The Shire of Chittering is a vibrant and growing peri-urban community located immediately to the north of the Metropolitan Area; its southern boundary is 56 kilometres north-east of the Perth CBD. The Shire enjoys the highest population growth of all local government areas in the Western Australian Wheatbelt planning regions. Along with this significant growth, there are a range of important projects and infrastructure developments which will impact on the Shire, and our next Chief Executive Officer will continue to play a vital role with Council in realising benefits for the community.

Candidates must be able to demonstrate the ability to work with Councillors, regional stakeholders and community groups to support future growth strategies.

The position is offered through a performance-based contract of up to five years. An attractive total reward package is negotiable in accordance with the Salaries and Allowances Tribunal Band 3 ranging from $156,356 - $256,711 per annum.

The Shire

The Shire of Chittering is located immediately to the north of the citiesof Swan and Wanneroo and is the gateway to the northern Wheatbelt region of , covering an area of about 1,200 square kilometres. The Shire straddles the which is a nationally significant freight link providing accessto the agricultural and resource rich areasto the north.

The Shire’sCouncil Chambersand Administration are located in the town of Bindoon.

Towns/localities within the Shire are Bindoon, Chittering, Lower Chittering, Mooliabeenee, Muchea and Wannamal.

Economic activity includes extractive industry operations (gravel, clay and sand), the State Livestock yards (WAMIA), Mineral sands processing (Tronox), Northern Valleys Packshed, Bindoon Bakehaus and Cafe, nurseries, viticulture, wineries, boutique food producersand other small businesses.

There is an large scale (1,100 ha) industrial area in the south of the Shire (the Muchea Industrial Park) which is set aside for industry uses such as transport, agribusiness, fabrication, warehousing, wholesaling and general industry. Government investment of $1.5B in NorthLink WA and Great Northern Highway will realise a convergence of an estimated 14 million tonnes of freight at Muchea by 2022. When the $200M Bindoon Bypass is complete, Great Northern Highway’s Restricted Access Vehicle (RAV) will increase to RAV10 permitting 53.5m road trains to terminate at the site of the Muchea Industrial Park.

4. POSITION OBJECTIVES

4.1 Objectivesof thisPosition • Implement Council’sstrategic goalsand objectives. • Administer the legal, and statutory processes of the Local Government’s operation and bethe chief adviser to Council onthese matters. • Manage significant Shire Capital Projects • Establish and maintain professional, positive and respectful relationships with stakeholders. • Lead the organisation’s employees. • Manage the infrastructure and assetsof theShire.

4.2 WithinOrganisation • Provide strategic direction and leadership within the organization. • Delivering a high level of service to the community and Council. • Ensure that delegations are exercised within statutory requirements, Council Policiesand strategic objectives. • Ensure effective and efficient financial controls operate within and across each functional area. • Manage the preparation, review and enforcement of Council’s policies and local laws. • Ensure staff have the appropriate skills, knowledge, experience and qualifications to perform their role. • Monitor and improve organisational culture and the morale of staff. • Ensure continuous improvement in the delivery of services within the natural and built environment.

KEY DUTIES/ RESPONSIBILITIES 7.1 Provide Council with appropriate information and advice on relevant statutory requirements. 7.2 Ensure that the Council’slegal and statutory compliance obligationsaremet. 7.3 In consultation with Council, prepare,promote and implement strategicand corporate businessplansfor theShire. 7.4 Ensure reportsand recommendationssubmitted to Council are professionally prepared and include optionsand recommendationsasappropriate. 7.5 Ensure all legal and statutory compliancesare met particularly related to substantial asset infrastructure. 7.6 On behalf of Council, represent the issues, views, policiesand needsofCouncil, as delegated. 7.7 Co-ordinate, in conjunction with the Management Team, thefiscal management of the Shire to reflect Council’saimsandobjectives. 7.8 Manage the Human Resources function to ensure the supervision and management of Departmentsare inaccordance with Council’sservicedelivery objectivesfor theCommunity. 7.9 Participate in the development and maintenance of sound communicationsand good relationshipsbetween the Shire, Government Agenciesand Community members.

8. 8.2 Policy Implementation • Good knowledge of public policy issuesasthey impact on Local Government.

Experience in administering the Local Government Act (1995) and associated Legislation isdesirable.

8.4 Financial and Project Management • Experience in financial management, with skillsspecific to the local government sector highly regarded. • Experience in the management of capital projectsand major programs, including the use of project management techniques.

8.5 CommunityDevelopment • Considerable experience encouraging, promoting and facilitating sustainable businessdevelopment and fostering investment opportunities. • A proven record of building and maintaining positive strategic relationshipswithin the community in relation to the provision of services. • Appreciation of the impact of culture and heritage on community identity, including the indigenouscommunity, and how these integrate with planning and policy.

9. QUALIFICATIONS • Tertiary or equivalent qualification(s) in relevant Management, Businessand/or Public Sector Administration discipline or experience that isaccepted as comparable isdesirable.

Key Result Areasand Performance Objectives In accordance with the relevant provisions of the Local Government Act (1995), the draft contract of employment will include performance criteria for the Chief Executive Officer (CEO) which will be developed and provided to the successful prior to appointment.

Total Reward Package and Benefit Details The position offered on a performance based contract of up to five years with an attractive remuneration package to be set in accordance with the Salaries and Allowances Tribunal Band 3, negotiable within the prescribed range of $156,356 - $256,711 per annum.

Salary and benefits are subject to negotiation and may include, but not be limited to, base salary, superannuation, vehicle and housing. Relevant Council policies, as varied from time to time, will apply

Please note: 1. 17.5%leave loading on four weeksannual leave isincluded in the basesalary.

2. Council will pay the reasonable relocation expensesfor the successful applicant which includes: • Removal expensesfor furniture and personal effects; • Transport of one personal vehicle up to a total of $7,500 (GSTexclusive), and payable in accordance with the Shire’s procurement policy.

Reimbursement by the employee will be required at 100%if the Officer leaveswithin 12 months, and 50%if the Officer leaveswithin 24 months.
