The Frequently Asked Question (FAQ) section provides responses to questions most asked by those generally familiar with the PLSS and are starting to use this data set for the PLSS representation in a Geographic Information System (GIS). The Key Concepts and Definitions section provides links to source documents that provide additional detail and background on key terms and concepts related to the PLSS, cadastral data, related data standards and the specific procedures and processes used in the Bureau of Land Management (BLM) Cadastral Survey to develop coordinate positions on PLSS corners. Application of Concepts to the Standardized Data section is an overview of some of the key concepts of the PLSS and their manifestation in the standard. This section provides a layman’s description of some of the idiosyncrasies of the PLSS. The PLSS CadNSDI Description section describes the specific content of the PLSS CadNSDI data set. This is the data dictionary for the standard. Appendix A is a list of acronyms. Appendix B is a description of some of the more common anomalies in the PLSS data. Throughout this document the Feature Class names are in italics. Field names (attributes) are in CAPITOL letters. ArcMap is the Esri mapping software used by the BLM and is the software used in the implementation of this data set. The Parcel Fabric is a data editing and maintenance tool that is a part of the Esri ArcMap solution. The Parcel Fabric is the tool set used by the BLM to maintain the PLSS CadNSDI. Updated data sets are published form the Parcel Fabric. 1 Handbook for Standardized PLSS CadNSDI Data Frequently Asked Questions These answers are intended to give the users that are generally familiar with the data a quick start to using the data. General Questions What is NSDI? The NSDI1 is the National Spatial Data Infrastructure, which has been defined as the framework data sets that provide a basis to support decision-making and encourage the broad use of geographic information. The goal of this Infrastructure is to reduce duplication of effort among agencies, improve quality and reduce costs related to geographic information, to make geographic data more accessible to the public, to increase the benefits of using available data, and to establish key partnerships with states, counties, cities, tribal nations, academia and the private sector to increase data availability.

    FORWARD n 1812, the General Land Office or GLO was established as a federal agency within the Department of the Treasury. The GLO’s primary responsibility was to oversee the survey and sale of lands deemed by the newly formed United States as “public domain” lands. The GLO was eventually transferred to the Department of Interior in 1849 where it would remain for the next ninety-seven years. The GLO is an integral piece in the mosaic of Oregon’s history. In 1843, as the GLO entered its third decade of existence, new sett lers and immigrants had begun arriving in increasing numbers in the Oregon territory. By 1850, Oregon’s European- American population numbered over 13,000 individuals. While the majority resided in the Willamette Valley, miners from California had begun swarming northward to stake and mine gold and silver claims on streams and mountain sides in southwest Oregon. Statehood would not come for another nine years. Clearing, tilling and farming lands in the valleys and foothills and having established a territorial government, the settlers’ presumed that the United States’ federal government would act in their behalf and recognize their preemptive claims. Of paramount importance, the sett lers’ claims rested on the federal government’s abilities to negotiate future treaties with Indian tribes and to obtain cessions of land—the very lands their new homes, barns and fields were now located on. In 1850, Congress passed an “Act to Create the office of the Surveyor-General of the public lands in Oregon, and to provide for the survey and to make donations to settlers of the said public lands.” On May 5, 1851, John B.

    Ottawa County Remonumentation Developed Program Summary Winter 2020 Introduction Remonumentation is the process of re-tracing, re-establishing, and maintaining the accuracy of land survey corners. Land survey corners, or “monuments” form the basis of the Public Land Survey System (PLSS) which is the reference for determining ownership of public and private property. Verifying the accuracy of all 2,186 land survey corners in Ottawa County is crucial in maintaining accurate property descriptions. While seemingly a straightforward and monotonous task, surveying and remonumentation efforts are steeped in history and tradition. First established by teams of rugged frontiersmen in the early 1800s, these early survey corners delineated by rocks, sticks, and etchings in trees established the boundaries on which properties are separated, roadways are placed, and local governments are formed. Act 345 (State Survey and Remonumentation Act of 1990) represented the first effort to validate these corners in over 175 years and record them using modern GPS technology. History and Importance of the Public Land Survey System (PLSS) The surveying of land has been a human endeavor for thousands of years, from the Roman Empire establishing a land taxation system to British colonies instituting a “metes and bounds” system of property descriptions¹. Both George Washington and Thomas Jefferson were land surveyors by practice, with Washington’s experience in the Allegheny Mountains playing a key role in the French and Indian War². Following the American Revolution, the United States obtained control of the NorthwestT erritory from the British. Vast and largely uncharted, it was decided that a surveying system would be instituted to determine property ownership in the newest part of the fledgling nation.

The Cadastral National Spatial Data Infrastructure (Cadastral NSDI) has been defined by the FGDC Cadastral Subcommittee as a minimum set of attributes about land parcels that is used for publication and distribution of cadastral information by cadastral data producers for use by applications and business processes. The standards for the data content of the Cadastral NSDI are derived from the Cadastral Data Content Standard1, which is a standard for all cadastral elements and extends beyond the minimum elements in the Cadastral NSDI. This standard and many other documents related to the Cadastral NSDI and the Cadastral Subcommittee can be found at http://www.nationalcad.org. Business Applications The goal of the FGDC Cadastral Data Subcommittee is to provide a uniform coverage of parcel data that provides a multi-jurisdictional view or private, state and federal lands, their ownership, use, structures and the value of private property. Figure 1 shows an example of the characteristics of a single parcel and the type of information that would be available for entire region. GIS analysis of a regional coverage allows users to identify the location of properties with specific characteristics within a region. A recent study of the utility of parcel data by emergency responders after a hurricane found that local parcel information was uniquely capable of answering questions that ranged from the identification of vacant lands that could be used for debris removal to the location of organic farms to avoid spraying them with insecticides.
