Great Gardens © This award winning program is the largest community education program of its kind in Australia, reaching more than 90,000 people across WA since its inception in 2003. GG aims to inspire and enable landowners to create gardens and landscapes with a focus on developing systems that slash the need for water, energy and fertilisers. These sessions are perfectly designed for those new to or having an interest in growing their own productive garden

& learning how to reuse green waste to effectively help in food production.

Heavenly Hectares © Heavenly Hectares events are specially designed for rural and semi-rural land holders. The sister programme to Great Gardens, Heavenly Hectares events are ideal for the hobby farmer and property owner. Since 1993, Heavenly Hectares events have been attended by more than 15,000 landholders who have benefited from our expert team.

Blank Canvas Makeovers © This new and innovative event has been developed to show people what is really involved in creating a truly great & sustainable garden. As a fusion of entertainment and environmental education, this fast-paced and engaging ‘performance’ sees our expert team narrate the installation of a sustainable garden literally from the ground up.

Sustainable Homes © We wanted to show you how an ordinary bloke could transform an ordinary house into an inspiring sustainable home using nine key strategies. These nine strategies focusing on energy and water efficiency, food production much more.

Introduction This special program is designed and delivered by our team of experts, to empower communities with the vital strategies & techniques to create safer & more sustainable environments, properties and communities in the face of the ongoing threat of fire.

The FRR program has been developed out of our long running, award winning and extremely popular Great Gardens and Heavenly Hectares/Property Planning Programs, which we have delivered in partnership with Department of Agriculture, The Swan River Trust, DFES, Federal Caring for our Country, NDRP, SEMC programs and various Natural Resource Management agencies; as well as over 63 Local Government Agencies.

We have run, as a pilot program, 6 FRR events in three severely fire affected councils in WA - Mundaring, Kalamunda, Toodyay and the City of Armadale all with great success. We blend the program with the input from a range of leading experts to provide details to participants on the following key topics:

 Fire safe sustainable landscape management and design - usually with a garden celebrity such as Sabrina Hahn, Steve Woods and or Chris Ferreira, focusing on how to create fire safe and drought resilient landscapes.

 Bushland management with a Landcare management expert to balance fuel loads and reduce weed burdens

 Architectural advice/assistance with a practicing specialist architect to help interpret AS 3959, BAL assessments and give strategies and tips on building or retrofitting for fire safety and recovery

 Bushfire Safety – preparedness plan – with Rohan Carboon - our bushfire safety consultant - providing participants with a plan that places their residence within their suburb/region and the tools to assess for themselves when to stay and defend and when it is time to get their family and

livestock to safety. The Program Delivers Based on over 100 years of combined experience in Australian vegetation and landscape management; we know that past participants from our programs feel more confident and safe in their properties with a much greater awareness and understanding of their local conditions and the potential impacts of any natural disasters such as wildfire. The Hard Facts

 “The economic cost of natural disaster in Australia is expected to rise to $63 Billion by 2050 (3.5% increase per year) but carefully targeted programs of resilience expenditure focusing on educating and empowering the community, if successfully implemented, could see Australian and State Government expenditure on natural disaster response fall by more than 50% by 2050

 6% of houses located within 100m of bushland (71,000 properties in Melbourne) are responsible for 87% of total housing losses during a bushfire. This has lead to the development of building codes to reduce ember attack. These are not mandatory for existing properties in fire prone areas and this is an area where community education could generate real benefits of around $1.45bn in NPV giving a benefit cost ratio of 1.4

 Each year an estimated $560 million is spent on post disaster relief and recovery by the Australian Government compared with an estimated consistent annual expenditure of $50 million on pre-disaster resilience: a ratio of more than $10 post-disaster for every $1 spent pre-disaster” Deloitte Access Economics: Building our nation’s resilience to Natural Disasters, 2013

 “Less than 8% of residents had a dedicated fire management plan

 In summary: most residents interviewed reported having some level of concern about bushfire threat before the 12 January fire. Most reported having a bushfire plan; however, few reported having a written plan. Few had undertaken extensive preparations to reduce house vulnerability and few had planned and prepared for leaving safely if threatened. None of those interviewed had left for a safer location on the basis of fire danger weather predictions before the fire was reported. The findings overall, are similar to those from post-bushfire interviews undertaken by the Bushfire CRC following bushfires that occurred in and NSW in January 2013 and in NSW October 2013.” Capturing Community Members’ Bushfire Experiences: Interviews with Residents Following the 12 January 2014 Parkerville (WA) Fire

 “It is clear that the information that we are presenting to the community be it brochures, commercials on TV and …emergency warnings is not resonating with large sectors of the community. In order to make a real difference in the medium to longer term there needs to be some level of a shift in perceptions within agencies. Continuing to invest in big red trucks for example isn’t going to make much difference in public safety. The real difference is going to be in engagement with the community to build community resilience. This going to require a shift in priorities and a shift in funding.” Damian Killalea, Tasmanian Fire Service.

The Forever Projects’ FRR Community Education Program cannot be successful with out the years of experience and knowledge brought to this arena by DFES and associated brigades and volunteers. We consider that having DFES personnel at these workshops and having their segment to promote and educate from the Departments platform an integral part of our FRR program. We see that all levels of DFES along with the volunteer Fire Brigades play an important role in ensuring that Western Australians are as ‘FireWise’, safe and prepared for the fire season as possible. Background – a history of partnership

In 1994 we commenced Heavenly Hectares, our first workshop program for small landholders and from this early stage we invited a FESA officer to come and teach a section on fire safety and preparedness. This partnership continued and we would invite FESA officers to give presentations and we would actively procure FESA publications to give out to audience members. Since 1994, and through this education program, we have taught over 18,000 small landholders in high fire risk areas and helped over 1800 of these landholders develop sustainable fire safe farm plans. In 2004 we won a FESA community safety award for this program. Best practice - together we can convey the Resilience message along with preparing communities at risk using delivery methodology that will extend DFES’s information - working together to get this knowledge out into the community – into the homes and consciousness of the people they want to target. We understand that DFES are in a difficult situation: on the one hand they have been fighting on the frontline for decades, risking their lives to help others, and yet they often bare the brunt of the blame when things go wrong. We recognise that a high proportion of the population believe that ‘it wont happen to them’ and that its someone else’s responsibility to save them! We can assist to change this perception with our suite of tailored programs reinforcing the central theme that each one of us that lives in a fire prone area, is responsible, handing control back, giving community members the ability to be responsible. DFES as a partner in the FRR program We would envisage DFES would:

 work with TFP to integrate their online fact sheets through the FRR presentations

 where possible and appropriate provide an officer to speak at FRR events. Having a DFES officer as part of the team gives credibility to the information, and as such we consider DFES officers and Volunteer Fire brigade personnel an integral part of the FRR program

 provide publications, posters and information about fire safety to provide to participants

 utilise the FRR program to promote its key programs such as ‘Are you Ready?’ where it is

seeking community engagement and uptake.

‘The Street Corner Meeting’ Our bushfire and landcare experts will set up on your street corner – the old fashioned approach that directly connects with people in high risk areas.

Each property owner will be given a print out aerial photo of their property so that the 4 key fire preparedness steps can be discussed and participants can draw their own plan of action. Discussion will focus on reducing fire loads around dwellings and appropriate species and mulch for gardens.

Participants will be surveyed for their knowledge on Fire preparedness and will be given the opportunity to attend a 3 hour Fire: Resilience and Recovery workshop at their local Shire/Council Offices to expand their knowledge and develop their plans.

Fire: Recovery and Resilience Workshop This 3 hour workshop is designed to inspire participants. Our team of experts empower residents with vital strategies and techniques to create safer and more sustainable properties in the face of the ongoing threat of fire, and climate change.

The workshop will feature: Overall property layout and design

 Specialist advice and design ideas on setting up and retrofitting a rural/ peri urban property to reduce and minimise the impacts of fire, drought and impacts of climate change in general - both to the homestead area as well as the wider property.

 Managing fuel loads on the property

 Bushland management to reduce the risk of fire through bush regeneration, weed control and mosaic burn programs for bushland fire safety and biodiversity

Landscaping

 Specialist advice on: fire retardant plants and landscaping techniques with an emphasis on helping participants work out the various threats to their property, how to mitigate the worst of these effects and how to design management actions to get the most effective fire design safety outcome.

 Techniques to improve fire design safety through increased food production strategies - especially orchard and vegetable garden design

 Techniques to help landscapes and homesteads most effectively recover post fire - focus on reducing impacts of erosion and weed influx

Building design and retrofit

 Specialist building design and retrofitting advice from an experienced Architect focusing on reducing the threats from fire, design features and the best tools to help landowners combat an advancing fire, techniques to make the homestead more energy efficient, and strategies for climate change resilience.

 Assistance to help landholders meet the new BCA for fire safe design

 Special design advice on techniques to maximise drought proofing and climate resilience with special attention on building design and retrofit to maximise positive outcomes.

 Specialist presenters in this field include some of Perth’s leading experts - Chris Ferreira, Sid Thoo OR Ben Tremlett (Architects), FESA community liaison reps, and specialist nursery advisors to help select and order appropriate species.

Fire Resilience Expo Designed to build and expand on the themes of the 3 hour FRR workshop, this full day event features stalls and information from varied stakeholders giving info on products and services that mitigate and reduce the impact of fire on properties.

Preliminary investigations by The Forever Project have revealed that Bunnings stores such as Midland, Maddington, Kalamunda and Armadale present excellent opportunities to run high profile Fire: Recovery & Resilience Expos. These events offer an opportunity to engage with the community at a busy and easily accessible location and get people thinking about fire resilient techniques and products.

These expos would be run in partnership with Bunnings (to showcase their ‘Firewise’ product range), DFES, local brigades and our TFP FRR team. Given the large volume of ‘hills’ residents that are customers of these stores this represents an excellent opportunity to run weekend FRR events and engage with people who would often be resistant to typical fire engagement programs.

This is the latest FRR product and has been designed as a 3 hour bus tour to capture the interest of those resistant to a more formal sit-down workshop or Expo format and are keen - as practical learners - to see examples of fire safe designs and to meet real people who are making changes to their homes and properties to make them more safe and sustainable. It can also be an excellent forum to gain knowledge through practical ‘in the field’ examples of the most recent fire safety concepts, especially since the new Australian Standards are making it hard for affected rate payers to feel comfortable and in control of this information. Typical Program - 3 hours Participants meet at the Shire Office for bus. 1st Hour Visit one to two properties to look at strategies that demonstrate sound fire safe designs for the homes, gardens, bushland and farming areas. 2nd Hour Mosaic burn at a fire-safe property Visit a local reserve and look at fuel management in the field. This can be a visceral way to show people:

 the mechanics of a fuel reduction burn – usually at a local community reserve to analyse: - a fuel reduction burn in action (depending on time of year). - strategies that the Shire has adopted to manage fuel loads and biodiversity at the same time - i.e. weed spraying, removal of dead standing timber near buildings, dual purpose access tracks, etc. - options for non burning fuel reduction techniques such as accelerated fuel load decomposition 3rd Hour Final stop at a local nursery (such as Australian Native Nursery Group) – where staff give a tour highlighting the various fire retardant plants and landscape supplies, then morning or afternoon tea. Participants have a chance to buy fire retardant plants and landscaping. Q & A with participants and head back to the starting point.

This is a full day course with a small group of participants. The maximum of 15 properties enables one-on-one learning opportunities with the presenters. Each property owner receives a map of his or her property with over-lays to assist in the design process.

In 2011 our Bushfire Safety Consulting partner was awarded a “Highly Commended Aus- tralian Safer Communities Award” for their work in School Bushfire Risk Management in WA.

Session 4 – The Bushfire Safety Survival Plan This part of the workshop is designed to empower people on how to develop their own bushfire survival plan. It is a system to determine an individual’s level of threat, or identify triggers to evacuate early OR what procedures to follow to actively defend a property. .

We typically provide for audiences a sustainable Firewise gardening recipe sheet, species lists, and a range of gardening prizes. TFP has had great success rolling out our Urban Blank Canvas Garden Makeover newest product to some of WA’s leading developers and has had interest and support to develop and perform these Blank Canvas Garden Makeovers for diverse community events for Councils and festival organisers.

To reach the ever expanding number of people needing detailed advice and training in firewise design and management of landscape and communities, the FRR team is aiming to partner with a likeminded RTO to deliver a program that can be rolled out across Australia. As some of the most experienced adult education exponents in the state and with Cert IV in training and assessment we are perfectly placed to work with OBRM to design, develop and roll out an engaging, inspiring and empowering program for a suite of the interested parties in the Govt, Corporate and NGO sector.

The Fire: Resilience and Recover Program and the Stages of Behaviour Change Our FRR Community Education Program is based on our experience over the last 22 years and has been designed to deal with people on 5 of the 6 stages of the Behaviour Change spectrum. Stage 1 – Unaware Through our programs we have discovered that a great proportion of people in fire prone regions are in denial – they don’t understand that the regions they have chosen to live will inevitably face a fire event, and if they do, they generally expect that the ‘government’ will be equipped to deal with the situation. As such we have developed basic ‘entry level’ events such as the Bunnings FRR program and the ‘Hope in the Hills’ bus tours to engage with this typically resistant segment of the community. The Water Corporation has employed TFP to deliver their waterwise messages to excellent effect in Bunnings stores and we would use this model to meet the average mum and dad, capturing their interest to start the

process of behaviour change. Stage 2 – Contemplative Over the last 22 years, through places such as the Royal Show, other Festivals and public workshops, we meet people who have realised that they need to change, admit to procrastinating, or just don’t know how to take the next step. To this end we created the highly visual and engaging FRR expos and demonstrations to excite and ignite this interest further. Over the years we have been the leaders in Sustainability and Environment, enabling people to take the next step – some have made life changing decisions, returning to University and making career changes. Stage 3 – Preparing For community members that are more engaged we have developed FRR workshops based on our popular and long running Great Gardens and Heavenly Hectares workshops. Often this may be enough for people to be able to make serious changes in their life style both in their homes, gardens and businesses. Typically they may make plans, employ experts and change their life path for the

better. Stage 4 – Action Often people in this stage of behaviour change will enrol in one of our more advanced workshop’s such as our FRR Property Planning Workshops that deal with taking that next stage of responsibility – wanting to ensure that they have control of their destiny. People at this stage typically don’t ‘wait for the Government’ to pick up the pieces.

Stages 5 Maintaining & 6 Advocacy By this stage community members are engaged and we have designed our programs so that people can re-enter and take advantage of the ongoing suite of products through the FRR program. We also work to shape community members to become leaders in the community encouraging them to join DFES Bushfire Ready Groups, Local brigades and becoming ‘Block Leaders’ and as such hosts for future FRR tours and activities. Personalised advice is provided to the inexperienced hobby farmer across four main areas of land management - bio-security; land management; diversification options and fire safety and preparedness (including individual- ised fire risk property plans).

He has a solid background in environmental science and has emerged as a leading authority on sustainable gardening, land care, sustainable development and energy efficient home design. Chris leads The Forever Project team which aims to inspire and empower the community to live more sustainably. Sabrina is the voice of WA’s most popular gardening show Roots and Shoots on ABC local radio. She is an award winning author who is widely recognised as one of WA’s leading horticultural celebrities. Sabrina started her gardening career completing a certificate of horticulture at Bentley TAFE, then a Degree in Applied Science Horticulture at WAIT, and finally completed a Bachelor of Social Science (Leisure Sciences) at Edith Cowan University. She has managed a nursery in Kalgoorlie and now runs a landscaping business. Thom was a significant player in Perth City Farm acquiring a 40-year lease. As Educator and supervisor of works in his capacity as Manager of Grounds and volunteers, Thom worked for sixteen years with a diverse range of people from those who were often marginalised - including Indigenous people, people with disabilities and participants through the Ministry of Justice. Thom was key to designing, implementing and the transformation of this large scale inner city contaminated site into a community embraced, green environment. Tim Parker has had several gardening lives, having lived in Canberra, Melbourne and now Perth; where Tim has worked for over twenty years in the horticultural industry. Tim is passionate about the many benefits gardening can bring to our lives and has particular interests in edible gardening, sustainable gardening, bee keeping, the gardening media and writing. Tim has appeared occasionally on ABC Radio Perth's "Roots and Shoots" gardening show and is a member of the Horticultural Media Association. He is a graduate of the Burnley Horticultural College, Tim Parker Melbourne (now part of University of Melbourne).

Bushfire Safety Experts Rohan is an experienced bushfire safety consultant who first worked professionally in community bushfire safety education in 1999 as a Community Fireguard Facilitator and Bushfire Blitz Presenter. Since then he has been providing bushfire risk and hazard assessment and mitigation advice to the urban planning and development industry, private school sector and residents for more than 7 years.
