EITI DEVELOPMENT ISSUES DISCUSSED IN DUSHANBE

DUSHANBE, September 27, 2011, Asia Plus -- Issues related to development of the Extractive Industries Transparency Initiative (EITI) in Tajikistan were discussed here on Saturday at a meeting of Deputy Finance Minister, Jamshed Norinov, with representatives of the World Bank and other international organizations active in Tajikistan, as the Ministry of Finance (MoF) Secretariat reported. The meeting participants, in particular, discussed the results of a seminar on promotion of EITI in Tajikistan that took place in Dushanbe in June. Tajik deputy minister reportedly noted that the Government of Tajikistan has taken efforts in recent year to intensify economic reforms and promote integration of the country into the world economy. The sides expressed readiness for further cooperation on making concerted decisions on promoting EITI in Tajikistan. The Extractive Industries Transparency Initiative, EITI, is the widely-accepted international framework for strengthening transparency and accountability in the extractives sector. Launched in 2002, it is currently implemented in 35 countries across the globe. It is unique in terms of bringing together representatives from three different groups - private sector, civil society and Government - to work together, through the verification and full publication of company payments and government revenues from oil, gas, and mining. Adherence to and implementation of EITI is crucial for Tajikistan’s economic and social development. Recent mining reforms and mineral discoveries are likely to significantly expand the extractive sector in Tajikistan. Yet, these resources are not renewable and therefore need to be managed very carefully. In this context, EITI will bring many benefits to Tajikistan: an improved investment climate, a signal to international investors that the government has a clear commitment to transparency and good governance, and strengthened accountability vis-à-vis the people of Tajikistan. In order to formally be accepted as an “EITI candidate” country, Tajikistan will have to fulfill a number of requirements, including a formal public announcement, a firm commitment to working with the civil society, establishment of a Multistakeholder group, appointment of an “EITI Champion” to pilot the initiative, and publication of a work plan. The World Bank has strong experience in EITI implementation around the globe. Appointed as administrator of a Multidonor Trust Fund that has nearly US$50 million in contributions from 14 donors, the World Bank currently works in 50 countries worldwide to provide technical assistance to EITI and to support EITI dialogue in countries that are just considering becoming a part of the initiative. The World Bank stands ready to support EITI in Tajikistan.

INVESTMENT PLAN FOR THE DEVELOPMENT OF TAX ADMINISTRATION IN TAJIKISTAN WORKED OUT

TAJIK CENTRAL BANK ATTRIBUTES FALL TO USD-TJS EXCHANGE RATE TO EXTERNAL FACTORS

DUSHANBE, September 27, 2011, -- The National Bank of Tajikistan (NBT) has made an official statement regarding the fall in the dollar-somoni exchange rate.

4 The NBT stated on September 26 that the fall in the dollar (USD)-somoni (TJS) exchange rate is connected with external factors. The situation in the domestic currency market reportedly remains stable despite of the fall in quotation of rates. “The country’s banks, their branches and the currency exchange offices will continue their currency transactions in a normal regime and are ready to take necessary measures in order to keep sustainability of the domestic currency market,” the statement said. The currency exchange offices are currently buying the dollar on average at 1:4.75, while some currency exchange offices in Dushanbe are buying the U.S. dollars even at 1:4.60. As it had been reported earlier, the U.S. dollar (USD) fell considerably against the Tajik national currency, the somoni, last week. USD reportedly fell 2.08 percent against the somoni -- from 1:4.90 on September 20 to 1:4.80 on September 24. Meanwhile, currency exchange offices in Dushanbe say they are currently experiencing shortage of the national currency, the somoni. The exchange rates of the euro and the Russian rubble (RR) against the somoni have also changed over the last week. The exchange rate of € against the somoni fell from 1:6.65 on September 20 to 1:6.61 on September 24. The exchange rate of RR against the somoni fell last week from 100:15.10 to 100:14.40.

COOPERATION BETWEEN BUSINESS COMMUNITIES OF TAJIKISTAN AND POLAND DISCUSSED IN DUSHANBE

DUSHANBE, -- Issues related to establishment of cooperation between business communities of Tajikistan and Poland were discussed here yesterday at a meeting of Tajikistan’s Chamber of Commerce and Industry (CCI) head Sharif Said with Polish Ambassador to Tajikistan Marian Przezdziecki. According to the CCI press center, the sides discussed priorities of bilateral mutually beneficial cooperation between the two countries. Tajik CCI head invited the Polish side to participate in an exhibition entitled “Tajikistan-2011” that will take place in Dushanbe from October 27-28. Mr. Przezdziecki, for his part, noted that a business seminar and a contact exchange will be organized on the sidelines of the second session of the Tajik-Polish intergovernmental commission for trade and economic cooperation that will take place in the Tajik capital from October 27-29 this year. WORLD ENCOUNTERS SECOND WAVE OF GLOBAL FINANCIAL CRISIS, SAYS CPT LEADER

DUSHANBE, September 29, 2011, --The world has encountered the second wave of the global financial crisis, leader of the Communist Party of Tajikistan (CPT) Shodi Shabdolov told Asia-Plus in an interview. The statistical update prepared by the ILO and the Organization for Economic Cooperation and Development says that at current employment growth rates of 1 per cent, it won’t be possible to recover the estimated 20 million jobs lost in the G20 since the crisis began in 2008. The analysis expresses concern that employment may in fact grow at a rate of just under one per cent (0.8) until the end of 2012, resulting in a 40 million job shortfall in G20 countries next year and a much larger shortfall by 2015.

TAJIK DELEGATION ATTENDS EURO-ASIA ECONOMIC FORUM IN CHINA

According to Xinhua, the forum participants exchanged views on ways to promote regional economic cooperation, common development and prosperity. The biennial Euro-Asia Economic Forum was launched in Xi'an in 2005, and the city was named the permanent venue for the forum in April 2007.

TAJIKISTAN BEGINS TO SUPPLY ELECTRICAL POWER TO AFGHANISTAN

DUSHANBE, September 26, 2011, Asia-Plus -- Tajikistan will begin to supply electrical power via the 220 kV power transmission line from in Tajikistan to Pul-i Khumri in Afghanistan in the near future, Nourmahmad Kholnazarov, the head of the power industry department within the Ministry of Energy and Industries (MoEI), said in an interview with Asia-Plus. Regular supply of Tajik electricity to Afghanistan via this power transmission line will start next year, Kholnazarov added. Under an agreement reached between the sides, Tajikistan will supply electric power to Afghanistan at 3.5 cents per one kWh. Uzbekistan, for example, now supplies electricity to Afghanistan at 7.0- 7.5 cents per kWh. A total cost the Tajikistan-Afghanistan 220 kV interconnection project that was launched in 2009 is 56.5 million U.S. dollars and it is financed by the Asian Development Bank (ADB), the OPEC Fund for International Development (OFID), the Islamic Development Bank (IsDB), the Afghanistan Reconstruction Trust Fund, and the governments of Tajikistan and Afghanistan. On the territory of Tajikistan, the line starts in the Sanguda-1 hydroelectric plant and ends on the Tajik-Afghan border. The 220 kV Tajikistan-Afghanistan power transmission line is 278 kilometers long, and 116 kilometers of it lies on Tajik territory and 162 kilometers on Afghan territory. Over the first eight months of this year, Tajikistan has reportedly exported more than 92 million kWh of electrical power for more than US$2.1 million, primarily to Afghanistan. According to Barqi Tojik, Tajikistan now supplies electricity to Afghanistan only during summer season and in small volumes (not more than 15 megawatt-hour of electricity per day via the 110 kilovolt power transmission line). Compared to the same period last year electricity exports have reportedly decreased by 16.8 percent.

PAID SERVICES TO POPULATION IN TAJIKISTAN AMOUNTED TO NEARLY $ 1 BILLION

WEIGHTED AVERAGE INTEREST RATE ON LOANS FALLS 1.3% IN TAJIKISTAN

DUSHANBE, Asia-Plus, September 29, 2011-- According to the National Bank of Tajikistan (NBT), the remainder of loans provided by Tajik banks rose 33.8 percent in a year to September 1, 2011, reaching 4.5 billion somoni (equivalent to more than 950 million U.S. dollars). Tajik central bank notes that the weighted average interest rate on loans have fallen 1.3 percent over the report period. SIX HIGH-RANKING KYRGYZ STATE OFFICIALS REPROTEDLY DISMISSED FOR FUEL SMUGGLING TO TAJIKISTAN

DUSHANBE, September 28, 2011, Asia-Plus -- Six high-ranking Kyrgyz state officials have reportedly been dismissed in connection with fuel smuggling to Tajikistan. Referring to acting Kyrgyz Prime Minister Omurbek Babanov, TV and Radio Company Mir reported on September 28 that six high-ranking Kyrgyz state officials, including the national security service chairman and the finance police chief, were dismissed in connection with fuel smuggling to Tajikistan. Seven criminal proceedings have been instituted over smuggling of gasoline and diesel fuel into Tajikistan. Over the last three months alone, some 700,000 tons of fuels have been smuggled out of Kyrgyzstan into Tajikistan and 360,000 other tons of fuels have been seized by customs officers on the border, Mir reports. Every day, dozens of tank trucks were reportedly transporting Russian fuels, bought by Kyrgyz suppliers for domestic use, to Tajikistan. Radio Liberty’s Kyrgyz Service reported in early September that two Kyrgyz officials- Ulan Babayev of the Finance Police and Nuradil Toktosunov of the Tax Service- have been detained on suspicion of involvement in the illegal export of gasoline to Tajikistan. Besides, Prime Minister Almazbek Atambayev ordered on September 12 to dismiss all heads of law enforcement agencies in Batken region. In particular, he said the chief of Finance Police department in Batken region, chief of Border Service in Batken region, chief of State National Security department in Batken region and several chiefs of local administrations should be dismissed. 8

MORE THAN $ 3.2 MILLION WAGE ARREARS IN TAJIKISTAN

DUSHANBE, Avesta.Tj, 23.09.2011- Total outstanding salary payment based on past year in Tajikistan at the beginning of August 2011 amounted to over 14,6 billion somoni. According to the Statistics Agency under President of RT, only at the end of July this year, wage arrears in the real economy rose by 1.7 million Somoni (14.6%), and was more than 14 million TJS. DANGHARA AND KULOB DISTRICTS IN KHATLON OVERFULFILL THEIR COTTON TARGETS

KULOB, September 30, 2011, Asia-Plus -- Danghara and Kulob districts have overfulfilled their cotton targets and are continuing to gather cotton in addition to their obligations. Cotton growers of have reportedly yielded 4,673 kilograms of cotton to date, which is 23 tons more than it was originally planned. Kulob district has pledged to produce 7,952 tons of raw cotton this year. The Kulob cotton growers have gathered 8,141 tons of cotton by September 30. 32,251 hectares have been allocated in five cotton producing districts of Khatlon’s Kulob region to cotton cultivation this year and local cotton growers are expected to yield 62,850 tons of raw cotton.
