  East Cowes – Dover Road/Castle Street (deployed by Red Funnel Ferries)

All members of the team will be authorised to carry out traffic control duties on the public highway and have the equivalent powers to a Police Constable directing traffic. The inclusion of their tactical deployment in the event traffic management plan, when approved will permit them to lawfully use these powers during the IOW Festival. They will wear an approved AA uniform, will wear identification cards and will have been given maps and information in connection with the local road network. They will have radio communication with the Traffic Management Cell, so can be assisted with information if required.

A total of 63 acres of land is available for parking, which provides temporary event parking for a total of 9,400 vehicles. This is judged to be more than sufficient for the total number of vehicles expected to attend the event.

In addition this public car parking provision; additional areas have been identified around the site to park staff vehicles and production traffic. Every effort will be made to ensure that event related traffic does not cause undue impact on the movement of traffic on the public road network.

The car park plan is divided into these distinct areas.

Overview

In 2014 we benefit from the previous significant restructuring of temporary Festival car parking arrangements for visitors to the Site. A detailed map is shown within Appendix 3G3.

The car parking plan has been re-designed so that traffic travelling to the car parks from Island ferry terminals does not conflict under normal circumstances. Ferry routes have been designated and aligned with specific car parks. (E.g. ‘Wight’ and ’Red’ designation pre-event).

Vehicles travelling from across the Island will dove-tail into these designated routes so disruption is minimised as far as practicable. It is likely however during peak periods limited congestion will be experienced. The priority will be to manage traffic movement so as event related traffic is taken off the roads into the designated site as quickly as practicable.

The entrance routes into each of the car parks have been redeveloped and constructed to an industry standard suitable for the carriage of vehicles. Additional service roads and metal track way road networks will be put in place to facilitate the smooth carriage of vehicles from the car park entrances to the most appropriate parking place. Additionally car park charging has been incorporated into a multi-lane design for car park entrances; thereby maximising car park ingress flow rates.

The car parks will be managed by an experienced event car parking company working for the Promoter (CTM). Each car park will benefit from a dedicated team ensuring vehicles are cleared from the highway as efficiently as possible. Each manager will have a direct radio link to the Traffic Management Cell operating within our Event Liaison Team.

Contingency Car Parking (near to site)

A further 60 acres has been identified close to the site as contingency parking for up to 9,000 vehicles. It is however unlikely that if the principle Festival car parks were unusable due to bad weather that the condition of this additional car parking would be any different.

Contingency parking arrangements away from the vicinity of the Festival are covered within the IOW Councils Contingency Car Parking arrangements provided by the Council and Island Roads their contractor.

Car Park Preparation

 The temporary event public car parks are situated on grass land, to the north of the Festival complex and with improved entrances to each car park of an industry standard construction suitable for vehicle use.  The entrance surfaces run from the Highway for a distance of 15m in the field before linking to metalled track way.  A metalled track way network will be created across the temporary car park fields to provide a solid route to each parking area.  The metalled track way network will permit car parks to be filled as efficiently as possible; even during poor weather conditions. They will provide a solid and robust surface for vehicles to drive on prior to turning onto grass parking areas and coming to rest.  The Red Car Park has 2 entrance gates with 5 lanes 100 metres in length, 2 of these will be metalled track way.  The Wight Car Park has 3 entrance gates with 5 lanes 15 metres in length. A further 3 metalled track way pay lanes have been placed directly inside the entrance of Wight 1 to readily load vehicles off the highway.  The car parks have also been further improved by adding a hard standing at designated crossing points between the fields.  The Car Park Team will install ‘pole and rope lanes’ for use as pay lanes at the entrance to each car parking area.  A number of visitors will have purchased car park tickets in advance of the event; which will assist with the flow of vehicles onto the site; they will be directed to enter a fast track lane on arrival.

Car Parks will be publicised as being open from 0900 on Thursday and 0700 on each following day of the Festival; however they will be staffed earlier. If road congestion is occurring due to early arrivals consideration can be given to open them earlier to improve traffic flow and

Red Funnel traffic & Day Parking:

The Red Car Park has 3 designated areas knows as Red Car Parks 1, 2 & 3, they will all be opened at the same time.

Directions: Traffic from East Cowes will travel along Whippingham Road to the junction of East Cowes Road where Accredited Traffic Marshals will turn traffic right into East Cowes Road toward the entrances lane of the Red Funnel Car Park.

Day Parking: These vehicles will be loaded into the car park at the discretion of the Festival car parking contractor.

Pedestrian Access to Site: Pedestrians will walk from the car park to the top of the hill and then down to the crossing point in Mill Lane. This will be clearly signposted.

Exit: Reverse of the inward journey but turning left onto the A3021 Whippingham Road toward East Cowes.

Wightlink Traffic & Day Parking:

Wight car park has two designated area 1&2. They will all be accessible from Wight entrance on Whippingham Road.

Directions: Vehicles will follow the A3054 (Lushington Hill) to the Racecourse roundabout, vehicles from Yarmouth will join Lushington Hill via Park Road. Vehicles will enter through Car Park entrance Wight 1 from the A3021.

Day Parking: These vehicles will be loaded into the car park at the discretion of the Festival car parking contractor.

Pedestrian Access to Site: Pedestrians leaving the Wight Car Park will do so via Wight Gate 2 on East Cowes Road and then be directed into a protected barrier area leading them up to the entrance point at Red Gate 2.

The control of traffic on East Cowes Road to pass this area will be conducted by Marshalls using ‘Stop’ and ‘Go’ boards.

Pedestrians will then walk from Red Gate 2 to the top of the hill and then down to the crossing point in Mill Lane. This will be clearly signposted.

Exit: Vehicles will drive out of Car Park exit Wight 3 onto the A3054 and towards the Racecourse roundabout and will see directional signage towards the ferry terminal.

 The appointed car parking company are experienced in managing large events. They will arrive prior to the event to prepare the site and layout the car parks.  They will mark parking bays with row markers to identify all areas.  The team will park all crew, campervans, public and guest vehicles.  Parking staff will direct customers to a car parking space quickly and efficiently.  The team will wear High Visibility clothing and a uniform for ease of identification and will be equipped to answer any questions that the public may have.  They will provide a half hourly update of cars parked to the Traffic Management Cell situated in the Event Liaison Team.  In the event of a significant traffic flow problem they will inform the Traffic Cell immediately.  Should an area of any car park become unusable the team will rope off the area and arrange an immediate diversion around and inform ELT.  At the end of the event, the team will manage the exit phase from the car parks.

4x4 Vehicle Support

Each car park team will be supported by two 4x4 vehicles to assist with vehicles breakdowns and blockages to metalled track way routes or entrances.

The vehicles will be responsible for ensuring the routes remain free flowing within the car parks so as not to cause a ‘knock on effect’ leading to congestion on the highway.

The 4x4 team will be consulted with on the preceding weeks to the Festival to assess whether this support needs to be increased due to anticipated weather conditions.

Public Car Park sign off process:

All car parks will be assessed for their suitability for use on the preceding weeks to the event.

Any prolonged adverse weather in the months before the event will trigger an early meeting and review of car parking contingency plans for the event in any case. Regular inspections will take place of Festival entrance gates, main parking areas of the car park fields and any temporary metalled track way roads to ensure they are fit for use during the Festival.

Any evidence of suspected weather related unsuitability of these areas will be highlighted to members of the traffic management sub group so that appropriate car parking contingency arrangements can be activated in advance of the Festival.

The Promoter will meet as required and take advice from an appointed event Civil Engineer, the Operations Manager, the Car Park and Traffic Manager for the Festival.

A schedule will be used to highlight key actions, timescales and responsibilities for designated representatives within the inspection regime programme that will be activated 4 weeks in advance of the Festival; this can be found at Appendix 3G4.

If the Festival car parks become unusable for any reason then attendee traffic will be diverted in accordance with the Isle of Wight Council contingency plan.

Contingency car parks can be seen on an illustration within Appendix 3G3.

The car parking contingency plan is the responsibility of the Isle of Wight Council but it will be delivered in partnership with members of the Traffic Management Cell.

Traffic management assets provided for the event can be redeployed if appropriate.

Transport providers have contingency plans held within their own operational plans to support the movement of customers from these nominated car parks to the Festival Site.

9. Campervans

The camper van area is situated in the field next to Mill Lane. This area has a metalled track way road network to assist load the area. This location is subject to ongoing review on the approach to the event.

A contingency parking area is available at Island Harbour boat yard. This is situated on a hard standing surface that is accessed from the Island Harbour main entrance road. Vehicles enter at Gate A2 and will then drive to the harbour where they are directed into a suitable pitch position.

Thursday, Friday, Saturday, Sunday

The Campervan area will be open at 0900 on Thursday. On all other days, this area will be open from 0700. Access to this area will be by pre-booked ticket only.

Capacity: The campervan area has a capacity of 200 units.

Directions: Access will be gained from the one way system on the A3054 at entrance Gate A2. Traffic will be directed to the area and vehicles will be assigned a plot.

Exit: Vehicles leaving Mill Lane will approach Gate A2 and turn left onto the A3054. Signage will direct them to the appropriate ferry terminal.

10. Entrance Gates

The event will be supported by an off-site accreditation facility/marshalling area at Newport Football Club for concessions, this will assist with the management of traffic arriving for the Festival. This allows the team to monitor and manage production traffic more effectively that approaches the Site.

Appropriate metal road entrances are used for all heavy site traffic both before and during the event. A robust management policy is in place for 2014 to control the movement of production traffic around the site.

All taxis will be required to comply with the Festival Traffic Management arrangements at all times. Pre-notification of these arrangements will be made to taxi drivers through IOW Council.

Medina College

Available: Friday, Saturday, Sunday (College open on Thursday/Monday)

Medina College – Access to this area is via the main public entrance and exit gate (Green Gate). The rank will not be available until 9pm on Thursday and will be a Hackney Carriage rank, not a pre-booked collection point. This location will not be available for use during the night closure period and signage will be displayed at Medina School to reinforce this restriction. In any case ALL traffic leaving Medina School (other than those approved vehicles have site maintenance responsibilities) will have to turn right onto Fairlee Road; when leaving the school.

School Lane, Newport

Available: Thursday, Friday, Saturday, Sunday and Monday

School Lane Newport – Access by walking South on the A3054 and following directional signage.

Quay Street, Newport

Quay Street Newport - Access on foot from the public Red Exit of the Main Arena towards Quay Street where Taxi Marshalls will assist direct people to waiting vehicles. Some customers may also use the White Exit from the Main Arena and walk South on the A3054 and then along Hillside towards Quay Street.

Taxis travelling to this location will follow the appropriate signage and will be pre-advertised.

The Ferry Terminal plans are separated into the individual geographical area

13.1 Wightlink

Ryde – Pier Head and Esplanade (Foot passenger)

Passengers will depart the Fastcat at Ryde and walk down the Pier to be marshalled towards waiting buses from the chosen provider at the Rose Gardens on Ryde Esplanade.

Fishbourne – Car Ferry

Vehicles will leave the terminal at Fishbourne Ferry Terminal and enter the road network from Fishbourne Lane. Contingency plans are now in place to divert traffic away from the junction of Fishbourne Lane and the A3054 to keep the network free flowing.

There are no passenger shuttles from this location except the public bus service at the end of the road. This is to ensure bus traffic is reduced at the terminal.

Yarmouth – Car Ferry

Vehicles will leave the terminal and enter the road network on to the A3054 and take the primary route to Site. Contingency plans are now in place to divert traffic away from this route onto the B3041 if required.

Foot passengers will leave the terminal and be marshalled towards waiting buses in the bus lay by on the A3054.

13.2 Hover Travel

Passengers will depart the Hovercraft and walk into the car park outside to waiting buses from the chosen provider; further buses are available at the Rose Gardens on Ryde Esplanade.

13.3 Red Funnel

Cowes – Red Jet Terminal

Passengers will leave the terminal and walk round to the bus pick up point at Carvel Lane. Further buses will be held nearby when demand dictates.

Some passengers will have selected the River Taxi option; they will board the vessel next to the Red Jet terminal and be transported to the Island Harbour. On arrival at Island Harbour they will be directed to the nearest entrance gate.

East Cowes – Car Ferry

Vehicles will leave the terminal at the East Cowes Ferry Terminal and enter the road network towards the Site on the A3021. Contingency plans are now in place to divert traffic along Alverstone Road Whippingham if the primary route to site becomes blocked.

Foot passengers will be marshalled towards Castle Road by means of signage for the Taxi rank and Bus pick up point. Castle Street will be a clearway and barriers and cones will prevent parking in close proximity to the Waitrose entrance. Buses and taxis will park on either side of

Version 2 25 COMMERCIAL CONFIDENTIALITY APPLIES Appendix 3G Castle Street in lay-bys. Southern Vectis will provide a member of staff at this location to assist passengers to join the shuttle buses.

An accredited traffic control officer has been provided by Red Funnel to work on the Castle Street/Dover Road roundabout on the 12/13th June between 09-1700 hours to assist with traffic flow when required.

14. Disabled Persons Parking Arrival Route (Day Ticket Arrivals)

Entrance at Production Gate A6

Friday, Saturday, Sunday.

Directions: Vehicles should drive into the road system on the A3054 until they reach Production Gate A6 at the junction at Seaclose Park. They should turn right at this point and will be directed by security staff into the appropriate car parking area. Parking is limited to 33 spaces which is pre allocated on application.

Exit: After exiting the car park turn on to the exit road and approach Production Gate A6, traffic will then turn right onto A3054 one way system.

Other disabled drivers who have not made prior arrangements can be directed to the top of the red car park on the downward slope to Mill Lane.

15. Disabled Persons Camping

Available on Thursday, Friday, Saturday, Sunday

The disabled camping area is situated in a field near to Gate A4.

Use of this area will be restricted to campers who have pre-registered. A shuttle service will be available from this location to the viewing platform near the main stage.

Directions: Vehicles will enter the road system from the Racecourse roundabout onto the A3054 Fairlee Road and then turn right into the site at Gate A4. Customers will then be directed a short distance by security staff to the entrance to the field on the left hand side of the road.

Exit: Vehicles will drive out of the field and drive towards Gate 4. They will then be directed to turn right onto A3054 Fairlee Road into the one way system. Signage will direct them back to their designated ferry terminal.

16. Production Vehicles Arrival Routes

Monday 26th May – Sunday 29thJune.

The event build will start on Monday 26th May. From this date, until Sunday 29th June, all Event build vehicles will enter the site, via Gate A4 and A6.

Directions: Vehicles will enter the road system from the Racecourse roundabout onto the A3054, Fairlee Road and then turn right into the site at Gate A4.

Version 2 26 COMMERCIAL CONFIDENTIALITY APPLIES Appendix 3G The Site Manager may choose to send some incoming deliveries to Newport Football Club on the A3020 and hold them offsite in this marshalling area. This will be by means of a sign posted diversion from each terminal. Direction maps will be provided to visiting delivery drivers.

Any overnight arrivals will be directed to the Newport Football Club holding area until Gate A4 or A6 opens in the morning. There is no access to Production Entrance Gate A6 from Midnight each night.

17. Concessions

Tuesday 10th June and Wednesday 11th June

Concessions will be held in the holding area at Newport Football Club on the A3020, until such times as they are called onto site to be located. The use of the football club will be regularly reviewed during the approach to the Festival.

This area will be managed by Central Catering’s concessions manager. On being called onto site, these vehicles will travel from the South to enter through accreditation at Gate A4 or A6.

Directions: Concessions will drive to Newport Football Club on the A3020. There will be a sign posted route from each terminal. Direction maps will be provided to visiting delivery drivers.

Any overnight arrivals will be directed to the Newport Football Club holding area until Gate A4 opens in the morning.

18. VIP Arrival Routes (VIP Car Park)

Friday, Saturday, Sunday

VIP Car Park is allocated to VIP and invited guests only. Access to this area is achieved by a pre-issued pass only.

Capacity: The capacity of the VIP Car Park is 400 cars.

Directions: Vehicles will enter the road system from the Racecourse roundabout onto the A3054 Fairlee Road and then turn right into the site at Production Gate A6.

Customers will then be directed a short distance by security staff to the entrance to the field on the left hand side or right hand side of the road.

Exit: Vehicles will turn right out of Production Gate 6 on to the one-way system.

19. Staff, Production & Authorities Car Parks

Monday 2ndJune – Monday 9th June

From 0800 on Monday 2ndJune, until midnight on Monday 9thJune, all staff and authorities vehicles will enter the staff car park area through A6 from the A3054.

This entrance remains the main access road to the Premier Inn, the Table Public House and Isle of Wight Council Planning Offices. Access will be facilitated continually to these locations up until Wednesday evening. Staff working at the Council offices will be given additional access to attend the building during the Thursday and Friday of the Festival.

20. Performing Artists & VVIP’s Arrival Routes

Thu, Fri, Sat, Sun

Directions: Performing Artists and VVIP’s will travel to the Site via the most appropriate primary travel route from their ferry terminal.

Vehicles will then enter the road system from the Racecourse roundabout onto the A3054 Fairlee Road and then turn right into the site at Production Gate A6. They will then be directed a short distance by security staff to the appropriate internal backstage gate.

Exit: Vehicles will turn right out of Production Gate 6 on to the one-way system.

21. Adverse Weather Plan

If adverse weather of a scale sufficient to have a negative impact on festival operation occurs on the lead up to, or during the event prompt liaison will take place between the Promoter, members of the Isle of Wight Council and statutory emergency services to allow evaluation and to ensure that appropriate contingency plans are made and ready to be implemented.. A multi- agency approach will be adopted for all matters that fall outside the scope and capability of the Promoter to realistically deliver. Car parks will be assessed for their suitability for use. If the fields are assessed as unfit to be used contingency parking arrangements will be implemented.

Car Parking Considerations:

Car parking spaces are available for 9000 vehicles, with anticipated number of cars expected being approximately 5000. This provides in our view adequate capacity with five car parks being open at any one time to receive event related traffic. Each has four entrance lanes, increasing the flow rate from the public highway.

If the car parks are unusable due to weather the IOW Contingency Car Park Plan will be implemented.

Contingency Car Park Plan:

If contingency car parking is required it will be put in place by the Isle of Wight Council using its car park contingency plan.

The IOW Council have ownership of this plan.

This process will be managed by the Isle of Wight Council in a partnership approach within the ELT and Traffic Management Cell. See Council Contingency Car Park Plan.

Groundwork:

Hard-core and tarmac entrances have been established for each car park. A stockpile of hard- core will be available on site. Each car park will benefit from extensive metalled track way being laid, providing a solid access route into the centre of each area.

Plant and machinery:

Plant and machinery will be available on site for the moving of hard-core. Tractors and a 4x4 contingency crew will be on stand-by to provide a readily responsive vehicle towing service if required.

Track Way:

The site is supported by a stock of metalled track way, while finite it will be sufficient to provide a reserve on the event footprint if required and the staff to deploy it. Routes around the site and car parks will be shown on the event master plan and a contingency supply will be available for use and deployment on the approach to the event. An additional team of track way engineers are deployed at this event. One team will be situated in the north of the Site and the other in the South.

Signage:

V.M.S. signage on arterial routes will be utilised to provide advance warning to motorists. Updated Traffic information will be available via local radio stations and information from the event media team (shown within Appendix 3G2).

All messages displayed on V.M.S. signage on the arterial routes will be agreed by the Isle of Wight Council and Hampshire Constabulary in advance of the event and by the Traffic Cell during the event. Messages will be controlled from within the Traffic Management Cell.

Traffic Management Car Parks:

This will be monitored by the Traffic Cell where any contingency plan will be co-ordinated. The traffic cell is situated at ELT to enable effective communication and coordinated planning with all parties concerned with delivery of the overall event traffic management plan.

Signage reserves will be available that can be used to change and/or provide alternative routes; again this will be co-ordinated from the E.L.T and the Traffic Management Cell.

Monitoring:

A link to the Met Office warning system will be established pre event and maintained during the event in the ELT. Local weather forecast information will also be available. Continuous ground condition monitoring will take place in the month leading up to and during the Festival.

Vehicle Recovery – tow away:

Tow-away vehicles will be available on the perimeter of the site. Any request to action this service should be agreed through the Traffic Cell who will ensure that a fair and consistent policy is maintained.

A BIFFA street cleaning vehicle will be available during the Festival for deployment on the roads around the event site if required to clean road surfaces. Deployment can be made through the traffic management cell (ELT).

4x4 Vehicle Support:

Support vehicles with 4x4 capabilities will be operating in each of the main car parks. On the preceding weeks to the Festival an assessment will be made whether the amount of vehicles needs to be increased.

Additionally the AA hope to provide a single special operations team Land Rover for the event driven by a roadside breakdown patrol who can assist motorists on the event site and in its environs (this service was provided last year and worked well).
