Nota: “LUAS” = Lembaga Urus Air Selangor 5-168 BAB enam Pelan strategik guna tanah Rsn selangor 2035 Bab 6 Pelan Strategik Guna Tanah RSN Selangor 2035 6.0 PELAN STRATEGIK GUNA TANAH RSN SELANGOR 2035 6.1 PENGENALAN Pelan Strategik Guna Tanah Selangor 2035 (PSG) adalah merupakan pelan indikatif yang menggariskan secara am pemajuan dan penggunaan tanah Negeri Selangor pada tahun 2035. Perincian guna tanah ditunjukkan dalam rancangan tempatan, rancangan kawasan khas. Ia disediakan bagi menjelaskan dasar-dasar dan inisiatif pelaksanaan RSN Selangor 2035 ke dalam bentuk ruang dan sebagai panduan dalam pelaksanaan Draf RSN Selangor 2035. Pelan Strategik Guna Tanah ini hendaklah dibaca bersama-sama Pernyataan Bertulis. Fungsi utama pelan ini ialah: i. Merancang pembangunan fizikal - Menjadi panduan di dalam penyediaan RT, RKK. ii. Memandu hala tuju pelaburan dan pertumbuhan ekonomi ekonomi. iii. Mengawal pembangunan - Menjadi salah satu rujukan di dalam pengawalan perancangan. 6.2 ASAS PEMBENTUKAN PELAN STRATEGIK GUNA TANAH RSN 2035 Kerangka Pelan Strategik Guna Tanah RSN Selangor 2035 adalah berasaskan tiga komponen strategik iaitu (i) Strategi dan Konsep Pembangunan Tertumpu Wilayah Bandar; (ii) Asas-asas Strategik; dan (iii) Dasar dan inisiatif pelaksanaan (rujuk Rajah 6.1). Penghasilan Pelan Strategik Guna Tanah Draf RSN Selangor 2035 bermula dari Strategi dan Konsep Pembangunan Tertumpu Wilayah Bandar yang merupakan strategi pembangunan fizikal Negeri Selangor sehingga tahun 2035. Strategi ini adalah merupakan asas kepada penggubalan dasar dan inisiatif pelaksanaan RSN Selangor serta pembentukan Pelan Strategik Guna Tanah di mana kesemuanya dibentuk di dalam konteks asas-asas strategik. Asas Strategik 1: Kerangka RFN 2: Strategi Pembangunan Serakan Tertumpu Strategi pembangunan fizikal Semenanjung Malaysia iaitu Strategi Pembangunan Serakan Tertumpu yang dikemukakan di dalam RFN 2 adalah merupakan asas strategik yang pertama dalam pembentukan Strategi dan Konsep Pembangunan Tertumpu Wilayah Bandar dan pembentukan Pelan Strategik Guna Tanah serta penggubalan dasar dan inisiatif pelaksanaan Draf RSN Selangor 2035. Di antara penekanan utama kerangka RFN ialah tumpuan pembangunan di pusat pertumbuhan terpilih. Sebahagian Negeri Selangor terletak di dalam pusat pertumbuhan terpilih Konurbasi Pertumbuhan Negara 6-2 Bab 6 Pelan Strategik Guna Tanah RSN Selangor 2035 (Konurbasi Kuala Lumpur). Konurbasi ini merangkumi Kuala Lumpur, Putrajaya, Shah Alam, Klang, Nilai dan Seremban. Konurbasi Kuala Lumpur adalah merupakan pemangkin dan pemacu pertumbuhan ekonomi negara serta sebagai pintu masuk antarabangsa dan negara. Strategi Pembangunan Serakan Tertumpu RFN 2 juga menjadi panduan kepada pemeliharaan KSAS, pengekalan kawasan pertanian dan pengintegrasian jaringan pengangkutan. ii. Asas Strategik 2: Keadaan Fizikal Keadaan Fizikal adalah merupakan asas strategik yang kedya yang digunakan sebagai asas di dalam pembentukan Pelan Strategik Guna Tanah Selangor 2035. Di antara keadaan fizikal utama yang diambilkira sebagai asas kritikal kerana merupakan kawasan sensitif alam sekitar ialah :- a) Keadaan topografi bagi memastikan kawasan berbukit, tanah tinggi dan kawasan berkecerunan melebihi 35 darjah dipelihara daripada gangguan pembangunan perbandaran dan kawasan bercerun 25-35 darjah dihadkan pembangunan dengan kawalan rapi; b) Kawasan pertanian kelas tanah 2 dan 3 yang merupakan kawasan pertanian yang subur dan perlu dilindungi daripada pembangunan perbandaran bagi menyediakan kawasan pertanian makanan selaras dengan Dasar Jaminan Bekalan Makanan Negara; c) Kawasan tanah gambut yang merupakan kawasan KSAS tahap 3 di mana pembangunan bersifat perbandaran dan pertanian dibenarkan tetapi haruslah mematuhi kawalan pembangunan di mana pembangunan tersebut hendaklah dikawal bergantung kepada halangan fizikal setempat; dan d) Kawasan hutan yang merupakan KSAS iaitu hutan simpan kekal, hutan tadahan air, hutan perlindungan hidupan liar, perlindungan biodiversiti dan hutan tanah bencah bagi memastikan kawasan berkenaan terus dipulihara berdasarkan kepentingan fungsinya; dan iii. Asas Strategik 3: Zon-zon Pembangunan Zon-zon pembangunan Selangor adalah merupakan asas strategik yang ketiga di dalam pembentukan Pelan Strategik Guna Tanah. Zon-zon pembangunan fizikal ini dihasilkan daripada Strategi dan Konsep Pembangunan Tertumpu Wilayah Bandar yang terdiri daripada (i) Zon Perbandaran; (ii) Zon Pengekalan Kawasan Tanaman Padi; (iii) Zon Pengekalan Sumberjaya dan KSAS; (iv) Zon Pemuliharaan Tanah Gambut; dan (v) Zon Pemuliharaan Pesisiran Pantai dan Sungai Utama. Zon-zon pembangunan ini dijadikan panduan di dalam pembentukan Pelan Strategik Guna Tanah Selangor 2035. 6-3 Bab 6 Pelan Strategik Guna Tanah RSN Selangor 2035 iv. Asas Strategik IV : Hierarki Pusat Pertumbuhan Cadangan hierarki pusat pertumbuhan adalah merupakan asas strategik yang keempat digunakan didalam pembentukan Pelan Strategik Guna Tanah. Hierarki ini dikategorikan kepada empat peringkat dengan gabungan Bandar Shah Alam - Subang Jaya - Petaling Jaya sebagai hierarki tertinggi iaitu pusat pertumbuhan negeri. Ini diikuti oleh hierarki pusat pertumbuhan daerah yang terdiri dari sebuah bandar atau gabungan bandar- bandar. Pusat pertumbuhan utama adalah hierarki peringkat ketiga dan pusat pertumbuhan kecil adalah hierarki ke empat. v. Rangkaian Perhubungan Pembangunan rangkaian perhubungan adalah merupakan asas strategik yang keempat dalam pembentukan Pelan Strategik Guna Tanah. Rangkaian perhubungan ini meliputi cadangan pembangunan lebuh raya yang telah komited serta cadangan MRT dan LRT. Semua asas strategik di atas adalah merupakan panduan utama kepada pembentukan Pelan Strategik Guna Tanah Selangor 2035. 6.3 PELAN STRATEGIK GUNA TANAH RSN SELANGOR 2035 Pelan Strategik Guna Tanah mengandungi lima komponen utama iaitu (a) guna tanah utama; (b) pusat-pusat pertumbuhan ekonomi; (c) Kawasan Sensitif Alam Sekitar; (d) pengangkutan dan perhubungan; dan (e) infrastruktur dan utiliti (rujuk Pelan Strategik Guna Tanah RSN Selangor 2035). i. In addition results from published data and reports of previous works are used for analysis. The data indicate serious groundwater contamination in and around unengineered landfill sites. Analytical data include quality of groundwater, leachate and surface water in which many parameters were above the regulatory limits. Whereas, at the engineered site, contamination was generally below the standards. The findings serve to warn waste management industry stakeholders in Malaysia that for sustainability, unengineered landfills must be closed and cleaned up. This study investigates the impact of treated leachate discharge from a Leachate Treatment Plant (LTP) on the Jinjang River water quality. The performance of the LTP in Taman Beringin Solid Waste Transfer Station was also assessed. Leachate samples were taken at the LTP’s anoxic tank, aeration tank, secondary clarifier tank, and final discharge point, whereas river water samples were taken upstream and downstream of Jinjang River.

INTRODUCTION The proposed landfill expansion facility is to be constructed on 130.55 acres of State Government Land in Mukim Jeram, District of Kuala Selangor, Selangor Darul Ehsan. The Project is initiated by the Selangor State Government through its State Economic Planning Unit (UPEN). It shall be developed by Worldwide Holdings Berhad (WHB) and operated by Worldwide Landfills Sdn. Bhd. (WLSB), which is a subsidiary of the Selangor State Government, i.e., Perbadanan Kemajuan Negeri Selangor (PKNS). It will share a common boundary at the eastern side with the 160 acres existing Jeram Sanitary Landfill. The proposed expansion landfill site has been approved by Selangor State Government through their letter Ref: (40)PKNS/SUK/M/1.12 Jld.9 dated 24 March 2014 (refer to Appendix 1) and 130.55 acres land acquisition has been carried out by UPEN and obtained. The proposed expansion of the Sanitary Solid Waste Landfill at Jeram shall have a daily capacity of 1,500 - 3,000 tonnes/day with a total target of 7 million tonnes for its lifespan and is expected to provide municipal waste disposal services for the Districts of Shah Alam, Klang, Petaling, and Kuala Selangor for additional 8.3 years after the year 2017. [email protected] The increasing of waste generation and its accumulation is alarming due to its potential negative effect on the well-being of the society and the integrity of environment sustainability. Waste generation in Kuala Lumpur is about 2,500 t/ d and is expected to increase to about 4,000 t/ d in 2020. The waste is sent to Bukit Tagar Sanitary Landfill via Taman Beringin Transfer Station. The transfer station is overloaded with the design capacity of only 1,700 t/ d. The government of Malaysia has decided to construct a 1,200 t/d waste-to-energy (WtE) plant at Taman Beringin, which is adjacent to the transfer station. As the location is highly populated, the project might raise the concerns from nearby residents. This paper describes the project facilitating activities that have been conducted for the development of WtE plant in KL. The studies include technology selection, site assessment and soil investigation, public safety and health assessment, power system study and waste characteristics. The results of the studies are necessary for the decision making and approval by government agencies such as Department of Environment and local authority, as well as the design of WtE.

    Static and Seismic Stability Analysis of Malaysia’s Largest Sanitary Landfill Hamed Saiedi Department of Civil Engineering – University of Calgary, Calgary, Alberta, Canada Saied Saiedi, Niraku Rosmawati Binti Ahmad Department of Civil Engineering – Petronas University of Technology, Tronoh, Ipoh, Malaysia Ho Kum Hou Tai Hoe Resources Sdn Bhd, Kuala Lumpur, Selangor, Malaysia ABSTRACT The global static and seismic stability of the first phase of the largest Malaysian Sanitary Landfill in Bukit Tagar is investigated and the sensitivity of the safety factor to the waste geotechnical parameters is demonstrated. It is found that with satisfactory drainage conditions, the landfill is stable under the range of possible values of the waste’s geotechnical parameters. The landfill is not stable under a hypothetical failed drainage and extreme rainfall and proper drainage can assure satisfactory performance during earthquakes. RÉSUMÉ La stabilité globale statiques et sismiques de la première phase de la plus grande d'enfouissement sanitaire de Malaisie à Bukit Tagar est étudiée et la sensibilité du coefficient de sécurité pour les déchets des paramètres géotechniques est démontrée. Il est constaté que, avec un bon drainage, la mise en décharge est stable dans la gamme des valeurs possibles des paramètres géotechniques des déchets. La mise en décharge n'est pas stable dans un drainage hypothétique échoué et les précipitations extrêmes et le drainage peuvent assurer une performance satisfaisante au cours de tremblements de terre. 1 INTRODUCTION With a potential capacity of 120 million tonnes on an 800-ha-land, it is expected to operate for 40 years.
