    French and British Colonial Legacies in Education: A Natural Experiment in Cameroon Yannick Dupraz∗ 2015 most recent version: http://www.parisschoolofeconomics.eu/IMG/pdf/ jobmarket-paper-dupraz-pse.pdf Abstract. | Does colonial history matter for development? In Sub-Saharan Africa, economists have argued that the British colonial legacy was more growth-inducing than others, especially through its effect on education. This paper uses the division of German Kamerun between the British and the French after WWI as a natural experiment to identify the causal effect of colonizer identity on education. Using exhaustive geolocated census data, I estimate a border discontinuity for various cohorts over the 20th century: the British effect on education is positive for individuals of school age in the 1920s and 1930s; it quickly fades away in the late colonial period and eventually becomes negative, favoring the French side. In the most recent cohorts, I find no border discontinuity in primary education, but I do find a positive British effect in secondary school completion | likely explained by a higher rate of grade repetition in the francophone system. I also find a strong, positive British effect on the percentage of Christians for all cohorts. I argue that my results are best explained by supply factors: before WWII, the British colonial government provided incentives for missions to supply formal education and allowed local governments to open public schools, but the British effect was quickly smoothed away by an increase in French education investments in the late colonial period. Though the divergence in human capital did not persist, its effect on religion was highly persistent.

    RIVERS AND PORTS IN TRANSPORT HISTORY OF CAMEROON, 1916-1961 Walter Gam Nkwi* http://dx.doi.org/10.4314/og.v13i 1.11 Abstract In direct contrast to Europe, Asia and North America, Africa has very few navigable rivers. This paper focuses on the preponderant role played by water transport in the form of rivers and ports during the colonial period. Although not blessed with much navigable rivers and natural deep ports, the Colonial administration as well as the population of Cameroon depended so much on rivers and ports for their physical mobility, transportation of bulky goods, mails migration and above all European consumer goods which came in from Europe and were head loaded into the hinterlands. Therefore rivers and ports played economic, social and political roles. Despite these important roles, the place of rivers and ports has been relegated to footnotes in historical narratives of Cameroon. This paper therefore, aims at lifting rivers and ports from the footnotes of Cameroon history into the text. It confronts the importance of such a technological system to both the colonial administration and the indigenous population. What were the type of goods that were transported via rivers and ports? More crucial to the essay is the importance of the ports in the development of the cities and the migration of people into areas where ports were found. In what ways do we linked the ports and rivers to the global mobility of goods and modernity?     job:LAY00 30-10-1998 page:1 colour:1 black±text Middlemen of the Cameroons Rivers The Duala and their Hinterland, c. 1600–c. 1960 The Duala people entered the international scene as merchant-brokers for precolonial trade in ivory, slaves and palm products. Under colonial rule they used the advantages gained from earlier riverain trade to develop cocoa plantations and provide their children with exceptional levels of European education. At the same time they came into early conXict with both German and French regimes and played a leading – if ultimately unsuccessful – role in anti-colonial politics. In tracing these changing economic and political roles, this book also examines the grow- ing consciousness of the Duala as an ethnic group and uses their history to shed new light on the history of ‘‘middleman’’ communities in sur- rounding regions of West and Central Africa.     Unraveling Conflicting Narratives about the Origins of the Isubu of Bimbia By Dibussi Tande The Isubu (also known as Isuwu) like many other African peoples, have different and sometimes conflicting narratives about their origins. Although it is generally believed that the settlement of Bimbia was founded by Isuwu La Monanga, a native of Womboko, there are emerging alternative narratives which reject the Womboko connection. These alternative versions may be termed the “Duala narratives”, since they emphasize on real or imagined ancestral ties between the Duala and the Isuwu. Duala Narratives of Isubu Origins According to the first Duala narrative, which was available on Wikipedia (the largest multilingual open access encyclopedia on the internet) as of January 2006, The predominant Isubu belief tells of a man named Isuwu na Monanga who led their migration to the west bank of the Wouri estuary. When a descendant of Isuwu named Mbimbi became king, the people began to refer to their territories as Bimbia. While this narrative still has Isuwu La Monanga as the ancestor of the Isubu, it nonetheless refers to an Isubu migration to the West bank of River Wouri in Duala territory. There is a second Duala narrative which states that the Isubu trace their origins to the island of Jebale on the Wouri River, and that they first settled in Duala before moving to present-day Bimbia. In this narrative, the founder of Bimbia is Quan (Kwane) Ewonde. In this second narrative, the Isubu have no ancestral ties with the Kpe-Mboko of the Fako hinterland, and Isuwu la Monanga is merely “a descendant of forest migrants” from present-day East Africa who settled at some point in Isubu country..

Austen and Jonathan Derrick Excerpt More information 1 Introduction This book tells the story of a community which, even by African standards, has always been rather small. The people calling themselves Duala never numbered more than 20,000. Even if one adds another 30,000 members of neighboring ethnic groups with cultural and economic ties to the Duala, the total accounts for only 1 to 3 percent of the population and territory of Cameroon, itself not one of the largest states in Africa. Why then should two non-African historians devote so much effort to studying the history of the Duala? More to the point, why should an international audience bother to read the results of our efforts? The most immediate significance of this history derives from the endur- ing position of the Duala as ‘‘middlemen’’ between the European- dominated Atlantic world and the hinterland of Cameroon. This role has been played out through a series of situations which, presented separately, would constitute rather conventional – some even old-fashioned – genres of Africanist historiography: ‘‘trade and politics on the X rivers’’; ‘‘the X-people under German and French colonial rule’’; and finally ‘‘the invention of tradition/construction of identity as a discourse of colonial- ity/postcoloniality.’’ In the Duala case it is the possibility of combining these genres which allows us to create a whole which may, perhaps, transcend the sum of its parts. The concept tying together all these episodes of Duala history is that of middlemen.

With the development of trade and the installation of missionaries along its coast, a number of local and European languages gained prominence. English became the most widely used western language. It established itself as the language of trade and of the court of equity while some local languages and Pidgin English were standardized and used in evangelization. With the triple presence in succession, and concurrently, of the German protectorate, the British and the French administrations, the ideology of ‘one nation, one language’ that developed in eighteenth century Europe was pursued, with varying degrees of effectiveness, in Cameroon by these administrations. This ideology was applied with resolve in education, mostly by the French rule, and made an impact on pre- and post-independence Cameroonian authorities who adopted English and French as official languages of the country.
