Investing in efficient and accessible transportation has the aim of benefiting everyone. However, without paying specific attention to hear all voices, some people and communities will be left behind. This report aims to inform transportation actions and improvements that will contribute to a city for all. From April 2018 to August 2018, transportation equity community conversations were hosted by 12 organizations to help us answer the question “How can Ottawa become a leader in transportation equity and mobility justice?” The Healthy Transportation Coalition and HealthBridge partnered in this work with the aim of informing the application of an equity lens in the 2019 revision of the City of Ottawa Transportation Master Plan and related transit decisions. City for All Women Initiative (CAWI) joined this undertaking as part of their work to apply an intersectional gender lens (GBA+) to city decision making (Status of Women Canada, 2018). Toward this end, the City of Ottawa Equity and Inclusion Lens was applied in the design of the consultation, selection of facilitators and participants, and the analysis of findings. Rural and suburban residents, including LGBTQ youth, spoke of the challenges of accessing services for after school activities and jobs when there is limited or no access to transit. For low-income neighbourhoods, walkability could be improved with increased cross-walks, shade trees and safe short-cut pathways to transit. People with disabilities, older adults and women with families emphasized the need for better snowplowing of sidewalks, where rural communities spoke of better snowplowing of roads where there are no sidewalks. Many conversations emphasized the need for improved bicycle infrastructure, preferably infrastructure that creates a road and bike path separated by a barrier. A consistent comment typically made in the community conversations was an appreciation that the facilitators came to them. Calgary Transit Calgary Transit operates the public transit system in Alberta’s largest municipality. Operating a mixed fleet of LRT and bus vehicles, Calgary Transit is the first choice for getting around Calgary. The Stoney Transit Facility is a leading example of public-private partnerships (P3). The 44,300 square metre facility is the largest of its kind in North America, with the ability to simultaneously fuel six buses indoors from empty to full in about four minutes.

Although our time together was cut short, I’m grateful for all that first year brought us. 2 Executive Summary Background & Context The coronavirus disease 2019 (COVID-19) has radically impacted public transport ridership and service provision across the country. Since the outbreak of the virus, transit agencies have had to adapt to new and rapidly evolving conditions. Many agencies modified services to reflect lower ridership levels and to ensure the safety of both riders and operators. These changes in service were guided by public health agencies, as well as major transit associations like the Canadian Urban Transit Association (CUTA) and International Association of Public Transport (UITP). Other agencies implemented precautionary measures like rear door boarding, temporary fare suspension, and reduced capacity limits to enable the safe continuity of operations. As the COVID-19 pandemic continues, transit agencies are having to strike a balance between providing enough transportation options for essential travel and reducing service offerings to match the declining overall demand for mobility services.

Report Bus rapid transit is a high-speed, high frequency bus-based mode of transit that delivers fast, high-capacity, and cost-effective transit services in urban areas. Bus rapid transit differs from regular bus service based on several key characteristics: • The use of dedicated busways lanes (exclusive street-level lanes, often fully segregated from mixed traffic). • Off-board fare collection for less idle time at stations (simultaneous boarding at all doors). • Platform-level boarding for improved accessibility. • High frequency (focus is on ridership, not coverage; service is based on a pre- determined frequency rather than a schedule). • High capacity; bus rapid transit often uses articulated buses capable of transporting 80+ passengers. • High quality stations. Compared to a regular bus service, bus rapid transit is faster, has a higher ridership capacity, runs more frequently, and offers greater reliability and convenience.

We have been working with other City business units and Canadian transit agencies, through the Canadian Urban Transit Association (CUTA), to share information and learn best practices (Attachment 1). Through these collaborations and dialogue, the following measures were implemented: Caring for our employees: Limiting interactions between employees and customers through: Rear-door boarding on large buses. Not collecting cash fares on buses and asking customers to purchase pre-paid tickets. Installing physical distancing signage on buses, trains and stations. A two-passenger-per-vehicle limit for Calgary Transit Access service. Distributing three-reusable cloth masks to all Calgary Transit employees and individual cleaning kits with sanitizer to all operators. Installing driver barriers on all community shuttles and in process of installing on larger buses. Caring for our customers: Providing a clean and safe transit service for customers by: Thoroughly disinfecting our vehicles and stations with focus on high-touch surfaces such as railings, stanchions and handles. Introducing on-the-go cleaning of trains (and soon buses) while in service, with a focus on disinfecting high-touch surfaces, specifically the ticket vending machines and door handles and buttons.

    TT2017-0185 ATTACHMENT 3 Shared Ride Service Models Calgary Transit is continuously monitoring the evolution of technology and service paradigms in order to efficiently and effectively deliver safe and accessible public transit. The desire for high- frequency public transit continues to grow across the city, while limited operating budgets and competing demands for resources constrain our ability to address that growth. Calgary Transit has evolved service delivery models in the past where they have demonstrated value for our customers and our business (e.g. Community Shuttle service for lower ridership areas and off- peak periods). The emergence of ridesharing has prompted questions regarding efficient and effective service delivery. This brief overview seeks to answer the questions: what, where and when is the best fit for shared-ride service models, and how can they complement fixed-route transit service? Background on the Emergence of Ridesharing Ridesharing services that divert off of fixed routes have historically been part of the toolbox of public transportation service delivery. In Calgary, Dial-a-bus service was once used as a complement to fixed-route transit service in low-density communities (and still is in off-peak periods in some other cities). Calgary Transit Access currently uses ridesharing as a means of efficiently delivering accessible transportation for people with disabilities who are unable to access other Calgary Transit services. Major advances in on-demand technology through mobile platforms have facilitated the rapid growth of ridesharing Transportation Network Companies (TNCs) such as uberPOOL, Bridj, and RideCo. These services match users based on their trip origins and destinations, and create an on-demand and dynamically-scheduled route that transports multiple users in one vehicle.
