Chapter 5: Community Facilities and Services A. INTRODUCTION This chapter assesses the potential impacts of the proposed actions on community facilities and services. As described in Chapter 1, “Project Description,” the applicants, the New York City Department of City Planning (DCP) and SJC 33 Owner 2015 LLC, are proposing a series of discretionary actions (the proposed actions) that would facilitate the redevelopment of St. John’s Terminal Building at 550 Washington Street (Block 596, Lot 1) (the development site) with a mix of residential and commercial uses, and public open space (the proposed project) in Manhattan Community District 2. Community facilities and services are defined in the 2014 City Environmental Quality Review (CEQR) Technical Manual as public or publicly funded schools, child care centers, libraries, health care facilities, and fire and police protection services. CEQR methodology focuses on direct effects on community facilities, such as when a facility is physically displaced or altered, and on indirect effects, which could result from increased demand for community facilities and services generated by new users such as the new population that would result from the proposed project. Since the certification of the Draft Environmental Impact Statement (DEIS), the New York City Department of Education’s (DOE) enrollment projections were updated. Therefore, the public school analysis has been updated for consistency with DOE’s enrollment projections for years 2015 through 2024, the most recent data currently available. In addition, based on guidance from SCA (see Appendix C, “Agency Correspondence”), existing capacity for the Sixth Avenue Elementary School has been updated to reflect 50 percent of the total capacity of this school to be counted towards sub-district 2. -

To identify key trends in international sales of feature films generally and Canadian independent feature films specifically; 2. To provide intelligence on challenges and opportunities to increase foreign sales; 3. To identify policies, programs and initiatives to support foreign sales in other jurisdic- tions and make recommendations to ensure that Canadian initiatives are competitive. For the purpose of this study, Canadian film exports were defined as sales of rights. These included pre-sales, sold in advance of the completion of films and often used to finance pro- duction, and sales of rights to completed feature films. In other jurisdictions foreign sales are being measured in a number of ways, including the number of box office admissions, box of- fice revenues, and sales of rights. -

ANNETTE MANGAARD Film/Video/Installation/Photography Born: Lille Værløse, Denmark. Canadian Citizen Education: MFA, Gold Medal Award, OCAD University 2017 BIO Annette Mangaard is a Danish born Canadian media artist and filmmaker who has recently completed her Masters in Interdisciplinary Art, Media and Design. Her installation work has been shown around the world including: the Armoury Gallery, Olympic Site in Sydney Australia; Pearson International Airport, Toronto; South-on Sea, Liverpool and Manchester, UK; Universidad Nacional de Río Negro, Patagonia, Argentina; and Whitefish Lake, First Nations, Ontario. Mangaard has completed more then 16 films in more than a decade as an independent filmmaker. Her feature length experimental documentary on photographer Suzy Lake and the history of feminism screened as part of the INTRODUCING SUZY LAKE exhibition October 2014 through March 2015 at the Art Gallery of Ontario. Mangaard was nominated for a Gemini for Best Director of a Documentary for her one hour documentary, GENERAL IDEA: ART, AIDS, AND THE FIN DE SIECLE about the celebrated Canadian artists collective which premiered at Hot Doc’s in Toronto then went on to garner accolades around the world. Mangaard’s one hour documentary KINNGAIT: RIDING LIGHT INTO THE WORLD, about the changing face of the Inuit artists of Cape Dorset premiered at the Art Gallery of Ontario and was invited to Australia for a special screening celebrating Canada Day with the Canadian High Commission. Mangaard’s body of work was presented as a retrospective at the Palais de Glace, Buenos Aires, Argentina in 2009 and at the PAFID, Patagonia, Argentina in 2013. In 1990 Mangaard was invited to present solo screenings of her films at the Pacific Cinematheque in Vancouver, Canada and in 1991 at the Kino Arsenal Cinematheque in Berlin, West Germany. -

Pestka Vice-President for Capital Planning and Facilities Operations New York Public Library 476 Fifth Avenue New York, NY 10018-2788 Re: Jefferson Market Library Restoration Dear Ms. Pestka, The Greenwich Village Society for Historic Preservation (GVSHP) was Executive Director formed in 1980 to preserve the architectural heritage and cultural history of Andrew Berman Greenwich Village. Now in our twenty-fifth year, we continue to care deeply President about the integrity of the Village’s historic structures. Like many Villagers, Elizabeth Ely we are concerned about the state of Jefferson Market Library’s historic and Vice-Presidents incredibly significant façade. We would like to assist Library in its effort to Mary Ann Arisman raise the needed funds to repair and restore the façade as quickly as possible Arthur Levin before the façade materials further deteriorate and the conditions worsen. Secretary/Treasurer Katherine Schoonover At the Jefferson Market Library public meeting on November 29, I mentioned Trustees that GVSHP would be happy to assist the Library with researching grants and Mary Ann Arisman Penelope Bareau other funding opportunities for the restoration of the Library’s façade.
