Matthews1 Received: 18 April 2020 / Accepted: 5 May 2020 / Published online: 18 May 2020 © The Author(s) 2020 Abstract The World Health Organization and European Centre for Disease Prevention and Control suggest that individuals over the age of 70 years or with underlying cardiovascular disease, cancer, chronic obstructive pulmonary disease, asthma, or dia- betes are at increased risk of severe COVID-19. However, the prevalence of these prognostic factors is unknown in many countries. We aimed to describe the burden and prevalence of prognostic factors of severe COVID-19 at national and county level in Sweden. We calculated the burden and prevalence of prognostic factors for severe COVID-19 based on records from the Swedish national health care and population registers for 3 years before 1st January 2016. 9,624,428 individuals were included in the study population. 22.1% had at least one prognostic factor for severe COVID-19 (2,131,319 individuals), and 1.6% had at least three factors (154,746 individuals). The prevalence of underlying medical conditions ranged from 0.8% with chronic obstructive pulmonary disease (78,516 individuals) to 7.4% with cardiovascular disease (708,090 individuals), and the county specifc prevalence of at least one prognostic factor ranged from 19.2% in Stockholm (416,988 individu- als) to 25.9% in Kalmar (60,005 individuals). We show that one in fve individuals in Sweden is at increased risk of severe COVID-19. When compared with the critical care capacity at a local and national level, these results can aid authorities in optimally planning healthcare resources during the current pandemic. Findings can also be applied to underlying assump- tions of disease burden in modelling eforts to support COVID-19 planning. Also the municipality of Kalmar and the isle of Öland are very popular holiday resorts. The city of Kalmar was e.g. voted to the best Swedish summer city for the third time. But at the same time the Baltic Sea suffers from over- fertilization. Especially the surplus of phosphorous is a problem. For example, on the isle of Öland, located near the cost, there are 2,5 cows per inhabitant. If the farmers wish to by more animals they have to buy more land which is a serious obstacle for them. Kalmar County represents 2,4 % of all the inhabitants in Sweden but stands for 25 % of chicken production and 12 % of milk production in the country making the farming a very important industry. Our politicians have recognized that biogas/bio-methane can be one of the solutions because it not only reduces the metane leaks from the farms but it also delivers a renewable fuel to our vehicles and digestate that can be certified as an ecological fertilizer. The public procurement is generally made for 8 + 2 years. Since the latest procurement was made in 2007, it was time for a new procurement. It covers all the 12 municipalities in the County and is administrated by the Regional Public Transport Administration whereas the final decisions are made by the politicians in the County Council, head of the transport administration.

A case of Swedish municipalities Ulrika Lyckman Alnered 1 Abstract Adaptive Governance approaches are being implemented by officials in Swedish municipalities. A close dialogue and cooperation between municipalities, and the acceptance of the uncertainty and unpredictability of climate change are included in the strategic work, and facilitate the introduction of Adaptive Governance approaches. However, Adaptive Governance approaches are at the same time hindered by the municipal systems, which does not allow for the introduction of new and innovative information. In particular, this study demonstrates that the systems are not structured to include such information from informal sources, such as citizens and farmers. This comparative study investigates water quality management at the local level, applying the concept of Adaptive Governance in three Swedish municipalities: Kalmar, Västerås and Upplands Väsby.The analysis is based on the theoretical framework of Adaptive Governance that expands on the understanding of adaptive management. The 17 semi-structured interviews conclude that the facilitators for Adaptive Governance are most evident within the areas of collaboration and shared responsibility between municipalities.
