Marcus Clements Head of Consumer Policy Rail Markets and Economics 09 March 2020 Matthew Golton Managing Director Great Western Railway By Email Dear Matthew, Approval of Great Western Railway’s (GWR) Accessible Travel Policy (Condition 5 of the Station Licence and GB Statement of National Regulatory Conditions: Passenger) Thank you for submitting GWR’s draft Accessible Travel Policy (ATP) for approval. I confirm that we have reviewed the ATP against the 2019 “Accessible Travel Policy Guidance for Train and Station Operators” (the guidance). As part of our review process we also sought views on the draft ATP from the Disabled Persons Transport Advisory Committee and Transport Focus and had several exchanges with GWR to clarify its commitments. I can confirm that GWR’s ATP now meets the requirements of Condition 5 of its station licence and GB Statement of National Regulatory Conditions: Passenger (SNRP). During the course of our exchanges, we discussed a number of commitments to implementing improvements beyond the limits of GWR’s current franchise term, which ends on 31 March 2020. These must be included in the revised ATP by 20 April 2020, should GWR continue to operate services under a new contract: The creation of a regular forum for engagement with disabled people in the North by April 2020, as well as specific details on the plans to actively promote Passenger Assist, including placing the passenger leaflet in prominent locations. You have indicated in discussions that GWR will use the forum to help inform this work; Publication and dissemination of a revised passenger leaflet within 8 weeks of the start of any new franchise.

During the period of the Saxons, the natural forests of Devon are gradually cleared and most of the villages and settlements we take for granted in the countryside are established. 905 Bishop Putta is murdered – some say at the spot where Copplestone cross stands. 909 Diocese of Crediton created. 934-53 Bishop Ethelgar collects funds for the building of St Mary’s Minster at Crediton. 974 Copplestone Cross, at the junction of Down St Mary with two other parishes until 1992, is mentioned in a charter, but is much older than that. It is early Celtic interlaced work such as is not found elsewhere in England except in Northumbria. The cross gives a name to a once noted Devon family which comes in the local rhyme: Crocker, Cruwys, and Coplestone, When the Conqueror came were found at home. (Harthacnut was king of Denmark from 1028 to 1042 and of England from 1040 to 1042. Some of the glebe land in the manor originally formed part of the Devon estates of Harthacnut’s father, Canute, king of England 1016-35.) Tenure is granted to Aelfwein, Abbot of Buckfast in support of the ministry of the Abbey Church. Down St Mary is one of six Devon churches held by the Abbot of Buckfast prior to the Norman conquest, the others being Churchstow, Petrockstow, South Brent, Trusham and Zeal Monachorum.

  • The Dartmoor Line Re-Opening of Exeter – Okehampton Rail Service
THE DARTMOOR LINE RE-OPENING OF EXETER – OKEHAMPTON RAIL SERVICE BREIFING NOTES FOR COUNCILLORS Introduction The Exeter – Okehampton rail service, to be marketed as ‘The Dartmoor Line’ is re-opening later in 2021 (www.dartmoorline.com) . Network Rail and GWR Trains kindly provided a private briefing to Steve Whiteley and Colin Lee on 22 March. Here are the details: The Opening The opening date has not been confirmed yet but will in ‘in 2021’. The legal transfer of the railway and land from Aggregate Industries to Network Rail will be completed shortly. Network Rail works Although the track is still in place between Crediton and Meldon, it has been little used for a number of years and has not been maintained for even longer. As a result the track is in a ropey state and will need to be largely relaid with new ballast, sleepers and rail. Drainage also needs to be improved in many locations. This is the major work that takes up much of the £40.5 million approved by the Government. Councillors may have noticed Network Rail Engineers already busy on the line and at Okehampton there is a huge pile of ballast and new track panels ready to be laid. Bridges are largely in good condition although some will need remedial works. Vegetation clearance is also required although this will be minimised , with consultation with an Ecologist and Natural England. Okehampton Station Okehampton Station will come under Network Rail ownership but they have pledged to retain, and even enhance, the current ‘Southern Railway 1930’ ambience. They hope to lease out space for a café, information centre and toilets.
