Information The Isle of Wight Festival is organised by Solo Promoters Limited and is scheduled to take place between 12th and 16th June 2014. This event incorporates the following locations: Seaclose Park The Medina College Playing Fields On the adjoining fields of North Fairlee Farm in Newport. The Festival is licensed under Premises Licence Number IW 041144 in perpetuity and allows a maximum attendance of 89,999 persons at the event. The Festival Site incorporates a number of designated areas for musical entertainment; as well as having: Themed bars Funfairs Trade and catering concessions. The opening hours for the different providers are identified within the Premises Licence. The site is divided into the following specific areas: Main Arena Strawberry Fields Penny Lane Campsites The event traffic management plan is intended as far as is reasonably practicable to reduce the impact of the Festival on the Island highways road network with the principle intention of: a. Keeping the road network flowing b. Maximising vehicular traffic flow to and from designated Festival car parks c. Engaging with ferry operators pre-event and during the Festival to assist with the effective management of vehicle flow effectively to and from the Festival site d. Working closely with partners throughout while understanding respective responsibilities. The Promoter has appointed a Festival Operations Manager who is responsible for completion of the Festival Traffic Management Plan in consultation with the Isle of Wight Highways Authority and the Hampshire Constabulary. The plan will be implemented by an appointed Traffic Manager on behalf of the Promoter; who will work in partnership with the police and Island Roads, the IOW Council contractor. During the build phase construction traffic will begin to arrive two weeks in advance of the opening schedule for the principle ‘build-up’ phase of site construction. Production traffic is scheduled to arrive on the Site at designated times and by means of the most appropriate entrance gate. The week following the Festival is designated as the ‘site breakdown phase’ and once again site traffic will be operating on the local transport network to enable ‘break down’ operations to be concluded. The principle facet of the event traffic management plan will be implemented during the actual active week of the Festival. The following will be responsible for dealing with the arrival and egress of the visiting audience during the five days of the event in close proximity to the event, both on a weekend and daily attendance basis: Version 2 4 COMMERCIAL CONFIDENTIALITY APPLIES Appendix 3G AA Event Traffic Solutions will provide accredited traffic control officers to cover designated junctions as indicated on the traffic management maps for the event. Docklands Traffic Management is the contracted traffic management company and will deploy all traffic signage and equipment according to the event traffic management signage schedule and associated maps. The following additional features of the Festival site will become operational during the five days of the Festival: Car Parks Camper van area Bus Terminal Taxi Ranks VIP Car parking Staff parking Disabled parking The event is supported by the creation of two large dedicated temporary car parks that are situated in fields outside of the licensed area to the North East and North West of the Festival site. Additional designated car parking is provided for vehicles belonging to members of staff. Incorporated into the event plan are designated camping facilities for 50,000 people. These campsites will be open to attendees from 12:00 on the Thursday preceding the Festival and they will remain open until 12:00 hours on Monday following the Festival, providing time for participants to pack and leave the site. Temporary roadways (track way) will be laid in key locations on the Site, including Red and Wight vehicle car parks to safely facilitate all weather vehicle movements. Designated entrance points are provided around the Site for both vehicles and pedestrian visitors; each is readily identifiable by a letter and number to avoid any confusion and each is signed accordingly. The main A3054 road from Newport to Wootton (Fairlee Road) runs along the eastern side of the event. The Festival plan requires implementation of a system on this road to create a safe and protected environment for pedestrians and other road users. A closure will introduce a one way traffic flow between Seaclose and Staplers Road along Fairlee Road but grant selective and controlled access and use of Fairlee Road for a limited number of accredited and designated Festival staff under the supervision and control of accredited traffic control officers on foot (Gates A6 – A5) and by means of an escorted convoy system (Gates A5 – A3). Pedestrian safety will be top priority at all times. Full details of this are shown in Section 6 of this plan and it has been risk assessed and will be managed on the basis of a dedicated Risk Assessment shown at Appendix 3G5. The system will be in operation by 1300 on Wednesday 11th June and will remain until 1600 on the 16th June in accordance with the TTRO linked to the operational requirements for the Festival. In previous years information has indicated that the Festival has attracted approximately 20% of the audience from the Island with 80% from the mainland. The Traffic Management Plan has been designed accordingly to manage both elements throughout the event. The Car Park charges for this Festival are as follows: Car Park Charges 2014 Purchased in advance for weekend £15 Purchased on the entrance gate for weekend £20 Purchased on the entrance gate per day £10 Version 2 5 COMMERCIAL CONFIDENTIALITY APPLIES Appendix 3G Car park entrances have been constructed to provide a multi-lane facility to enable car parking fees to efficiently be collected as well as fast track prioritisation of attendees who have pre-paid for car parking to maximise flow rates from the road. The Festival website is designed to encourage pre-purchase of car parking tickets prior to the event. Timings Summary The following schedule of key event timings gives an overview the main movements of traffic and pedestrians that are expected to occur around the site during the Festival. The main arena will close 30 minutes after the headliner set (00:30 Friday, 00:30 Saturday, 23:40 Sunday). Strawberry Fields and Penny Lane entertainment fields will stay open until 23.00 on Thursday, 02.00 on Friday & Saturday and 01.00 on Sunday. At these closure times all non-campers leave the site via buses, taxis, private car or as pedestrians.
