The four draft proposals for the amendment of CMS Appendices attached to this note have been prepared by the Institut Royal des Sciences Naturelles de Belgique and have been submitted by Dr. Pierre Devillers, Scientific Councillor for the European Community and vice-chairman of the Scientific Council. 2. Preparation of these draft proposals is undertaken within the Central Eurasian Aridland Concerted Action and associated Cooperative Action approved by the 8 th Meeting of the Conference of the Parties to CMS (Recommendation 8.23), covering threatened migratory large mammals of the temperate and cold deserts, semi-deserts, steppes and associated mountains of Central Asia, the Northern Indian sub-continent, Western Asia, the Caucasus and Eastern Europe. 3. In particular, Rec. 8.23 “encourages Range States and other interested Parties to prepare, in cooperation with the Scientific Council and the Secretariat, the necessary proposals to include in Appendix I or Appendix II threatened species that would benefit from the Action”. For reasons of economy, documents are printed in a limited number, and will not be distributed at the meeting. Delegates are kindly requested to bring their copy to the meeting and not to request additional copies. War and the White Rhinos Kai Curry-Lindahl Until 1963 the main population of the northern square-lipped (white) rhino was in the Garamba National Park, in the Congo (now Zaire) where they had increased to over 1200. That year armed rebels occupied the park, and when three years later they had been driven out, the rhinos had been drastically reduced: numbers were thought to be below 50. Dr. Curry-Iindahl describes what he found in 1966 and 1967. The northern race of the square-lipped rhinoceros Ceratotherium simum cottoni was once widely distributed in Africa north of the equator, but persecution has exterminated it over large areas. It is now known to occur only in south-western Sudan, north-eastern Congo (Kinshasa) and north-western Uganda. It is uncertain whether it still exists in northern Ubangui, in the Central African Republic. In the Sudan, where for more than ten years its range has been affected by war and serious disturbances, virtually nothing is known of its present status. In Uganda numbers dropped from about 350 in 1955 to 80 in 1962 and about 20-25 in 1969 (Cave 1963, Simon 1970); the twelve introduced into the Murchison Falls National Park in 1960, despite two being poached, increased to 18 in 1971. But the bulk of the population before 1963 was in the Garamba National Park in north-eastern Congo, in the Uele area. There, since 1938, it had been virtually undisturbed, and, thanks to the continuous research which characterised the Congo national parks before 1960, population figures are known for several periods (see the Table on page 264). -

CHAPTER FOURTEEN CAPRA SIBRICA, THE ASIATIC IBEX 14.1 The Living Animal 14.1.1 Zoology The ibex (fi g. 198) is a wild goat with a rather massive built and impres- sive horns. Bucks stand about one metre at the shoulder, females are smaller and less massive. The most impressive feature of the ibex are the scimitar-like curved horns with lengths of 1–1.15 m around the curve; those of the females are smaller. The horns are regularly ridged, lacking the prominent knobs as present in the bezoar goat (see next section) and feral domestic goats. In older bucks the curvature of the horns is somewhat longer: the tips are directed downwards and not backwards. There is no anterior keel and the anterior part of the horn is fl at; the cross-section through the base is almost square. Typical of all goat species is that both sexes bear horns, though those of the females are usually smaller and less massive. Goats, wild as well as domestic, have a short, upright held tail and the males have a beard below the chin. Wild goats, including the markhor, are expert climbers, sure-footed, leaping from ledge to ledge and balancing on nothing more than a pinnacle of rock. They are able to sustain on the most coarse and thorny plants. All wild goats live in large herds up to forty or fi fty individuals; occasional sometimes even much larger assemblages are seen of ibexes. The Asiatic or Siberian ibex is found above the tree line on the steep slopes, inaccessible to most other animals, of the western Himalayas on both sides of the main Himalayan range, and of the mountain ranges of Kashmir and Baltistan. -

Original language: English CoP18 Prop. 1 CONVENTION ON INTERNATIONAL TRADE IN ENDANGERED SPECIES OF WILD FAUNA AND FLORA ____________________ Eighteenth meeting of the Conference of the Parties Colombo (Sri Lanka), 23 May – 3 June 2019 CONSIDERATION OF PROPOSALS FOR AMENDMENT OF APPENDICES I AND II A. Proposal Tajikistan proposes the transfer of its population of Heptner's or Bukhara markhor, Capra falconeri heptneri, from Appendix I to Appendix II in accordance with a precautionary measure specified in Annex 4 of Resolution Conf. 9.24 (Rev. CoP16). Specification of the criteria in Annex 2, Resolution Conf. 9.24 (Rev. CoP16) that are satisfied Criterion B of Annex 2a applies, namely “It is known, or can be inferred or projected, that regulation of trade in the species is required to ensure that the harvest of specimens from the wild is not reducing the wild population to a level at which its survival might be threatened by continued harvesting or other influences”. The applicability of this criterion is further substantiated in Section C below. Furthermore, criteria A and B of Annex 2b apply, namely: 1. “The specimens of the species in the form in which they are traded resemble specimens of a species included in Appendix II so that enforcement officers who encounter specimens of CITES-listed species are unlikely to be able to distinguish between them”; and 2. “There are compelling reasons other than those given in criterion A above to ensure that effective control of trade in currently listed species is achieved.” As further detailed in Section C, point 9 below, there may be difficulty in distinguishing between products of Heptner's markhor (e.g. -

Bagley Copyright by Jeremy Stephen Dertien 2016 All Rights Reserved ABSTRACT HABITAT USE BY DALL SHEEP AND AN INTERIOR ALASKA MAMMAL COMMUNITY Anthropogenic disturbances are increasingly recognized for effects on the behavior and physiology of wildlife species. Military training, a potential source of disturbance, has shown mixed behavioral and physiological effects on wildlife, including mountain ungulates. Dall sheep (Ovis dalli dalli) are an important species for hunting and wildlife viewing in Alaska and have shown an aversion to some forms of human disturbance such as direct overflights. Military training is expanding into potential Dall sheep habitat on two training areas of Fort Wainwright, Alaska; Molybdenum Ridge and Black Rapids Training Area. I placed camera traps in expected optimal and sub-optimal Dall sheep habitat to estimate the spatiotemporal habitat use of sheep and to make training recommendations to the U.S. military. Then, I further explored the available data and estimated the habitat use of species in four different mammalian guilds and the co-occurrence of habitat use between apex predators and potential prey species. In Chapter 1, I introduce the impetus for the study, the use of 54 camera traps in respect to mountain sheep, and the overall study design. My cameras captured over 8,000 images of sheep during the continuous 15-month sampling period.
